2 Welcome Harry welcomed everyone to the meeting. He reminded everyone of the rules, mobile phones off and use the stop card if people need to. We read out a list of the people who couldn t come today. Everyone introduced themselves. What We Said Last Time Mark went through the notes of the meeting on the 12 th of September 2016 to check they were right. We agreed they were. Mark will update the Action Log and send out with the minutes of this meeting. One of the big issues for the Network has been how the CCG have used its funding to support Transforming Care. Other Local Authorities/CCGs have developed joint plans to use the funding. Ideas were given to the CCG, however they chose not to accept them and have used the money for something else. Mark spoke to Di Murphy from the CCG who has agreed to check how the money was spent. She did also say that the CCG are very much committed to Transforming Care and want to work with the Network and self- advocates. See the Action Log here: Learning Impairment Network Action log TO 2

3 Transforming Care We had planned to have a visitor from TEWV today to talk about the specialist services and support they offer to people with a learning impairment who at times have behaviour that challenges. However again they could not attend. Dan from Transforming Care in the North East and Cumbria sent a brief update. They are still working to reduce the number of hospital beds across the region. We think this should not be about beds but about giving people a better life. The website is now live and people can find out more about Transforming care and what it means. You can access the website here The new way of working with people in the community will be published very soon. Action: Mark will share draft new way of working with the Network when he gets it. 4 Cancer Awareness Debra Wright from Cancer Research UK came to talk to us about cancer awareness that is knowing about Cancer. One of Debra s main jobs is part of a roadshow that helps people understand about cancer and hopefully prevent it or catch it early. There are lots of different types of Cancer. We watched a short film that told people about the changes in your body you need to look out for. Debra, said people need to talk about Cancer because it is very real, it is important for people who support people with a learning impairment to know about the signs of cancer and to make sure that people see their GP regularly. Most Cancers can be prevented. Her team has a lot of easy read information about Cancer. The Health Facilitation Team work with individuals and their families The Network talked about how support providers and families can support people to be aware of cancer and make sure people are part of any prevention plans. 5 The LINKS Alyson Hill from Darlington Council came to talk to us about LINKS day opportunities. She is the Manager. The LINKS is changing how it runs. One of the big changes is that people are going to be learning the skills they need to be more independent and then moving on from the service. They will also be running short courses to support people learn new skills. They will be supporting people to get jobs and make links to their local community. To talk to Alyson about the service contact: Family Carers Lisa updated us on recent carers work. The carers group met this morning. The Carers pack is being updated: They are asking how do they get the information out to people, particularly those 14+ and their carers? They will develop a communication plan Some will be hard copies and some electronic. Thera North have been invited to the next meeting, likely to be in January. Carers would like to understand more about how Parliament intends to let more people know about their work. Tracy said that without any funding the work of the Parliament is limited. However they are keen to make sure that they include as many people as possible in their work. 5

6 Some carers had commented on the letter that goes to individuals/families at 14 for the first annual health check. Feedback is letters not clear. Action: Ian agreed to feed this back Lifeways Michelle and Rachel from Lifeways came to talk to us about a new residential care home that has opened in Darlington, It is called Delphine Court and offers support for up to 9 people. It will offer support to people who have behaviour that challenges. George asked if carers could visit and view? Michelle said now is a good time as they are not fully open. Michelle told us how people could move in. Funding for the service would usually by a local authority or CCG. Contact: Michelle.Maughan@lifeways.co.uk Delphine Court.pdf Update The BIG issue for Parliament is still funding, which ran out at the end of August. Despite this the Parliament has manged to keep going. It no longer meets every two weeks, but usually every month. Parliament is doing some work as part of the rethinking advocacy project on peer support. At the TEWV annual conference on the 18 th of October Mark told the story of two people who had been in hospital and were now living in their own home. 6

7 See the story here: Transforming Care (2).pdf Parliament discussed the case study Making it Happen about Johnny and Sid leaving hospital. They were pleased to hear this had happened. They think it was good that the hospital staff that knew Sid and Johnny supported them in their new home for a while. Parliament are very interested in Transforming Care and would like to be more involved in what is happening. If they were to experience mental ill health they would be the ones that would need this support so would like a say. Last year Parliament spent a lot of time on Transforming Care, this year they have not been able to as much because they have had to prioritise the work they have received funding for. Parliament asked the CCG to let them know: How the 15,000 allocated to Transforming Care in Darlington helped people to leave hospital or stop them going in in the first place? How will the Darlington plan include people having a voice and supporting self-advocacy? If this funding will be available again and if so, is there a plan for how it will be spent? Tracy told us about two pieces of work that Parliament is involved in: Peer support sessions: This is about people using their own experiences to support others.
