2 WHO WE ARE Family & Children s Services is a leading provider of behavioral health care and family services for people of all ages in Tulsa and surrounding communities. Today, we provide 49 life-changing programs in mental health, substance abuse and family services. Our dedicated staff heal traumatized and hurting children, strengthen individuals and families, and provide hope and recovery for those battling mental illness and addiction. We give our clients hope and set them on the path to recovery and in the process make our community a better place for all.

4 OUR MISSION Family & Children s Services promotes, supports and strengthens the well-being and behavioral health of adults, children and families. STRATEGIC VISION F&CS will be the leading provider of behavioral healthcare and family services in Tulsa metro and Northeastern Oklahoma and be known as a great place to get care. F&CS will be visionary and stay at the forefront of the behavioral healthcare industry and will be an early adopter of changes emerging in clinical practice and service delivery. F&CS will be the premiere organization for investing resources as a result of being a high performing, data driven organization that produces the best possible outcomes for those we serve. The vast scope of F&CS programs will be well known in the community. F&CS will be the best place to work and train. F&CS will have the financial and organizational strength to respond to current and emerging community needs and opportunities for greater community impact.
5 LIFE-CHANGING SERVICES Since 1925, Family & Children s Services (F&CS) in Tulsa has led the way to ensure that low income at-risk children, families and individuals with a variety of emotional, behavioral and family problems have a place to turn for professional help. These problems, if untreated, can lead to family breakdowns, divorce, child abuse, trauma, school dropout, financial instability, depression, suicide, impaired functioning, addictions, substance abuse and imprisonment. Core services are offered regardless of income and insurance coverage and include: counseling and family therapy; bereavement services; family preservation; child trauma; early childhood family support; parenting, relationship and divorce adjustment classes; child trauma treatment; children s mental health and psychiatry; adult mental health and psychiatry for those with serious mental illness; psychiatric crisis services including 16-bed crisis stabilization unit, crisis respite unit and mobile response, Women In Recovery and addiction treatment. WE MAKE A DIFFERENCE We help people through loss, challenging life transitions and times of crisis. We help strengthen families. We help reunify families. We help children get adopted. We restore children s well-being. We help divorced parents and their children learn to cope. We heal children from the traumatic effects of abuse. We prevent suicides. We reach out to the homeless. We help people recover from mental illness and addiction. We provide treatment alternatives to incarceration for non-violent, addicted women. We enhance relationship and parenting skills. In other words, we help clients rebound from adversity and live life with a sense of mastery and hope. We change lives!

8 STRATEGIC CHALLENGES EXECUTIVE SUMMARY Rapid and continuous changes in the behavioral healthcare industry will have a dramatic impact on service delivery and business operations. To continue to thrive, we looked ahead to understand the trends, disruptive forces, strategic challenges and opportunities that will shape our industry, our agency and those we serve. Detailed information follows on the next few pages.
9 STRATEGIC CHALLENGES IMPACTING FINANCES OF THE AGENCY Growing complexity of payer paradigms, contracting and other nonprofit funding methods, requiring rigorous business process management and third party billing expertise. There is growing pressure to deliver services at the lowest cost to achieve the greatest outcome. Dramatic healthcare transformation will require adaptation in financing and service delivery. Oklahoma s refusal to participate in Medicaid expansion decreases revenue to serve the poor. We must understand the turbulent, changing business environment in which we operate and the expectation of our payers. Payers require organizations to enhance quality, manage performance and measure outcomes. Payers interested in funding networks, strategic partnerships and shared-service models to resolve specific problems to improve client outcomes. The new norm will be increased competition in a performance-driven market. STRATEGIC CHALLENGES IMPACTING AGENCY PROGRAMS Social and economic conditions will continue to worsen for the poor. Population is growing older and more diverse. Radical change is on its way in how we deliver services and pay for care for those with SMI and addiction problems. The pressure is on to innovate, adapt, succeed and gain competitive advantage. Technology innovations and neuroscience will drive service delivery transformation. A new Electronic Health Record with enhanced capability will require employee adaptation to optimize its full potential. Accountability and measuring outcomes will be essential.
