2 Kent and Medway Safeguarding Adults Board Following a full governance review in 2012, the Board agreed to implement a Kent and Medway model. Key features of this include: - It covers Kent and Medway - Has representation from various multi-agency partners including Health, Police, Probation, Fire & Rescue, Ambulance Service and Providers - It includes three working groups; Quality Assurance, Learning & Development and Policies, Protocols and Guidance, chaired by Board members - It incorporates DoLS/ MCA
3 Kent and Medway Safeguarding Adults Board The Board provides a multi-agency framework for safeguarding in Kent KCC has strong links with partner agencies through the multiagency Board In particular, we have good joint working with the Police, ranging from Community Safety to Safeguarding Adult Reviews and Domestic Homicide Reviews CQC are not members of the Board but do contribute to individual discussions Board scrutinise KCC and other agencies in relation to adult safeguarding activity and initiatives Produces an Annual Report and developing a Strategic Plan
4 Quality Assurance Working Group Responsible for co-ordinating quality assurance across partner agencies Group has oversight of all multi-agency and single agency audits and analysis of performance data about safeguarding adults from relevant agencies in Kent and Medway Developing a performance dashboard across partner agencies Developing a Quality Assurance Strategy in line with the Care Act 2014 and incorporating the principles of Making Safeguarding Personal Quality in Care Framework Review self assessments submitted by partner agencies of the Kent and Medway Safeguarding Adults Board
5 Learning & Development Working Group Responsible for ensuring workforce development Commission multi-agency training Levels 1 and 2 training for staff in the private and voluntary sector is available through KCC The Board provides multi-agency training, Levels 3-6 to partner agencies and providers in Kent and Medway Multi-agency training is currently being reviewed to ensure it is fit for purpose and Care Act compliant
6 Policy, Protocols & Guidance Working Group Responsible for reviewing the multi-agency Policy, Protocols and Guidance and associated documents in line with changes in legislation, guidance and regulation Take into account lessons learnt, e.g. Safeguarding Adult Reviews, research, audit, practice, performance monitoring and user experience Implement any new policy, protocols or guidance in response to any Safeguarding Adult Review (SAR), lessons learnt and audits conducted Develop and implement new policy, protocols or guidance
7 Safeguarding Adults Reviews Statutory duty to arrange a Safeguarding Adults Review when an adult in its area dies as a result of abuse or neglect, whether known or suspected, and there is concern that partner agencies could have worked more effectively to protect the adult Promote effective learning and improvement action to prevent future deaths or serious harm occurring again May be used to explore examples of good practice to identify lessons that can be applied to future cases Develop and monitor action plans following Safeguarding Adults Reviews Policy available online
8 Information for partner agencies and the public Duty to increase public awareness of adult safeguarding and support people to report abuse. Information must be accessible to all and is available online and in hard copy Leaflets and posters are produced for partner agencies and members of the public, in a variety of formats data/assets/pdf_file/0013/13513/adultabu seleaflet.pdf Agendas, papers and minutes of meetings will be posted online in the future Annual Report Training can be applied for online

15 Care Act Safeguarding Adults Boards Statutory basis for Safeguarding Adults Boards 3 core duties: 1. Publish a Strategic Plan 2. Publish an Annual Report 3. Conduct any Safeguarding Adults Review in accordance with Section 44 of the Act Information about the Board must be easily accessible to partner and the general public Review of Board membership Develop clear policies and processes that have been agreed with partner agencies
16 Making Safeguarding Personal Incorporated in the Care Act Launch events took place in Kent and Medway in November 2014 Implemented in Kent and Medway from January 2015 Person-led, outcome focused approach Enhanced social work practice to ensure that vulnerable adults have an opportunity to discuss the outcomes they want at the start of safeguarding activity Follow-up discussions with vulnerable adults at the end of safeguarding activity to see to what extent their desired outcomes have been met
17 Core principles of the Mental Capacity Act 2005 A person must be assumed to have capacity unless it is established that they lack capacity A person is not to be treated as unable to make a decision unless all practicable steps to help him to do so have been taken A person is not to be treated as unable to make a decision merely because he makes an unwise decision An act done or decision made, under this Act for or on behalf of a person who lacks capacity must be done, or made, in his best interests Least restrictive intervention to achieve goal
18 Adult Safeguarding Activity
19 A snapshot of adult safeguarding in Kent In Kent (KCC Area) there were 3,176 safeguarding referrals during , of which: 61% of people with a safeguarding referral were over 65 (of which 61% were female) 45% of year old clients with a safeguarding referral had a client category of Learning Disability Over 90% of those people subject to a safeguarding referral were known to Social Services The Location of Abuse for 41.5% of all referrals was in a residential or nursing home. This is higher than the national average of 36%
20 DoLS Activity Supreme Court Judgement in March 2014 has had huge implications Kent and Medway have separate DoLS offices Safeguarding Adults Board has an interest in issues across Kent and Medway and how activity is managed DoLS activity continues to significantly increase To date, there have been 1758 applications since 1 April 2014 Of these there are 934 in Triage (non priority) 538 Authorisations have been granted since 1 April 2014
