2 In order to ensure the successful development of a long-term, well-supported, sustainable plan, CAMPO set several goals which guided the public involvement process throughout the development of the CAMPO 2040 Regional Transportation Plan. These goals included providing multiple and easily accessible opportunities for the public to become involved while also collecting meaningful input from them and explaining how this input was used to shape and direct the 2040 Plan. The figure above shows the results of some of the tools CAMPO used to engage the public throughout the region. This report illustrates all of these activities and opportunities and the input received from the public throughout the development of the 2040 Plan.

5 Public Involvement Goals CAMPO began developing the CAMPO 2040 Regional Transportation Plan in spring One of the first tasks was to develop the following goals to guide the public involvement process and to ensure the successful development of a long-term, well-supported, sustainable plan. Create public awareness of the 2040 Plan and convey the importance of being involved in the planning process Conduct inclusive outreach by achieving good geographic coverage of the study area and receiving input from a diverse representation of the region Reach new people not previously involved with CAMPO Make extra effort to specifically reach Environmental Justice (EJ) populations, both lowincome and minority Maintain an open and transparent process that is educational to further public understanding of the purpose, timeframe, and progress of this planning effort Provide multiple and easily accessible opportunities for the public to get involved Collect and document meaningful input from the public and share with them how their input was used to shape and direct the 2040 Plan Build understanding and support for the final 2040 Plan A general schedule shows how CAMPO collected input during different stages of the planning process. 1

6 Regional Mobility Summit May 2013 The planning process kicked off with a regional mobility summit for community and transportation leaders where over 150 attendees shared their input on transportation issues and needs. 7 Survey Round 1 General Needs Assessment June to August 2013 CAMPO conducted an online survey in both English and Spanish languages on the goals and vision for the 2040 Plan, as well as general transportation needs. Approximately 1,900 responses were received, 8 of those in Spanish. By the Numbers 1,900 Survey Responses were collected. 39% of respondents reported the survey was the first time to be involved with CAMPO. Top 3 Challenges 1. Congestion 2. Lack of funding 3. Increase traffic management (signal timing, accident removal) 2040 PlanGoals Most Common Self Reported Goals collected from survey 2035 Plan Vision Develop a comprehensive multimodal regional transportation system that safely and efficiently addresses mobility needs over time, is economically and environmentally sustainable, and supports regional quality of life. 81% of respondents rated the 2035 Plan vision statement a 4 or 5 (with 5 being most appropriate) as appropriate for the 2040 Plan. 3

9 Mobile Meetings Round 1 General Needs, Vision, & Goals October 2013 to April 2014 CAMPO reached out to several community organizations and groups to host Mobile Meetings, where a staff member would give a presentation and collect input on the 2040 Plan. The purpose for the first round of Mobile Meetings was to give an overview on the 2040 Plan, share visions and goals, and collect By the Numbers 23 Meetings Conducted Reached 700+ People input on general needs. A presentation was made and then a mapping exercise was conducted where attendees shared their top 3 concerns for highways, local transportation, public transportation, and bicycle/pedestrian facilities. 15 Public Meetings Round 1 Scenario Development March to April 2014 Overview CAMPO held the first round of public meetings during the Scenario Development phase to share information on the 2040 Plan and collect input on priorities and specific projects via a budget exercise. In order to make the public meetings accessible to the entire region, 6 total meetings were held (1 By the Numbers 6 Public Meetings Held 130+ Total Attendees in each county). The same information was shared at each meeting and outreach was conducted for each meeting. In an effort to make these meetings most convenient for stakeholders, the 2040 Plan public meetings were held in conjunction with the 2035 Plan Amendments and the Transportation Improvement Plan public meetings. Public Meeting Announcement CAMPO used several outreach methods to announce and promote the public meetings in each county. 1. Direct Mail: CAMPO mailed postcards to a database of 4,740 addresses. 2. Media Advertisements: Advertisements ran in 16 local publications including 1 Spanish publication. 3. Media Outreach: Several stories were published, and 4 news channels covered the meetings. 4. Notifications: CAMPO sent notifications to 4,251 addresses on March 4, 2014 and to 5,723 addresses on March 18, Additional Outreach: CAMPO coordinated with more than 75 community organizations and government agencies to distribute meeting information. 6. CAMPO Website: The website listed meeting information on the home page and calendar page. 7. Social Media: Public meeting posts reached more than 112,000 people through Facebook posts. More than 30 third-party organizations and government agencies posted messages with a combined stakeholder reach of more than 750, Environmental Justice Outreach: CAMPO conducted a targeted campaign including Spanish advertisements, media coverage, an interview with Univision, and outreach to organizations that serve EJ populations to encourage participation. 16 Budget Exercise The budget exercise gave participants the opportunity to play the role of a transportation planner and decide how CAMPO should spend regional dollars. Rules of the exercise stipulated that certain amounts of money should be spent on roadways, transit, and transportation alternatives and a separate amount of flex money could be spent where preferred. The most commonly funded projects and general comments received are listed below. 12

20 Survey Round 2 Scenario Development June to July 2014 CAMPO conducted an online survey to identify regional project priorities for consideration in developing the 2040 Plan. Approximately, 1,400 responses where were received. By the Numbers 1,400 responses collected; 68% of respondents reported the survey was the first time to be involved with CAMPO. 16

23 Technical Advisory Committee Budget Exercise June to July 2014 On July 23, 2014 CAMPO staff conducted a budget exercise with the Technical Advisory Committee. Twenty-one of representatives participated. Staff shared public input received to date and background information similar to the public meeting. 19

24 Mobile Meetings Round 2 Draft Plan February to April 2015 CAMPO reached out to several community organizations and groups to host Mobile Meetings, where a staff member would give a presentation on the draft 2040 Plan and share opportunities for public involvement where these groups were already meeting. Several organizations invited CAMPO back out during the second round of Mobile Meetings to follow up after having hosted a presentation during the first round. By the Numbers 13 Meetings Conducted Reached 410+ People 22 Comments Received The purpose of the second round of Mobile Meetings was to give an overview of CAMPO and long-range planning, give an overview of the 2040 Plan including vision and goals, highlights, projects and other strategies, and to promote public meetings and opportunities to get involved and share feedback on the plan. At each meeting, a presentation was made followed by a question and answer session. Attendees were able to share feedback by completing a comment card or ing comments to CAMPO staff. Community Events CAMPO staff also attended public meetings held by other agencies to distribute project information and promote involvement in the 2040 planning process. Some common themes in the comments received include: Need for improvements on RM 620 Comments on alternative transportation modes (trains, carpool lanes, moving companies to suburbs) Comments on support of IH 35 improvements Comments of support for the plan Support for SW 45 being completed Questions on funding Various other comments including water availability and planning suggestions Verbatim comments are included in the Appendix. 20

25 Public Meetings Round 2 Draft Plan March 10 to April 1, 2015 Overview CAMPO held a second round of public meetings once the Draft Plan was available for review. In order to make the public meetings accessible to the entire region, 12 total meetings were held (2 in each county). These meetings were an open house format and attendees had an opportunity to view background information on CAMPO and the Draft Plan as well as maps of projects included in the plan for the specific county where the meeting was held. Then attendees could review printed copies of the Draft Plan and share their feedback via comment cards or a survey. In an effort to make these meetings most convenient for stakeholders, the 2040 Plan public meetings were held in conjunction with the 2035 Plan Amendments and the Transportation Improvement Plan public meetings. Virtual Open House An online open house was posted to the CAMPO website beginning March 9, The purpose of the virtual open house was to allow those interested the ability to see the same information that was presented at the public meeting online. All meeting materials were posted including: all boards, the Draft Plan, and a link to the online survey. Public Meeting Announcement CAMPO used several outreach methods to announce and promote the public meetings, the virtual open house, and the survey in each County. 1. Direct Mail: CAMPO mailed postcards to a database of 2,285 addresses. 2. Media Advertisements: Advertisements ran in 20 local publications, including 3 Spanish publications. 3. Media Outreach: Delivered media release to 240 media Luling Public Meeting contacts and several stories were published. 4. Notifications: Sent to database on a. March 25, 2015, notification sent to 5,786 people b. March 16, 2015, notification sent to 5,805 people c. March 4, 2015, notification sent to 5,833 people 5. Additional Outreach: CAMPO coordinated with more than 60 community organizations and government agencies to distribute opportunities for the public to get involved. 6. CAMPO Website: The website listed meeting information on the home page, 2040 Plan page, and calendar page. 7. Social Media: CAMPO made 22 posts on its Facebook page concerning the public meetings, the virtual open house and online survey. These posts received a total of 17 shares and 20 likes, and reached a total of 1,856 people. CAMPO also tweeted 29 messages with a total of 7,526 views. Elgin Public Meeting 21

26 8. Environmental Justice Outreach: CAMPO conducted a targeted campaign including Spanish advertisements and outreach to organizations that serve EJ populations to encourage participation. The survey was translated into Spanish and distributed to community organizations as well. Additional Outreach Many transportation and government partners along with members of the Technical Advisory Committee helped disseminate information on how to get involved on the Draft 2040 Plan and share input. For example the Downtown Austin Alliance sent two to 3,300 recipients, and the City of Cedar Park displayed information on their website. Additional Input Received Comments were received on the Draft 2040 Plan outside of the Mobile and Public Meetings. A Public Hearing was held, where the Transportation Policy Board heard directly from members of the public. In addition, several groups interested in the Draft Plan sent comments in and a Community Forum was conducted by a group of elected officials where they collected additional input on the Plan. All of the comments received from these meetings and groups can be found in the Appendix. 27 Survey Round 3 Draft Plan March 2 to April 2, 2015 As part of the Draft Plan public outreach efforts, CAMPO conducted an online survey in both English and Spanish languages to gather input on: Travel demand management Transportation system management Action items identified in the plan Road projects Transit projects Bicycle projects Corridor studies A unified message on mobility By the Numbers 1,498 survey responses were collected; 63% of respondents reported the survey was the first time to be involved with CAMPO. Approximately 1,498 responses were received, 8 of those in Spanish. Below are highlights of responses, the full survey report can be found in the Appendix. 34 Additional Outreach CAMPO Website CAMPO launched a new website along with the kickoff of the 2040 Plan. The new website is more user friendly and provides information on all CAMPO projects and opportunities to participate. A 2040 Plan page was created to share relevant information and is updated regularly. The home page and all internal pages promote a link to the 2040 Plan page. In addition, public meeting details were listed on the home page and calendar page. Social Media The CAMPO Facebook and Twitter accounts were used to complement traditional public information and engagement methods (e.g. , newsletters, and print advertising), which enabled the agency to reach a broader and more diverse group of stakeholders. Social media was used throughout the development of the 2040 Plan and an aggressive campaign was conducted from February to April 2014 and again from March to April 2015 to promote public meetings and opportunities to participate. Both Facebook and Twitter were used to promote opportunities to participate and included photos, maps, county-specific information, and links to the 2040 Plan web page. The Twitter campaign helped to reach stakeholders directly and indirectly through third parties. The campaign was also an effective tool for reaching members of the media, some of whom retweeted the public information about the public meetings. At the beginning of the 2040 Plan planning process there were just over 4,200 addresses in the database and at the end of the process, there were over 5,800. MindMixer MindMixer is an online tool that was used as part of the 2040 Plan public outreach effort from October 2013 to May MindMixer provides communities with online engagement tools to solicit input and feedback online. CAMPO used the MindMixer tool to generate ideas for how to improve the transportation system through A total of 101 users submitted 69 ideas and answered questions such as How can we create a more connected community?
