1 Programme for Young Women who are Involved in or at Risk of Involvement in Gangs and Violent Crime. Background The Ending Gang Youth Violence Programme is a 1 year funded Home Office project aimed at reducing deaths and serious injury suffered by young people aged yrs. The Programme will fund a number of geographical areas across the country to prioritise early intervention activities. Birmingham has already undertaken some analytical research which identified a number of key risks. These have been incorporated into a series of themed interventions designed to address these risks. One of these themes is Early Intervention in Schools which identifies the need to effectively engage with young women involved in, or at risk from gangs, in order to protect them from harm. Nationally there is recognition that a knowledge gap exists regarding this subject and more work needs to be undertaken to better understand the impact of gangs on young women. Birmingham Community Safety Partnership recognises that this particular proposal will compliment current research by The Children s Commissioner For England entitled Inquiry into Child Sexual Exploitation in Gangs and Groups (CSEGG). This programme is to commission a single or a number of Voluntary and Community Sector organisations to devise and deliver four projects. The specifications for the individual projects will contain required outcomes but will not be overly prescriptive in order to allow organisations to submit their own ideas on how to achieve the stated outcomes. This funding stream is only available to VCS organisations. Organisations are welcome to bid for all four projects, a selection or a single project. Please complete a separate application form for each project being applied for. The total amount available for this programme is 125,000. The projects are time limited and funding is only available for the financial year 2012/ 13. All projects are being assessed on a 30% price/ 70% quality basis. It is envisaged that negotiations will take place with preferred providers re scale and cost. 1

2 SPECIFICATION 1. Mentoring Programme for Young Women in Secondary Education Year 10 Reference to be quoted on application form: EGYV YW1 Required Outcomes Evidence of increased knowledge within selected schools/prus of gangs and their impact on young women. Evidence that shows an increase in knowledge of young women of how they can ask for help & support regarding association with gangs. Evidence of increased engagement with young women seeking help with issues associated with gangs. Evidence of increased self esteem among young women in selected schools/prus. Details of Service to Be Commissioned The successful provider/s will be expected to deliver a programme which incorporates: Organisations/ agencies can run workshops but at least 2 staff members (including non teaching staff) in each school must be trained in order to provide sustainability. Training programme for non teaching staff must enable them to; Demonstrate an understanding of the impact of gang violence upon young women Demonstrate an understanding of the implications for safeguarding and relevant safeguarding procedures. Demonstrate awareness of how to signpost young women to relevant support networks. Demonstrate working knowledge of gender specific support networks, the issues they can assist with & how they can be contacted. Intervention to take place ideally in 14 identified schools and 5 Pupil Referral Units this is negotiable Intervention must run from September 2012 to 31 st March 2013 Please provide full outputs, costings and a detailed description of your project in the application form Total project value = 65,000 2

Intensive One to One Support Programme for Young Women; year olds Reference to be quoted on application form: EGYV YW2 Required Outcomes Increased physical and emotional safety: feel safer and have confidence to keep themselves safe Have knowledge about services and improved confidence in help seeking Improved well being and feeling positive about their future Increased awareness and confidence in building relationships based upon equality and respect Details of Service to Be Commissioned The successful provider/s will be expected to deliver a service which incorporates the following: The intervention will be expected to provide a robust offer of one to one support to young women to help them to overcome the abuse that they have experienced from gangs. It is envisaged that the vast majority of young women will be identified from the mentoring work in EGYV YW1 but this intervention will also need to take into account young women between the ages of 10 through to 29. The intervention will work to prevent harm to young women The intervention will identify young women at risk through direct work and through referrals from other agencies In order to meet the needs of the young women involved, the programme may include weekday, evening and/or weekend sessions The service provider will implement and evaluate a pre and post programme measurement tool to evaluate effectiveness Please provide full outputs, costings and a detailed description of your project in the application form Total project value = 23,000 3

Workforce Development and Awareness Raising Within Relevant Agencies Reference to be quoted on application form: EGYV YW3 Required Outcomes Front line staff within relevant organisations have a better understanding of issues around young women and gangs and how/ where to refer these individuals. Details of Service to Be Commissioned The successful provider/s will be expected to deliver a service which incorporates the following: The intervention is expected to identify relevant agencies and provide details of how the workforce development and awareness raising will take place including descriptions of the content. The service provider will implement and evaluate a pre and post programme measurement tool to evaluate effectiveness Please provide full outputs, costings and a detailed description of your project in the application form Total project value = 10,000 4

Young Women s Empowerment Interventions; year olds Reference to be quoted on application form: EGYV YW4 Required Outcomes Increased physical and emotional safety: feel safer and have confidence to keep themselves safe Have knowledge about services and improved confidence in help seeking Improved well being and feeling positive about their future Increased awareness and confidence in building relationships based upon equality and respect Details of Service to Be Commissioned The successful provider/s will be expected to deliver empowerment interventions which incorporate the following: identification of young women at risk through direct work and through referrals from other agencies In order to meet the needs of the young women involved, interventions may include weekday, evening and/or weekend sessions The provider will develop, implement and evaluate a pre and post programme toolkit Please provide full outputs, costings and a detailed description of your project in the application form Total project value = 27,000 5
