7 MEMORANDUM OF UNDERSTANDING between THE LEWIS AND CLARK TRAIL HERITAGE FOUNDATION, INC. and BOY SCOUTS OF AMERICA
8 A. Purpose: This Memorandum of Understanding is to establish a general framework for cooperation between the Lewis and Clark Trail Heritage Foundation, Inc. (Foundation) and the Boy Scouts of America (BSA). Through this MOU, the Foundation and BSA will collaborate on projects and programs that interpret the stories of the Lewis and Clark Expedition and provide stewardship of the Lewis and Clark National Historic Trail.
9 B. Statement of Mutual Benefits and Interest: The Foundation incorporated in 1969 to preserve the stories of the Lewis and Clark Expedition and the route it traveled. Its mission is to provide national leadership in maintaining the integrity of the trail and its story through stewardship, scholarship, education, partnership and cultural inclusiveness. The vision of the BSA, as the nation's foremost youth program of character development and values-based leadership training, is that in the future, scouting will continue to offer young people responsible fun and adventure; instill in young people lifetime values and develop in them ethical character as expressed in the Scout Oath and Law; train young people in citizenship, service and leadership; and serve America's communities and families with its quality, values-based program.
10 C. The Foundation shall: 1. Encourage its chapters to work with local BSA councils to design joint projects that meet each organization s high standards for safety, education, and historical significance and accuracy. 2. Provide information to local BSA councils on National Historic Trails, particularly Lewis and Clark, and encourage an appreciation for the early development and rich heritage of our country. 3. Develop a close working relationship with local BSA councils to provide educational outreach to boys of all ages, along with their families. 4. Provide interpretive and educational speakers at BSA meetings. 5. Promote the primary purposes of Boy Scouting including developing outdoor skills and building leadership skills while completing projects on the Lewis and Clark National Historic Trail.
11 D. The BSA shall: 1. Encourage its councils to work with Foundation chapters to design joint projects that meet each organization s high standards for safety, education, and historical significance and accuracy. 2. Provide information on how chapters can help local BSA units reach achievement and recognition goals. 3. Support the Foundation by encouraging Eagle Scout and Venture Scout Crew projects along the trail, and using Foundation chapter resources for training, research and projects. 4. Share the stories of the Lewis and Clark Expedition through its Historic Trails Program. 5. Encourage participation in Foundation programs and projects on National Trails Day and National Public Lands Day.
12 E. It is mutually agreed and understood by all parties that: 1. The Foundation will provide a list of its chapter contacts to the BSA, who in turn will provide a list of all local BSA Councils. 2. The Foundation will assist with the BSA s mission of outdoor knowledge, exploration and conservation, and the BSA will work to ensure historical accuracy in all its activities related to the Lewis and Clark Expedition and the National Historic Trail.
