3 Introduction Welcome to the Liverpool Safeguarding Children Board (LSCB) multi-agency Learning and Improvement Programme for 2016/17. LSCB supports a culture of continuous learning and improvement by providing opportunities for multi agencies to come together to reflect upon the quality of their safeguarding services and to learn together from experiences and to improve services as a result. In addition to this we also regularly share key messages and practice issues as identified in our learning and improvement framework. The purpose of training for multi-agency working is to help develop and foster the following in order to achieve better outcomes for children and young people and their families: A shared understanding of the tasks, processes, principles, and roles and responsibilities outlined in national guidance and local arrangements for safeguarding children and promoting their welfare; More effective and integrated services at both the strategic and individual case level; Improved communication between professionals, including a common understanding of key terms, definitions and thresholds for action; Effective working relationships, including an ability to work in multi-disciplinary groups or teams; and sound decision-making, based on information sharing, thorough assessment, critical analysis and professional judgement. Ensure practitioners have the knowledge and skill to collaborate effectively with others, both within their own agency and across organisational boundaries and disciplines, in order to safeguard the well-being of children; and, Ensure practitioners have a sound understanding of the legislative framework and the wider policy context within which they work, as well as a familiarity with local policy and procedures. All LSCB course content is informed by statutory guidance, national and local issues and themes arising from Serious Case Reviews. Developed by the multi-agency professionals of the LSCB Learning and Improvement Sub Group, courses are delivered by the LSCB Training Coordinator supported by members the LSCB Training Pool (local practitioners with a wealth of knowledge and experience in safeguarding and child protection). Liverpool Safeguarding Children Board is constantly working with partner agencies towards the development of learning and improvement opportunities that satisfy development needs as they are identified. As such, courses, seminars and other learning opportunities may become available through the years which are not detailed in this calendar at time of publication and distribution. 3

4 Notice of learning and improvement opportunities are disseminated to partner agencies via LSCB Board members, LSCB Learning and Improvement Sub Group members and through individual contacts with agencies. Events and details of further opportunities for multi-agency learning is also posted on the LSCB website (page professionals and volunteers): LSCB Multi-Agency Safeguarding Learning and Improvement Sessions - A Commitment to Learning and Improvement The LSCB Safeguarding Competency Framework and Training Strategy provides a framework for safeguarding training in Liverpool to ensure that staff and volunteers working with children, young people and their families are competent and confident to carry out their responsibilities for safeguarding and promoting the welfare of children. The LSCB has a responsibility to ensure that both single and inter-agency learning and improvement opportunities are delivered to a consistently high standard, and that a process exists for evaluating the effectiveness and impact of any learning and improvement activity. The focus of our evaluation will be on the extent to which multi-agency learning sessions contribute to improving the knowledge and skills of the workforce with regard to working together to safeguard and promote the welfare of children. The proposed system for evaluation will include the following: relevance, currency and accuracy of course content quality of training delivery identification of short and longer term outcomes Impact on working together and inter-professional relationships. Evaluating the impact and effectiveness of training and other learning and improvement activity is complex and challenging. This process relies on the commitment of participants to engage in the evaluation process and give honest and constructive feedback. All participants attending LSCB training sessions will be expected to contribute to the evaluation process and may be asked complete evaluation questionnaires before, during and after any training sessions attended. 4

5 Which session should I attend? The level of training you need depends on your role and the level of contact you have with children and families. All LSCB Training activities are targeted at different groups of people dependent on their safeguarding roles and responsibilities. These groups are explained below: Group A Staff & volunteers with little face to face contact with children, young people & parents & carers. Includes all staff involved with information concerning children, young people & families e.g. Admin Staff Group B ALL those in regular contact with children, young people and adults who are parents/carers in their day to day work, who may be in a position to identify concerns about maltreatment, including those that may arise from the use of the Early Help Assessment Tool (EHAT). Group C Those who work regularly with children, young people and adults who are parents/carers. Including those with particular responsibility for safeguarding children e.g. Designated Child Protection Officers & managers who supervise staff and volunteers & those who attend Case Conferences & Core Groups regularly. This group work extensively within a multi-agency context and often have operational responsibility for the work of others. 6 BASIC SAFEGUARDING AWARENESS (Suitable for Groups A and B only this is NOT a refresher course) This is a one day learning session for staff from all agencies who are involved in work with children and families; either in a statutory or voluntary capacity that work with or come into contact with children and young people and their families. Course Aims: To provide staff with a basic understanding of Liverpool Safeguarding Children and Young people procedures giving workers an introduction to issues of recognition of the different categories of child abuse. It is therefore not appropriate for workers who have substantial experience of working in the child protection system. Through discussion, scenario review and group working, attendees will develop an understanding as to the importance of safeguarding as everyone s responsibility. Understand the role & responsibility of the Liverpool Safeguarding Children Board. Understand what is meant by Safeguarding. Have awareness of the principals of Early Help and Support and be familiar with the Early Help Assessment Tool (EHAT), Section 17 and Section 47 of the Children Act Know what to do and who to contact when child abuse is suspected or a child is at risk of harm. Understand what is meant by 'disclosure' and know what to do if a child discloses. Understand what is meant by 'Safer Professional Conduct' and how this should influence professional practice. Nicky Walsh - LSCB Training Coordinator Members of the LSCB Training Pool DOMESTIC VIOLENCE AND ABUSE An Awareness Session (Suitable for Groups B and C) Course Aims: This half day session will provide attendees with a basic knowledge of domestic violence and abuse Attendees will develop an understanding as to the importance of their role in referring or signposting victims to appropriate and relevant support agencies and to work within the guidelines of safeguarding adults and children The session will enable attendees to develop understanding of the effects of abuse on all victims including women and children and of 'what to do' if they are concerned for the welfare of a client, child or young person. Recognise what we mean by the terms Domestic Violence and Abuse Recognise the diverse factors involved in domestic violence and abuse (including range and types of abuse) Identify domestic violence and abuse in victim/survivors (indicators/warning signs) 6

7 Recognise the impact of domestic violence and abuse has on victims (including impact on parenting, short and long term effects on children) Know what to do and who to contact for support when domestic abuse is disclosed Understand individual responsibilities as a professional in the safeguarding of children and vulnerable adults Front line practitioners from Local Solutions and South Liverpool Domestic Violence and Abuse Services WORKING WITH VICTIMS OF DOMESTIC VIOLENCE AND ABUSE (Suitable for Groups B and C) Course Aims: This one day learning session will build upon and expand participant s knowledge gained from attending the Domestic Violence and Abuse Basic Awareness session (half day). This includes recognising the range of diverse and complex barriers faced by some groups in disclosing abuse and seeking support. The session will examine coping strategies used by survivors of abuse, enabling understanding of the complex presentation of victims to promote a sensitive response. Understand the barriers and practices faced by some groups including forced marriage, so called honour based violence and female genital mutilation Understand the barriers facing victims with mental health or substance misuse issues Understand the coping strategies used by survivors which increase risk and reduce chances for adequate support and intervention Opportunity to explore how personal perceptions and attitudes may influence professional practice Development of skills that will underpin responses to disclosures of abuse Knowledge and ability to use processes to refer victims and families to local multi-agency support mechanisms Front line practitioners from Local Solutions and South Liverpool Domestic Violence and Abuse Services 7

8 MAPPA AWARENESS (Multi Agency Public Protection Arrangements) (Suitable for Groups B and C) Course Aims: A half day briefing session to provide attendees with a clear understanding of MAPPA. These arrangements are put in place to manage the risks posed by certain sexual and violent offenders. The arrangements bring together Police, Probation and Prison services to work alongside a number of other agencies that have a statutory duty to co-operate in managing those risks. Understand the historical/ social/ political reasons resulting in the development of the MAPPA procedure. Understand your own professional role in the MAPPA procedure Understand the varying roles of others in the procedure Understand the decision-making process for your agency s part in the process Jayne Phillips Senior Probation Officer WORKING TOGETHER A Shared Responsibility (Suitable for Groups C and D only) This is a two day course for professionals who work regularly with children, young people and their families. Participants must have completed a Basic Safeguarding Awareness course BEFORE booking onto this course. This training focuses on the processes, principals and dilemmas of working together effectively to safeguard and promote the welfare of children including those who are suffering, or are at risk of suffering significant harm. Course Aims: To support practitioners to develop their understanding of the processes which support the safeguarding of children and young people. To extend knowledge, and promote the skills and abilities required to enable effective partnership working. Develop a historical understanding of Working Together to Safeguard Children. Understand the safeguarding roles of parents and carers and recognise factors that can impact upon parenting. Develop an awareness of roles and responsibilities in other agencies, understanding that each share common responsibilities. Consolidate knowledge and understanding of statutory legislations. Understand how to share information efficiently and effectively. Know the function and purpose of a strategy discussion. 8

9 Know how to record information effectively and the importance of effective record keeping in all: assessment, planning, intervention and review. Understand the purpose of 'Serious Case Reviews', the process and themes emerging from them. Know the purpose of a Child Protection Conference. Nicky Walsh - LSCB Training Coordinator Members of the LSCB Training Pool WORKING TOGETHER An Update (Suitable for Groups C and D only) This is a half day update/refresher session for professionals who work regularly with children and young people and who have previously attended the two day Working Together training. Course Aims: To provide attendees with an update of revised national and local safeguarding policy, practice and statutory guidance. To further develop an understanding of processes that support effective safeguarding of children and young people. Update knowledge and understanding of the requirements duties and responsibilities outlined within new statutory safeguarding guidance. Develop an understanding of new legislations relevant to safeguarding and working with children and families. Have an awareness of locally developed approaches, policies, guidance, including key messages to support the safeguarding of children and young people. Discuss the learning identified from both national and local reviews and reflect on the practice and actions that may support development and delivery of more effective safeguarding services to children, young people and families. Nicky Walsh - LSCB Training Coordinator UNDERSTANDING THE ROLE OF THE NEW DESIGNATED SAFEGUARDING OFFICER (Suitable for those in Group C who are NEW to the role) Please note: This should NOT be used as a refresher course This is a one day course designed to support staff in multi-agency settings who are new to the role and responsibilities of a Designated Safeguarding Coordinator. Course Aims: To enable those within the role of Designated Safeguarding Coordinator to appropriately fulfil their safeguarding responsibilities. 9

10 S Understand the role, responsibilities and expectations of a Designated Safeguarding Coordinator within an agency or organisation. Develop an understanding of current legislation and the safeguarding requirements for agencies and organisations. Enable agencies to develop safeguarding policies and procedures towards the safeguarding of all children and young people who come into contact with their organisation / service. Have an understanding of 'good practice' towards building and maintaining safer organisations. Nicky Walsh - LSCB Training Coordinator CHILD SEXUAL EXPLOITATION (Suitable for Groups B, C and D) Course Aims: To raise Awareness of Child Sexual Exploitation Have an understanding of the definition of Child Sexual Exploitation Recognise typical indicators of sexual exploitation in children and young people Have an understanding of the Grooming Process Understand the vulnerabilities that lead to Child Sexual Exploitation and be able to identify Children and Young People who may be at Risk. 11 HARMUL PRACTICES INCLUDING (Forced Marriage, So called Honour Based Violence) and Female Genital Mutilation) (Suitable for Groups B, C and D) Course Aims: A one day learning session aimed at raising the knowledge and awareness of staff working in key services and agencies in Merseyside to enable them to respond sensitively and appropriately to situations involving harmful practices. To define Forced Marriage, so called Honour Based Violence and Female Genital Mutilation. To describe the impact on the individual, families, community and professionals To highlight the legal implications To clarify the policies and procedures used to protect victims To explain the One Chance Rule Afrah Quassim Community Development Worker and Denise Malcom Merseyside Police UNDERTSANDING THE IMPACT OF NEGLECT An Introduction (Suitable for Groups B and C) Course Aims: This one day learning session is for all staff working both with children and young people and with their parents, carers and extended families. It provides an overview of the indicators and impact of neglect and discusses the importance of early help and support. To recognise signs and symptoms of children who are, or may be, neglected To assess the nature and extent of a child s developmental needs. 12 LEARNING THE LESSONS FROM REVIEWS (Suitable for Groups C and D) Course Aims: To share the learning, key themes and findings arising from both local and national case reviews including those identified through Serious Case Reviews. To disseminate the findings and subsequent learning from both Liverpool and National Serious Case Reviews To consider key themes and practice issues and consider areas for improvement To identify risk factors which may increase the vulnerability of children, young people and their families Nicky Walsh - LSCB Training Coordinator YOUNG PEOPLE, RISK AND VULNERABILITY (inc PREVENT Workshop) (Suitable for Groups B, C and D) Course Aims: This half day learning session explores the situations which may lead young people to be vulnerable and at risk of radicalisation and exploitation. This includes a focus on the PREVENT agenda and the session will incorporate WRAP (Workshop to Raise Awareness of Prevent) and also explore issues leading to risk of sexual exploitation. The session is jointly facilitated by colleagues from the PREVENT team and front line practitioners supporting those vulnerable to or already being sexually exploited Raise awareness of PREVENT agenda exploring issues of vulnerability and radicalisation Clarify agency roles and responsibilities in relation to responding to concerns about radicalisation. Explore links between young people, risk and vulnerability specifically those at risk of sexual exploitation. 13 CHARGES AND COURSE FEES Multi-Agency Training is currently free to organisations that contribute to the work of the Liverpool Safeguarding Children Board, organisations with charitable status and voluntary / community organisations. Organisations who do not contribute to the work of the LSCB will be expected to pay a fee per person, per day. Consideration to waive training charges may be made in exceptional circumstances. The waiving of any training charge is subject to agreement by the LSCB Chair or LSCB Business Manager. LSCB Course Fees: All training courses (Including Working Together) Partner agencies contributing to the LSCB No Charge Charitable, voluntary, faith, community organisations and groups No Charge Private individuals or staff from profit making organisations or agencies in receipt of a training grant PER DAY. *Working Together Update and Learning from Review 50 per day CANCELLATION FEES/NON ATTENDANCE Failure to inform of cancellation of a booked place at least five full working days before delivery of a course will result in a late cancellation fee being incurred. Delegates who fail to attend a course without reasonable cause will incur a non-attendance charge. Late cancellation fees / non-attendance charges will be invoiced as follows: All training courses (including Working Together) Statutory Agencies PER DAY Charitable, voluntary, faith, community organisations and groups - 50 Per Day Private individuals or staff from profit making organisations or agencies in receipt of a training grant HOW TO BOOK ONTO A COURSE Practitioners wishing to attend any of the courses are required to complete and return a LSCB Training Booking Form. Completion and return of a booking form only notifies an expression of interest to attend. Confirmation to attend courses will be issued by the LSCB Training Administrator to ensure that courses represent a balance of delegates from multi agencies. Dates of forthcoming training are outlined in Appendix A of this document and on our website 13

14 All completed Training Applications should be forwarded to Pre course information including joining instructions will be forwarded to all successful delegates a minimum of 10 days prior to the session. SPECIAL REQUIREMENTS Liverpool Safeguarding Children Board is committed to ensuring that all courses are accessible. Pre course materials will be forwarded to participants in advance of all courses. This includes asking participants to notify us in advance of any Special Requirements. Completed special requirements notifications should be returned no later than five full working days prior to commencement of the course. CERTIFICATES All practitioners attending LSCB Training will be given a certificate of attendance. Certificates will not be provided where delegates leave the course early or do not attend the duration of the session. VENUES Most LSCB training events take place at the Job Bank, Tunnel Road, Wavertree. However, sometimes training will take place in alternative venues across the city. Delegates are urged to check and carefully read all pre course information including venues, start and finishing times of sessions. 14
