2 The service Introduction This service registered with the Care Inspectorate on 1 April The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting It Right For Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It is a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting it right for every child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. In Scotland, the Getting It Right For Every Child (GIRFEC) approach puts wellbeing at the very heart of its approach. The eight 'indicators' of wellbeing that form the basis of GIRFEC are- Safe, Healthy, Achieving, Nurtured, Active, Respected, Responsible and Included - often referred to as 'SHANARRI'. Diane Copeland is registered to provide a service to a maximum of six children at any one time under the age of 16, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of children of the childminder's family. The service is located in a residential area of Lockerbie. The childminder provides her service from her home, which has an enclosed garden. The childminder's home is within easy walking distance of schools, shops and parks. On the day of the inspection, there were three minded children present. The children were relaxed and settled in the childminder's care and readily told us about their experiences. What we did during our inspection We wrote this report following an unannounced inspection, which took place on the afternoon of Thursday 17 May We issued three questionnaires to parents of children who used the service and three of these were returned, showing that parents were very happy with the quality of care and support provided. We also received s from parents, which provided us with further information about the service. In this inspection, we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documents, including: - Children's records and folders - Observations of how the children interacted with one another and with the childminder - Observations of how the children used the toys, and the space in the childminder's home - Examining equipment and the environment - Talking to the childminder, parents and the children. for Copeland, Diane page 2 of 10

3 Views of people using the service Parents told us: "We are very lucky to have found such a wonderful childminder who we trust with our child." "Fantastic safe, nurturing environment for little people to grow and learn." "We are very happy with the level of care provided for our child. We fully trust our childminder and feel she is meeting our child's needs". Self assessment The childminder submitted an assessment of her service which told us about what she did to care for the children. It would be improved by having a greater focus on the positive impact of her service on children's experiences. What the service did well The childminder provided a nurturing, friendly and safe environment for children and their families. Children had opportunities to explore, learn new skills and have fun. She knew the children in her care very well and supported them and their parents very well. Parents trusted the childminder and were confident that their children were well cared for. What the service could do better We have made some recommendations in this report which the childminder has agreed to work with us on. These are in relation to the administrative side of her service, for example the continued development of personal care plans and the childminder's own professional development. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good not assessed 3 - Adequate Quality of care and support Findings from the inspection The childminder used her supportive and flexible settling in procedures to establish friendly relationships with parents and children. She knew the children in her care very well. She was able to tell us about their needs and interests and how she used this knowledge to care for them. for Copeland, Diane page 3 of 10

4 The childminder told us that she encouraged parents to keep her informed about any changes so that she could continue to provide the care and support they needed. The childminder used her knowledge of the children's interests, discussions and her observations of them to provide them with a range of interesting and fun activities. These gave children opportunities to explore and learn about their world, which included outings to a nearby nature reserve. The childminder supported children well as they played, so that they developed their skills and interests. The childminder had been teaching the children how to knit and sew and we could see that the children were becoming very skilled. Children talked openly to her and were confident about asking for what they wanted. The childminder had continued to develop the records she kept for children and had recently introduced the Scottish Childminding Association format for gathering information about children's needs. Although we were confident that the childminder was meeting children's needs we have asked her to continue to develop this so that there is a written plan for meeting the health, welfare and safety needs of each child in the service. The childminder understood her role and responsibilities for protecting children. Although the childminder had undertaken some online child protection training it had been sometime since she had last attended child protection training, where she could discuss safeguarding issues and we suggested that this would be beneficial. We have also suggested that the childminder develop links with local health visitors as these would also provide her with some support. We discussed the childminder's procedures for administering medication and found that whilst these generally followed good practice, the childminder was not reviewing permissions regularly. We have suggested that these be included in personal plan reviews once she has developed the required format. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection Children were being cared for in a friendly and safe environment. The childminder ensured that her home was clean, tidy and smoke-free. Children were encouraged to look after toys and tidy up when they were finished. The childminder provided children with a variety of different games and play resources which were appropriate for their ages and interests. These encouraged children to develop knowledge, skills and interests. There was a secure garden at the rear of the house where children could play energetically. We suggested that they would benefit from more opportunities to play with natural resources, like mud and loose parts, which are open-ended materials which support children to be creative. for Copeland, Diane page 4 of 10

5 The childminder had recently updated her risk assessment procedures and we suggested that she should include the children so that they are more involved in learning about keeping themselves safe. Children were encouraged to think about their own safety by learning about road safety when they walked to school and nursery. They knew how to wash their hands properly and when to do this. We observed that the childminder did not wear Personal Protective Equipment (PPE), when changing nappies. In discussion, she was not familiar with best practice guidance for nappy changing which recommends that PPE be worn when dealing with all body fluids as this reduces the spread of infection. See recommendation 1. Whilst parents provided meals for their child, the childminder did provide snacks and some opportunities to bake. At our last inspection, we asked the childminder to check whether she should be registered as a food provider. We found that this had been done and that environmental health were satisfied that the childminder's home was safe. We discussed the recording of accidents and incidents and found that the childminder was recording these and informing parents appropriately. Requirements Number of requirements: 0 Recommendations Number of recommendations: 1 1. The childminder should review her nappy changing procedures to ensure that she is following best practice guidance for controlling the infection at all times. She should do this using the Nappy Changing guidance available on the The Hub, on the Care Inspectorate website: nappy-changing-facilities.pdf and the Infection Prevention and Control in Childcare Settings document. This is to ensure care and support is consistent with the Health and Social Care Standards which state that I experience high quality care and support based on relevant evidence, guidance and best practice. (HSCS 4.11) Grade: 5 - very good Quality of staffing This quality theme was not assessed. Quality of management and leadership Findings from the inspection The childminder kept up-to-date with some changes in practice. She was a member of the Scottish Childminding Association (SCMA) and used their publications to keep up-to-date. The childminder was open to feedback and suggestions and was keen to provide a quality service. for Copeland, Diane page 5 of 10

6 She was aware that she should continue to attend training and seek other learning opportunities to support her practice. In discussion, we found that the childminder was not fully up-to-date with some of the recent changes, like the introduction of the new Health and Social Care Standards and changes to data protection regulations. See recommendation 1. Whilst the childminder had continued to work on the way she recorded the information she gathered about children, she had yet to form the required plan for each child. She spoke to parents very regularly and was upto-date with children's changing needs, however, these were not recorded. Childminder's are required by law to have written personal plans, which are formally reviewed. See recommendation 2. The childminder had open relationships with parents. She welcomed comments and suggestions from parents and said that she regularly discussed their child's care with them. Parents confirmed that the childminder regularly sought feedback from them and that she kept them up-to-date with what was happening in her service. Parents were confident that they could speak directly with the childminder and felt comfortable about sharing their thoughts with her. Requirements Number of requirements: 0 Recommendations Number of recommendations: 2 1. The childminder should continue to seek a variety of ways to continue her professional development as a childminder so that she is up-to-date with current changes in practice and legislation. These would include good practice documents like My Childminding Experience, which are available on The Hub of the Care Inspectorate website and the new Health and Social Care Standards. This will support the childminder to continue to provide positive experiences and outcomes for the children using her service. This is to ensure care and support is consistent with the Health and Social Care Standards which state that I experience high quality care and support based on relevant evidence, guidance and best practice. (HSCS 4.11) 2. The childminder should continue to develop a personal plan for each child using her service. The plans should clearly state how her service will meet the health, welfare and safety needs of each child and should be reviewed with parents at least once every six months, and when there are changes. This is to ensure care and support is consistent with the Health and Social Care Standards which state that my personal plan (sometimes referred to as my care plan) is right for me because it sets out how my needs will be met, as well as my wishes and choices. 7 What the service has done to meet any requirements we made at or since the last inspection Previous requirements Requirement 1 A provider of childminding must not permit any person who is unfit to be in the proximity of children to live at the premises and they must give notice to SCSWIS immediately where a person living at the premises used for the provision of the service becomes 16 years of age. In order to comply with this the childminder must ask her son to complete and return a Disclosure Scotland Application form, so that appropriate checks may be completed. This is in order to comply with The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 Scottish Statutory Instrument 2011/210 para 12(1) and (2). 8 Recommendation 2 The childminder should ensure that she keeps up-to-date with changes and good practice by attending relevant training opportunities, as they become available. She should ensure that she becomes familiar with GIRFEC. National Care Standards for Early Education and Childcare up to the age of 16, Standard 12 - confidence in staff. This recommendation was made on 9 April Action taken on previous recommendation The childminder had undertaken some online training which meant she knew about GIRFEC, however, a further recommendation about professional development has been made in this report. This recommendation is: not met. Recommendation 3 The childminder should ensure that she has a care plan for each child in her care, which contains relevant information and is developed with parents, so that it sets out how she will care for each child. She should ensure that these are reviewed with parents every six months or more often, if there is significant change. National Care Standards for Early Education and Childcare up to the age of 16, Standard 14, well-managed service. This recommendation was made on 9 April Action taken on previous recommendation The childminder had introduced a format for gathering relevant information about each child, but had yet to form these into a plan. We have agreed to work with her to support this improvement. This recommendation is: not met and has been repeated. Complaints There have been no complaints upheld since the last inspection.
