Prevent, Promote, Provoke: Voices from the Sbstance Abse Field PREPARED BY DAVID S. ANDERSON, PH.D. PROFESSOR OF EDUCATION AND HUMAN DEVELOPMENT DIRECTOR, CENTER FOR THE ADVANCEMENT OF PUBLIC HEALTH GEORGE MASON UNIVERSITY FAIRFAX, VIRGINIA CAPH.GMU.EDU

Workshop Objectives To nderstand the long-range context of camps efforts addressing drg abse, alcohol abse, tobacco se, and violence To gain insights from camps leadership abot challenges, opportnities, and isses srronding sbstance abse prevention, strategies, and needs. To identify specific strategies that can be sed by a high level or mid level stdent affairs professional what s/he shold know, say or do to best address sbstance abse.

Qestions for the end of the session What do YOU hear as the major themes? What do we do with these insights? Specifically? What new qeries or qestions shold be asked, or what isses shold be addressed? Other reflections?

Research Backgrond The Fondations why? Criteria for Selection Long-term engagement in sbstance abse work Prevention, treatment, spport services National, state, regional, local levels College, commnity, agency Profit/non-profit Invitations Logistics taping and transcribing Progress Ftre Plans

Global Findings Collaborate rise above politics Open the planning process to different ideas Engage others listen to constitencies Blend research and practice Have a reslts orientation not focsed on effort Have data driven decisions

Global Findings Contine to learn the field evolves Speak p, speak ot Advocate, se yor inflence Be translational so others nderstand Be practical give good reasons The health and safety approach holds promise

Backgrond Please describe yor efforts as a professional working to address drg & alcohol abse, & related isses. What got yo started? Why?

Backgrond: Themes Many came into the field by chance I was in the right place at the right time I kind of stmbled into prevention Like a lot of yong people getting started it was sort of by accident

Most of the things that I ever accomplished in life happened becase I had a problem and had to find a soltion for it.

We were on a mission like we were in the Peace Corps. Help each other when possible. Felt like we were the only ones who cared abot these things.

I learned that one of the biggest obstacles to stdent sccess were the choices they were making abot alcohol. So if I was going to help them be sccessfl, I needed to help them learn how to more safely se alcohol.

I think helping or stdents make healthy choices mentally, physically, emotionally, socially and spiritally. If we can do that, to me that s a do-do program, and we wold not have to do so many of the don t-do programs becase it wold be giving them skills so that they can scceed in life.

I thoght that law enforcement was the answer. Then I thoght edcation was the answer. Then I worked on both of those two hge policy projects and I thoght policy was the answer. Then I worked on parent stff and I thoght parents were the answer and yo know what? It s all of them with a lot of lck.

We had to create these systems to provide spport to each other. If we only had to toch base once a year. Now it shold be mch easier to collaborate Capital C for collaboration.

We really try to stay ctting edge bt we also try to be as creative as we possibly can.

Accomplishments What are yor key accomplishments? What contribted to their sccess? What do yo expect yor legacy will be?

Accomplishments Drg/alcohol section in ASA Camps seeing this as a health/safety isse and not a moral isse Principles of effectiveness articlated in reglations Getting grain alcohol removed from store shelves Bridging gap between research and everyday practice Developing systems arond the world Engage State Agencies Reslts-oriented programming Langage of prevention common terms Starting a collegiate recovery center Set p a national drg hotline Getting gifts from people

Accomplishments Honor the perspectives of alcohol servers themselves How to bring together different entities that don t play nice together Started drg edcation and stdent assistance programming Changes in city ordinances Mandatory server training Helped lanch the social norms movement Positive commnity norms framework Open p program development to be as transparent as possible Smoke-free bars and restarants Smoke-free camps

Accomplishments: Themes Learning Providing direction Good mentors Started Lanched Honor perspectives Conceptalize Promoting Pshing Failre helped me Developing Crios Helping Standing grond Evalating Instigating Persistence Getting engaged Hard work Motivation Perseverance Collaboration Commitment

I m personally crios.

I met people open to think otside the box.

A lot of hard work and being very prodctive.

Resilience and persistence perseveration.

Never, ever, ever qitting. Persistence; Never giving p, keeping yor eye on the ball and knowing that yo ve got to keep trying. If yo try one thing and it doesn t work yo jst backp, recalibrate, and then try another way.

To stand my grond & basically say even thogh a program is poplar, if it doesn t work we need to either change it or get rid of it.

That it s been important to really learn from past experiences.

Focs on the bottom line, not jst doing program that make the world a better place, bt actally measring them.

Yo need to be able to test hypotheses bt to follow yor passion and that will pt yo in some conflict with the establishment.

We have a whack a mole approach and we call it prevention bt really it s jst reactive movements for the isse d jor.

The openness of the administration. From the top down they are progressive, thoghtfl and willing to entertain a new program.

Having an open process being tre to the data and the sbstance we see ot there.

Empowering peers and empowering stdents to get involved in these isses.

Getting the pblic eye on this isse and realize it is preventable.

Societal Gidance What has changed over the years & how addressed? What recommendations do yo have? What can be done to improve the qality of life?

Societal Gidance: Themes Have a health and safety focs Listen to the data Speak ot and speak p

Treat it as a health and safety isse. Integrate behavioral health & medical health, mltifaceted approaches, spport health & wellness.

Contine move away from the war on drgs.

Drg se has certainly changed a lot with the different epidemics of what s poplar.

There still seems to be a focs on what is politically expedient.

The best information that isn t commnicated in a qick, attractive, accessible manner; there is good information that will never get sed.

I think maybe as we move ot of silos agency-wide and as we begin to work together we still aren t looking at the entire impact of alcohol and other drg se.

Needs to walk hand-in-hand with the peer movement, with empowering stdents.

There is almost a civil rights associated with drg se, it s yor body, yor brain yo can do what yo want and if yo develop a problem yo need to have insrance to get treatment.

Yo have to look at yor own cltre on camps and decide that there are people on camps who are conterprodctive to the kind of life that yo want to lead.

Yor voice matters, and so does yor silence. And yo need to speak p. Yo carry a disproportionate weight in shaping perception and pblic conversation and it is critical that yo speak p. Yo need to speak p for what it is yo are for, not jst what it is yo are against.

My advice is that they need to stand p and be conted.

With impaired driving, in a lot of ways we are victims of or own sccess, becase there were some great programs, some good progress. Unfortnately the media doesn t spend a lot of time on the isse today and as a reslt in we have jst lost a lot of momentm.. whether it s fnding or whether it s jst getting people to nderstand these are important isses.

Look at what is the role and the nderstanding of cltre with these different social ills inclding sbstance se.

Make the isse a front brner isse.

Sbstances & Yoth How do yo view drgs & alcohol in terms of problems? What advice wold yo give to an 18 and 21-year-old?

Sbstances & Yoth: Themes Alcohol seen as most problematic it s legal to by for those over 21, bt people se it in high risk drinking, binge drinking, yo have to deal with fetal alcohol syndrome, drnk driving, violence on campses, sexal assalts, etc. etc. Science! Brain development. Prescription drg abse. Experience life, find more fn interests, make good choices, get a lot of training, figre ot how yo will let sbstances alter yor life.

I see alcohol as being mch more problematic in terms of acte se & its effect on violent behavior.

We have a scientific basis for nderstanding impairment cased by alcohol, bt we really do not have a scientific basis for nderstanding the impairment cased by drgs at this point.

I don t see a whole lot of discssion on prescription drgs otside of law enforcement and otside of people who are involved in it.

The problems are very different and probably eqally as serios.

If I was going to be tre to my science I wold say wait a second in terms of incidence and prevalence data most drgs are not that high.

We need a call to action on nderage drinking based pon the science & the evoltion of knowledge of jst how impactfl alcohol is on the developing hman brain.

I think marijana is sort of the 800 pond gorilla on the table, we have to have some discssions abot, are yo going to sck energy ot of everything and spend a whole lot of money dealing with that or are yo going to write it off?

Don t have so mch selfdobt. Take a deep breath & trst yorself. Look for mentors.

Make sre when yo drink yo are protected.

Life is criosly interesting and if yo need chemicals to make it okay. what s the qestion yo re asking if that s the answer?

Set some examples as a role model.

To help them nderstand the qality of life and how it s impacted by the choices they make.

Help them nderstand the decisions that they are making right now really do impact the rest of their lives.

Redce stress/stressors stdents are self-medicating becase they don t know how to deal with stress.

Examine & create personal gidelines, ask qestions abot whether, when & how mch.

Reflections What observation shold professionals know abot? Throgh yor career, what most srprised yo? What did yo believe earlier that yo no longer believe? What regrets do yo have? What wold yo do over?

Reflections: Themes The job is never done Importance of relationships More writing More research Realize that science is always changing

the power of peer inflence and the fact that we need to empower stdents with nderstanding abot the forces that might contribte to behaviors.

Creating as many aha moments as we possibly can.

Be open to change, be willing to change yor mind.we contine to gather information to spport the views that we already hold.

The crrent Western framework of science to action was incomplete. It s not that it s wrong bt that it s incomplete, and it s also incredibly pervasive.

If we were allowed to research for effectiveness I think there are fantastic ideas ot there, a lot of sort of growth from a little piece of knowledge.

People sometimes don t seem to be willing to pay attention to evalation findings in emerging data, emerging evidence.

People spport what they create. If they are not part of it they will not do it and they will not like it.

Kids do best what they do most.

If something isn t happening, it s very hard to prove that yo are the reason it isn t.

Story trmps data. It s that the story carries the power & the story is imbed with emotion, vales, perceptions & assmptions.

Ready, aim, fire. An awfl lot of people are ready, aim, aim, aim, aim, aim & they don t fire becase they are waiting ntil they have everything absoltely perfect.

I wold pick all of the same fights..... I wold be more assertive.

I gess I really believed that if yo treat people really well & yo motivate them that they ll eventally come arond. And I gess I have realized that there are some people that yo jst can t change.

College presidents were not willing to stand p & take a strong position with regard to an isse that I think they have a tremendos amont of inflence, potential inflence that they were nwilling to exert.

What I was never able to do was to define in simple terms for edcators what effectiveness is.

Earlier Beliefs No genetic basis for addiction Information is all that was needed; then vales clarification The gateway theory Idealistic Policy enforcement was the cornerstone I cold make a hge difference There is an answer Edcation can have a positive impact on behavior, as primary strategy

Regrets Balance time better Be more assertive More focs on research Bying into rigid models Not pressring fnders to do more Get into it earlier Do more writing on my own Not embracing technology Fnding taking priority over writing what we learned Have been more responsible than doing the best I can with what I had

Looking Forward What progress do yo think we are making? What is yor overall sense of optimism or hope? Why?

Looking Forward: Themes Can t qit, always more to be done We ve made progress Optimistic, hopefl

We need to be happier with or baby steps of progress.

Yo ve got to talk abot that research.

We can t qit.

We are heading in the right direction on or thinking.

I have some real concerns with the naïveté of the pblic discorse in decisions.

Yo have to be open to being creative.

I am totally optimistic, nconditionally optimistic.

It s not a priority now.

The stdents are smarter than we were. And so the combination of pblic edcation, improved access to niversities, and diversity itself will help s move forward.

And I think we need to take care of orselves, it is pretty easy to get overwhelmed in this work and to think yo are the only one who can do it so yo ve got to take care of yorself.

ACTION STEPS FOR CAMPUS LEADERS

Action Steps for College Leaders: What Leaders Shold Know Acknowledge the depth and breadth of the problems associated with drgs and alcohol Believe that most drg and alcohol problems are preventable Accept that colleges and niversities have a niqe leadership role in addressing these problems. Recognize the most professionals learn on the job. Know abot the stdents who are coming to camps.

Action Steps for College Leaders: What Leaders Shold Say Talk abot the isse. Listen to the professionals who are dealing with drg and alcohol isses and learn from their clinical experience. Insist that a variety of people be involved with this isse. Applad good work.

Action Steps for College Leaders: What Leaders Shold Do Ensre that the camps dedicates attention to this isse throgh the se of a designated coordinator, task force, or commission and that it assesses the effectiveness of its efforts on a reglar basis. Make sre that the aims of the camps-based efforts are reasonable, appropriate and achievable. Invest in a range of long-range sbstance abse services. Encorage the development of innovative strategies, and then assess them. Ensre that sfficient resorces are available. Demonstrate bold leadership by being engaged and caring.

Qestions What do YOU hear as the major themes? What do we do with these insights? Specifically? What new qeries or qestions shold be asked, or what isses shold be addressed? Other reflections?

Workshop Objectives To nderstand the long-range context of camps efforts addressing drg abse, alcohol abse, tobacco se, and violence To gain insights from camps leadership abot challenges, opportnities, and isses srronding sbstance abse prevention, strategies, and needs. To identify specific strategies that can be sed by a high level or mid level stdent affairs professional what s/he shold know, say or do to best address sbstance abse.
