2 The service Introduction Marjory Gordon- Orr (referred to as the childminder in this report) provides a childminding service from her home in the East Craigs area of Edinburgh close to the local school, local shops, parks and other amenities. The childminder can provide a care service to a maximum of six children under 16 years, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of children of the childminder's family. Children have access to a lounge area, the kitchen area, a toilet and a safe enclosed garden to the back of the house. On the day of our first inspection, no minded children were present as the child expected had become unwell. The childminder's own grandson was present when we returned to make a second visit. She also provided a service to another six children from two years to nine years. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe, healthy, achieving, nurtured, active, respected, responsible, and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Information on SHANARRI can be found at: gettingitright What we did during our inspection As part of the inspection, we took account of the completed annual return and self-assessment forms that we asked the provider to complete and submit to us. We sent the childminder four questionnaires to give to parents and carers of the children who use the service. Three were returned to the Care Inspectorate before the unannounced inspection took place. After the inspection we sent the childminder additional questionnaires and requested she ask parents if they could complete our questionnaire a second time as some of these had been returned by the childminder. To ensure confidentiality, parents should be given the opportunity to send questionnaires direct to the Care Inspectorate. During the inspection we gathered information from sources including the following: page 2 of 9

3 - Discussion with the childminder. - A walk round of all the parts of the childminder's home and garden used by minded children. - Accident and incident recording systems. - Toys and resources. - Some of the policies and procedures. - We took account of information in the returned Care Standards questionnaire. - The childminder's self assessment and annual return. - Children's personal plans. - Parents information. - Various communications with parents. - A wide range of photographs. - Medication records. We took account of all of the above information when we evaluated this service and wrote this report. Please note that parents and carers will be referred to as parents throughout the report. Views of people using the service Comments are included in the body of the report. Additional comments made by parents who returned our questionnaires told us: "We are very happy with the service and the children enjoy being at the childminders with their friends". "Very flexible childminder easy to talk to, loves my child and my child loves going to her home. She is caring which I like". Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. We received a completed self-assessment document from the childminder. We were satisfied with the way she had completed this and with the relevant information she had given us for each of the headings that we grade her service under. What the service did well From observing the environment we could see she provided a warm, well equipped environment where children could grow, develop and play safely. The children had access to a wide range of resources. page 3 of 9

4 What the service could do better The childminder should continue to familiarise herself with Getting It Right For Every Child and the Shanarri indicators. She should continue to meet children's care and support needs to ensure positive outcomes are sustained. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good not assessed 5 - Very Good Quality of care and support Findings from the inspection Families wishes were respected as the childminder knew the importance of welcoming and encouraging parents to contribute productively to and engage in their children's care and development. She used a variety of strategies to achieve this, for example: - All about me and registration records were completed to support the childminder to care for children in line with their routines and their parents wishes. - The childminder understood that families had their individual preferences for how they exchanged information. To take account of this she had developed a number of ways to communicate and get families views. They included daily chats and text messages. Parents in our questionnaires told us: "She asks me a lot about how happy I am about the way she looks after my child. We have daily discussions and she supports my child with any changes". The children attended the local nursery and primary school. The childminder provides a drop off and pick up service for this. The childminder told us when collecting the child, they talk about road safety. This enabled the child to learn about their own safety whilst receiving appropriate protection, care and guidance from the childminder. The childminder told us what steps she would take if she had a concern about a child's welfare. We found that she had included a statement on her Child Protection Procedures in her policies given to parents. This included the appropriate local Social Work Department details. The childminder had worked hard to ensure individual children's needs were met. She visited Toddler groups with the children to help them socialise with others and learn techniques to support the children's behaviour. This would contribute to the children becoming more resilient and strengthen their attachment with the childminder resulting in them feeling valued and respected. We discussed Getting It Right For Every Child (GIRFEC). (GIRFEC is the national approach to reforming children's services to improve outcomes for children). We saw that the childminder had not started to use the 'Shanarri Indicators' which underpin GIRFEC. We suggested ways in which she could do this and shared a log book which page 4 of 9

5 she could use. She should continue to familiarise herself with the GIRFEC guidance which can be found at During our inspection we saw that no children were currently receiving medication. The childminder explained what she would do if a child attending her service required medication. She was aware that parents must give their child the first dose of any medication. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection There was appropriate lighting, heating and ventilation in her home which made it a comfortable environment. Smoking was not allowed in the childminder's home. Parents who returned our questionnaires confirmed they felt her home was safe and their children were protected. Every day the childminder did a number of visual checks to make sure that her home was safe for the children. On the day of the inspection, we found her home to be safe, clean and tidy whilst offering a 'homely' atmosphere for the children. Parents were informed of any accidents or incidents their child had been involved in. The childminder kept a note of these and parents were asked to sign to confirm they had been informed and were happy with how the childminder dealt with it. The childminder helped children to gain an awareness of how to keep safe. For example, they talked about crossing the road safely when walking to and from nursery and school. The toys in the living room were plentiful, easily accessible and laid out attractively. This resulted in the minded children freely choosing toys that were challenging and stimulating and right for their age and stage of development. Parents in our questionnaires told us: "The home is safe and very clean with lots of variety". "Children play outside when the weather is suitable for outdoor play. Indoor activities include games and toys, drawing and parties on special occasions and movies". We had a discussion about the use of the television. The childminder told us that children were able to watch the television however she would respect any parents wishes who did not want their child to watch it. The childminder described how she kept her home, toys and equipment clean. Parents were required to follow page 5 of 9

6 Health Protection Scotland guidance on 'exclusion periods' should their child fall ill. This helped to minimise the spread of infection. Quality of management and leadership Findings from the inspection The childminder kept up to date with best practice through a variety of ways, including being a member of the Scottish Childminding Association (SCMA), The Care Inspectorate publication 'Care News' and magazine articles. The childminder provided opportunities for children and parents to be involved in the continued development of the service. We saw that children and their families are routinely involved, listened to and offered choices. This was done in a number of ways including: - Daily verbal feedback. - Text messages to reassure parents that their child had settled. - Sharing photographs of activities the children took part in. - Questionnaires for parents to gain their ideas and feedback. - Daily diaries for younger children. Parents in our questionnaires told us: "The childminder gave us questionnaires to ask if we are happy with her service and if we have any suggestions to make it better". "We complete an annual questionnaire and through conversation". Keeping children safe, healthy and protected from abuse was important to the childminder. She understood that she had to keep abreast of new training when it became available. She told us she would update an online resource to ensure she was aware of any updates in First aid and Child Protection. This was beneficial as it helped keep her practice and knowledge up to date whilst increasing her knowledge of new and current best practice. page 6 of 9

7 The childminder gave parents the Care Inspectorate contact details and made it clear to them that they could contact us without her knowledge should they wish to do so. In our questionnaire, parents confirmed they had confidence that the childminder would deal effectively with any concern or complaint they may have. This was a recommendation made at the last inspection which has now been met. The childminder should make herself familiar with the new 'My World Outdoors' document to further improve children's experiences outdoors.
