Approval of Agenda Moved by Ernie Grach that the agenda of Monday, September 12, 2016 be approved. MOTION CARRIED. 2. Approval of Minutes Moved by Marian Wolitski, that the minutes of Monday, May 16, 2016 be approved with the correction of the spelling of Brian Rosche s name on page 5. MOTION CARRIED. 3. Presentations and Old Business 3.1. Pee-Kis-Kwe-Tan Let s Talk Society Update Marie Lavoie, Director and Bertha Alook, Counselor Marie Lavoie and Bertha Alook provided the council with an update on the society. The society was formed in 1984 in response to an increase in mental health concerns in the area. Most of staff are from the community and understand and speak the cree language. The society has a total of 158 addictions clients; 152 are indigenous. There are 80 males and 78 females. There are 343 clients in the mental health program.

Addiction and Mental Health Update Debi Morris, Manager, Addiction and Mental Health There has been an increase in the need for addictions and mental health services due to the economic downturn. Wabasca Desmarais continues to a high number of youth attempting suicide and making high-risk decisions. Feedback and Questions Ernie Grach asked if the main cause of suicides in the area is from addictions or if there are other social pressures contributing. Bertha answered that it is mainly addiction, but there are issues at home. There has been a surge of drug addiction and drug dealers in the area. Economic instability plays a major role as three quarters of the people in the community were employed by the oil and gas industry. Marie Lavoie shared that Wabasca needs a facility such as block housing with controlled access for people to transition after they return from treatment. Ken Matthews asked if there was a business plan in place for such a facility. Marie Lavoie answered that there was. Ken Matthews asked how the school attendance is. Marie Lavoie answered that many of the older children are dropping out or not attending and says that there needs to be more home visits. The concern is that parents are not waking up early enough to take their children. Debi Morris was unable to attend due to a family emergency. Society to write a business plan and have it ready for the next council meeting. Marian or Ernie will bring it with them. Naomi Shopland to reschedule the Addiction and Mental Health Update for the next council meeting. 4. Presentations and Old Business 4.1. Business Arising from the Minutes of Monday, Sept 16, 2016 Council members are asked to provide further feedback on the four quadrants to Brandy Giesbrecht by June 16 th. Complete. 2 P a g e

3 Addiction and Mental Health to send an update report to the council for the September council meeting. Complete. Cindy Harmata to provide EMS Capital Projects updates for next meeting. Complete. Susan Smith to follow up on concern in High Prairie wellness clinic and report her findings at the next council meeting. Complete. Naomi Shopland to electronically circulate letter from the Diabetes Management Advocacy Group High Prairie to council members. Complete. 5. New Business 5.1. Correspondence The Diabetes Management Advocacy Group High Prairie sent a letter to Council asking for support in advocating for dialysis services in High Level. Ken Matthews commented that he thinks the council should put their support behind having dialysis in the High Prairie Healthcare Centre. Ernie Grach made a motion to send a letter of support to the group. MOTION CARRIED. The council received a letter from a Wabasca community member who is concerned about the lack of mental health counselors and psychologists working in the area schools. Ernie made a motion to work with Naomi Shopland to write a letter highlighting the need for school psychologists. MOTION CARRIED. Naomi Shopland to write a letter of support on behalf of the council. Naomi Shopland to research history and send information to Ernie Grach and Marian Wolitski to draft a letter regarding the need for more school counselors in Wabasca North Zone Update, Stacy Greening Senior Operating Officer, Performance and Planning (North Zone) Stacy Greening provided the council with an update on the North Zone. Some of the highlights are: Workforce News: Shelly Pusch is retiring from her role as Chief Zone Officer. Gregory Cummings will be assuming the role. Kate Butler has retired from her position as Senior Operating Officer. Stacy Greening has taken on this role. 3 P a g e

4 Capital Projects: Work on the new High Prairie facility is proceeding at a fast pace. The Diagnostic Imaging and Lab renovations in Slave Lake are underway. The renovations in Diagnostic Imaging have begun in Wabasca The EMS Garage/Residence renovations in Wabaca have commenced. Major Events and Initiatives: High Prairie Community Partnership Team has been meeting on a monthly basis to assess current population health needs and create opportunities to support the needs of the population. The Slave Lake Healthcare Centre participated in the Aboriginal Careers the Next Generation Program and provided internship, training and mentoring. The most recent hand hygiene audit results were 100% for Acute Care, ED and Laboratory in Wabasca. Population, Public and Indigenous Health / Addiction and Mental Health continues to collaborate with Bigstone Health Commission. Addiction and Mental Health Assertive Outreach Staff are currently working in partnership with the Better Choices Better Health program to offer exercise programming for high risk individuals. Addiction and Mental Health / Population, Public and Indigenous staff from across the zone had been deployed to provide assistance at evacuation centres in the North Zone during evacuation of Fort McMurray and area due to wildfires. Feedback and Questions: Ernie asked what was going to happen with the four long term beds in High Prairie once the new facility is opened. Stacy Greening to send Naomi Shopland an update on the long term care beds. 4 P a g e

5 Ken Matthews asked if Naloxone kits are only provided in Slave Lake. Kits are always in the emergency departments. Stacy Greening answered that each emergency department and EMS teams are equipped with Naloxone kits. AHS also has a list of suppliers on the external AHS website. Naomi Shopland to send link to the naloxone webpage to council members Physician Resources Update Susan Smith, Physician Resource Planner Susan Smith provided the following update: There are currently 25 physicians in the Lesser Slave Lake HAC region: 5 in Wabasca 7 in High Prairie 7 in Slave Lake including the one coming in. 4 physicians in McClennan. 2 physicians practice part time in Kinuso Questions and Feedback: Brian Rosche asked if Brexit has impacted the availability of physicians. Susan Smith responded that psychiatry has actually increased. Bigstone Cree Nation Health Commission does not currently have a physician, so their clinic is closed. Susan Smith expressed appreciation for the work of the communities in organizing the Skills Days. She was very impressed. Brian Rosche asked how long does it take for South Africa physicians to commence work in Canada. Susan Smith and Dr. Unger replied that it depends if they are applying for permanent residency or just a work permit. Typically it takes four to six months. Physician Resource Planners coach physicians to make sure they have the sufficient paperwork. It was reported at the last meeting that 50% of physicians are Canadian. Dr. Unger clarified that the 50% of 5 P a g e

6 Canadian phyisicians in all of the North Zone not just the Lesser Slave Lake council region Recruitment Update A province-wide recruitment campaign this spring/summer resulted in significant interest in the Health Advisory Councils, the Provincial Advisory Councils for Cancer and Addictions & Mental Health and the Wisdom Council. The names of the recommended candidates have been sent to the AHS Board for approval and appointment Report from the Chair Ken Matthews, Chair, Lesser Slave Lake HAC 5.6. Advisory Council Officer Update Naomi Shopland, Advisory Council Officer The Council of Chairs met by Telehealth Thursday, Sept 1 to discuss issues such as recruitment, Terms of Reference for the Community Engagement sub-committee of the Board, and the Fall Forum. Naomi Shopland provided the following report: Alberta Health Services staff performed an exemplary job during the evacuation and recovery in Fort McMurray. Staff from all levels of the organization and from across the province stepped up to help in many different ways. Elections for the Chair and Vice Chair of each Health Advisory Council shall occur at the November meetings to allow for the participation of all new members. Orientation materials are being reviewed and updated and will be distributed to new and current members. The Community Engagement Committee of the Board had their Terms of Reference approved at the July 29 Board meeting. Within the terms, there is clarification that advisory councils report to the CE committee at a governance level, and to specific groups at an operational level. The 12 HACs had 77 members with terms expiring on June 30, Of those, 48 members are recommended 6 P a g e

7 for renewal. The 12 HACs had 108 vacant positions across the province. The recruitment campaign resulted in 236 applications across Alberta and 65 new member recommendations 5.7. Council Round Table Brian Rosche reported that his wife has gone through stem cell therapy in Utah. He is wonders why it isn t utilized more in Alberta. Connie McKee reported that the High Prairie Community Wellness Clinic Committee is looking for Metis representation. 6.
