1 MINUTES OF THE MEETING OF IMA HQ DISASTER MANAGEMENT CELL HELD ON SATURDAY, 09 th JUNE 2007, 9 PM, AT VADODARA A first meeting of all the members of Disaster Management Cell IMA HQs was held on 09 th June 2007 at Vadodara. 2 AGENDA NO. 02 To Define the responsibilities 01. For Chairman & Converner The chairman will co-ordinate the activities of DMC at IMA HQ. He will manage the fund along with Hon. Finance Secretary. He will report the activities of the DMC to IMA CWC and CC. He will call on meeting of DMC regularly and remain in touch with other members. In case of disaster, he will set up and run disaster Cell round the clock under his supervision at National level. The Converner will help the Chairman and will co-ordinatior and execute the work. 02. Dr. Vijay Punjabi will look after the Regulations and standards for Disaster Management. 03. Dr. Ajoy Kumar Singh will look after the publicity and liason with press & Media. 04. Dr. K. Vijayakumar will look after the publication and awareness materials. 05. Dr. V. U. Seethi will look after the up coming events, conferences, training programme. 06. Dr. Upendra Kumar will look after the liason with NGOs and Disaster Management Cells of State and Local branches. 07. Dr. Manvendra Goswami will look after the Development and upgradation of Emergency planning and Emergency response for Disaster. The concern members are requested to form their subcommittee with 3-4 members of their choice in consultation with chairman / converner. They will report periodically to chairman & convener. AGENDA NO. 03 To review the Progress of DMC Dr. Chetan N. Patel brief the members regarding the Disaster Management Cell. Last Year on request of Dr. Dharma Prakash, Hon. Joint Secretary IMA HQ only 26 local branches have formed DMC at their branch level. Dr. Chetan N. Patel informed the members that he had contacted office bearers of many branches and found out that many branches are doing such activities. Our aim is to bring the uniformity at each level and proper reporting. After the 197 th cwc meeting Gujarat & Maharashtra State has formed Disaster Management Cells. Dr. Chetan N. Patel brief the members regarding the National Workshop on Disaster Management cell organized by IMA HQ & IMA GSB hosted by IMA Vadodara. A Logo of IMA DMC has been prepared. AGENDA NO. 04 Anything else with permission of chair. (a) (b) Dr. Dharam Prakash has suggested to print letterhead of IMA HQ Disaster Management Cell. Dr. Ajay Kumar, National President suggested to organize more such workshops along with actual drill.

A meeting of the members of Disaster Management Cell IMA HQs was held on 12 th April 2008 at Puri. Dr. M. Abbas, National President, was in the Chair. Following members were present. Drs. M. Abbas,, S. N. Misra, Chetan N. Patel, Ajay Kumar, Vijay Panjabi, K. Vijaya Kumar, Dharam Prakash, Manvendra Goswami & V. U. Seethi. Invitees present : Drs.. Ashok Adhao, Vinod C. Shah D. R. Rai & Jagdish Sobti. Dr. Chetan Patel welcomed the members to the Disaster Management Committee meeting. Meeting was called to order. AGENDA : 01 Minutes of the meeting held on were read & passed. AGENDA : 02 Dr. Chetan N. Patel informed the members regarding the progress of Disaster Management Cell. He gave a brief report on the Public Awareness Programme organized by IMA HQ Disaster Management Cell at Industrial Town of Gujarat Dahej. The programme was inaugurated by District Collector- Bharuch and was well attended by the officers, Managers and Medical Officers working in the various industries situated near by Dahej. Dr. Chetan N. Patel informed the members about the formation of Disaster Management Cell at State level & Local Branch level. Upto 31 st March 2008, 8 State Branches 28 Local Branches have formed Disaster Management Cell. He informed the members that few local branches have done activities regarding relief work during disaster.

4 Dr. Chetan N. Patel informed the members about organization of 2 nd National Workshop either at Vadodara or Surat, in the month of June/July. The members of Disaster Management Cell of IMA HQ, State and Local branches will be invited for the workshop. The local organizing host branch will take the responsibility of local hospitality including stay of the delegates. It is difficult to give Traveling Allowance to the delegates. The problem was discussed at length. It has been decided to write a letter to National President and Hon. Secretary General to sanctioned traveling expense as per IMA HQ rules for the members of IMA HQ Disaster Management Cell. For the rest of delegates a lumsum amount may be released by IMA HQ to IMA HQ Disaster Management Cell. Dr. Jagdish Sobti suggested to explore the possibility of grants from National Disaster Management Authority. All the members agreed to organize the workshop & decided in case of financial restriction traveling allowance may not be given to the attending delegates. AGENDA : 03 Dr. V. U. Seethi informed the members about the progress in Kerala State. He informed that Kerala State has formed the Disaster Management Cell & President of Kerala State will communicate regarding this. Dr. Manvendra Goswami said that he is unable to do but now onwards he will try his best to form state level Disaster Management Cell in the North-east States. AGENDA : 04 Any other item. a) Dr. Jagdish Sobti suggested to include the topic of infant feeding during Disaster in the manual of Disaster Managemt publish by IMA HQ Disaster Management Cell. He gave complements to IMA HQ & especially to Dr. Chetan N. Patel for the work.

5 b) Dr. Chetan N. Patel requested to start IMA President Disaster Relief Fund. Dr. S. N. Misra, Hon. Secretary General & Dr. Dharam Prakash were in the opinion that we can voluntarily collect from the existing life members. For new members, it has to be passed from Finance Committee, so the members requested Dr. Chetan N. Patel to remain in touch with Hon. Secretary General IMA HQ so that whenever Finance Committee meet, the agenda can be well taken. Till then voluntary contribution can be started from the existing life members by Dr. Chetan N. Patel. The fund so collected should be transferred to IMA HQ & has to be put in separate Fix Deposit by Hon. Secretary General. c) Dr. Chetan N. Patel requested the Honorable members to form state & local branches of Disaster Management Cell in the states allocated to them if not formed. The meeting ended with thanks to the chair and a positive remark from Dr. D. R. Rai, Hon. Joint Secretary, IMA HQ so far we have progress well and we will progress much more in coming days.

A meeting of the members of Disaster Management Cell IMA HQs was held on 28 th December 2008 at Indore. Dr. M. Abbas, National President, was in the Chair. Following members were present. Drs. M. Abbas,, S. N. Misra, Ashok Adhao,Chetan N. Patel, Ajay Kumar, Dharam Prakash, Vijay Panjabi, K. Vijaya Kumar, & V. U. Seethi. Invitees present : Drs. D. R. Rai, Bharat Trivedi, Suresh Amin, Manayk J. Bhatt & A. Selvelrajan. Dr. Chetan Patel welcomed the members to the Disaster Management Committee meeting. Meeting was called to order. AGENDA : 01 Minutes of the meeting held on were read & passed. AGENDA : 02 Dr. Chetan N. Patel informed the members regarding the progress of Disaster Management Cell. Dr. Chetan N. Patel informed the members about the formation of Disaster Management Cell at State level & Local Branch level. Upto 20 th December 2008, 11 State Branches & 28 local branches have formed the Disaster Management Cell. He informed the members that few local branches have done activities regarding relief work during Disaster. IMA Goa State Disaster Management Cell & IMA Virudhunagar District Disaster Management Cells are doing excellent work. All the members appreciate the work done by them.

7 Dr. Chetan N. Patel informed the members that IMA HQ has sanctioned Rs. 1,00,000/- for the Disaster Management Cell Activity. All the members thanked IMA standing Finances Committee & especially Dr. S. N. Misra, Dr. Dharam Prakash and Dr. D. R. Rai for their positive attitude & help in sanctioning the financial help. The help will be utilized in organization of 02 nd National Workshop either at Vadodara, Surat or Bhavngar in the month of June/July. The members of Disaster Management Cell of IMA HQ, State and Local branches will be invited for the workshop. The local organizing host branch will take the responsibility of local hospitality including stay of the delegates. Dr. Chetan N. Patel informed the members that certificates should be given to the attending IMA members. Dr. Dharam Prakash suggested that there should be some activity report of the Disaster Management Cell in each issue of IMA News. This will increase the awareness among the members. A letter should be written to all State President & Hon. Secretaries requesting them to form the Disaster Management Cell if not formed. All the State President & Hon. State Secretary should be sensitize during their meet at New Delhi. Chairman of IMA HQ Disaster Management Cell will brief them regarding the formation of the State Disaster Management Cell & progress of it. Dr. Chetan N. Patel informed the members that the 1 st Edition of IMA HQ DMC Manual is now almost exhausted. The manual was sent to all IMA HQ office bearers State Presidents & Hon. State Secretaries and all the State & Local branch Disaster Management Cell members. It has been unanimously decided to publish 2 nd edition of manual (1000 copies). Dr. K. Vijayakumar who has been allocated the responsibilities of publication and awareness material will help Dr. Chetan N. Patel for publishing the second edition of Manual including financial help.

8 AGENDA : 03 The honorable members gave their input regarding the allocated responsibilities. They will also help to form a Disaster Management Cell in the State where it has not been formed. AGENDA : 04 Dr. Chetan N. Patel requested the members to start Awareness and Certificate Programme for IMA Members regarding Disaster Management. He elaborate about the programme The awareness programme will be of 3 hours duration while certificate programme will be 6 to 9 hours duration. The attending members will be given certificates. The members unanimously agreed & decided to arrange such awareness programme. AGENDA : 05 Any other item. a) The meeting ended with thanks to the chair and blessings from Dr. S. N. Misra that the cell will progress further & will reach heights with the help of our new incoming Hon. Secretary General Dr. Dharam Prakash.

9 MINUTES OF THE MEETING OF IMA HQ DISASTER MANAGEMENT CELL HELD ON SUNDAY, 26 th April 2009, AT GOA. A meeting of the members of Disaster Management Cell IMA HQs was held on 26 th April 2009 at Goa. Dr. Ashok Adhao, National President, was in the Chair. Following members were present. Drs. Ashok Adhao, M. Abbas, S. N. Misra, Dharam Prakash, Chetan N. Patel, Ajay Kumar, K. Vijyakumar, V. U. Seethi, Manvendra Goswami, Dr. Ajoy Kumar Singh. Invitees present : Drs. D. R. Rai, A. Muruganathan, A. Selverajan, J. C. Sobti, Vallabh Dhaimodkar, Deep Bhandare, Jagdish Kakodkar. Dr. Chetan Patel welcomed the members to the Disaster Management Committee meeting. Meeting was called to order. AGENDA : 01 Minutes of the meeting held on were read & passed. Dr. Chetan N. Patel informed the members regarding the action taken. AGENDA : 02 Dr. Chetan N. Patel informed the members regarding the progress of Disaster Management Cell. Dr. Chetan N. Patel informed the members about the formation of Disaster Management Cell at State level & Local Branch level. Upto 10 th April 2009, 10 State Branches & 37 local branches have formed the Disaster Management Cell. He informed the members that few local branches have done activities regarding relief work during Disaster. IMA Goa State Disaster Management Cell & IMA Virudhunagar District Disaster Management Cells are doing excellent work. All the members appreciate the work done by them. As decided earlier, the 2 nd National Workshop will be organized either Vadodara or Surat in the month of June/July. The members of Disaster Management Cell of IMA HQ, State and Local branches will be invited for the workshop. The local organizing host branch will take the responsibility of local hospitality including stay of the delegates.

10 Each state branch of IMA will depute minimum one member who will attend the workshop. The State branch will give traveling assistance as per IMA HQ rules to the deputed member. The certificate will be given to the members who will attend the workshop. AGENDA : 03 The honorable members gave their input regarding the allocated responsibilities. They will also help to form a Disaster Management Cell in the State where it has not been formed. AGENDA : 04 Members unanimously resolved to open a separate ID for IMA HQ DMC. Dr. Chetan N. Patel requested to put the information & progress of IMA HQ Disaster Management Cell on IMA HQ webpage. Dr. Dharam Prakash, Hon. Secretary General agreed for that. AGENDA : 05 Dr. Chetan N. Patel suggested that there shall be uniform training for all IMA members. First there will be 3 hours, awareness porgramme. The member who had attended the awareness programme & interested in further training will be further trained by nine hours certification training course. The details regarding the course is as below. Patel informed the members regarding the progress of 02 nd edition of manual on Disaster Management by Indian Medical Association, New articles & other useful information will be added in the 2 nd edition. AGENDA : 07 Dr. Ashok Adhao took part in the discussion and suggested further line of action. He suggested that we should take this movement, to the society and should involve other NGOs also.

12 IMA GOA State Disaster Management Cell President & Secretary informed the members regarding M.O. U. signed by them & Rotary Club of Birminghan, U.K. for Saving Life Project. The members of Rotary club will come from UK & trained the medical & paramedical personnel s. The successful participants will be awarded certificate from the Royal College of surgeons, Edinburrowh. Dr. S. N. Misra suggested that first we should find out whether any financial commitment or course fee is there or not? Dr. Jagdish Sobti has suggested to start courses on various aspects of Disaster Management by IMA & we should not join with any university or similar organization. Dr. Chetan N. Patel reminded that we have already decided to start such courses in consultation with IMA AKN Sinha Institute. Dr. A. Selvarajan has suggested to organize the programme on this year s WHO DAY theme Save Peoples, Hospital Safety during emergencies. Dr. S. N. Misra suggested that Bihar State DMC should be formed as early as possible since there was difficulty in co-ordinating the help during the floods in some parts of Bihar. Dr. Muruganathan has suggested to prepare certain guidelines for better utilization. He informed that Red Cross has prepared such guidelines. Dr. V. U Seethi told the members that he had received the letter from President, Indian Orthopaedic Association. Members unanimously request Dr. V. U. Seethi to work as Co-ordinator on behalf of Indian Medical Association. He in consultation with Dr. Chetan N. Patel will help the President, Indian Orthopaedic Association to create awareness & training programmes for the members. The meeting ended with thanks to chair.

13 MINUTES OF THE MEETING OF IMA HQ DISASTER MANAGEMENT CELL HELD ON SATURDAY, 13 th OCTOBER 2007, 7 PM, AT BANGALORE A meeting of the members of Disaster Management Cell IMA HQs was held on 13 th October 2007 at Bangalore. Dr. Ajay Kumar, National President, was in the Chair. Following members were present. Drs. Ajay Kumar, Chetan N. Patel, Dharam Prakash, Ajay Kumar Singh, V. U. Seethi, K. Vijaya Kumar & Vijay Panjabi. Invitees present : Drs. M. Abbas, Ashok Adhao, Vinod C. Shah, Ashok Kanodia, K. M. Gandhi & Anil Pachnekar. Dr. Chetan Patel welcomed the members to the Disaster Management Committee meeting. Meeting was called to order. AGENDA : 01 Minutes of the meeting held on were read & passed. AGENDA : 02 Dr. Chetan N. Patel informed the members regarding the progress of Disaster Management Cell. He gave a brief report on the 01 st National Workshop on Disaster Management held at Vadodara. He informed the members about the formation of Disaster Management Cells at State level & Local Branch level. Each State & Local branch Disaster Management Cell have six members. Dr. Chetan Patel informed the members that very few states have formed the Disaster Management Cell. IMA Maharashtra State has Five members Disaster Management Cell, as informed by Dr. Chetan Patel. In view of the same, to keep the uniformity the name of Dr. Anil Pachnekar has been suggested by Dr. Vijay Panjabi as a member of IMA Maharashtra State Disaster Management Cell. Dr. Vijay Panjabi apprised the members about

14 several wards in Mumbai City and that in each ward IMA Maharastra State Disaster Management Cell has given the responsibility to one Doctor. In case of emergency he will be informed first. During the discussion the members decided to seek cooperation from other NGOs & Societies for better management & co-ordination in the event of any of Disaster. It has been also decided to form a guideline for better management. Dr. Chetan N. Patel stressed the importance of forming the Disaster Management Cell first. Dr. K. Vijaya Kumar narrated his experience and requested to prepare a list of private doctors who are willing to render their services during the disaster. Dr. Dharam Prakash suggested to have a liason with Govt. Agencies like National Disaster Management Authority & various State Disaster Management Authority. He suggested that we should pursue our efforts with them for the educational material as well as financial help for organizing awareness & educational workshops & seminars. He also suggested having a continuity of the members of the cell for minimum three years. Dr. Chetan N. Patel informed the members that IMA HQ DMC is a body of Permanent Standing Committee where 1/3 member will retire every year. They are eligible for reappointment. This will give the continuity of the project. This proposal has been passed at C.W.C. held at Bodh Gaya. Dr. Dharam Prakash gave the information regarding the various distance learning courses on Disaster Management. He requested to Dr. Chetan N. Patel to join such a course. He will try to reimburse the course fee from IMA HQ. It has been further unanimously resolved to have a three level Disaster Management Cell as in Indian Medical Association, viz HQ, State & Local branch level instead of District level Disaster Management Cell

15 AGENDA : 03 Members unanimously resolved to start the IMA President Disaster Relief Fund as it has been decided at the time of 01 st National Workshop on Disaster Management. After the discussion the details of IMA President Disaster Relief Fund has been formed as fellows - IMA President Disaster Relief Fund It was proposed & decided at National Workshop on Disaster Management held on 10 th June 2007 at Vadodara to start IMA President Disaster Relief Fund at IMA HQ. Its main objective is to help the society and IMA Members at the time of Disaster. Alongwith this, a help will be given to IMA Local Branches to organize awareness & educative programmes on Disaster Management for IMA Members & General population. IMA HQ will accept donations, grants, etc. from other NGOs, Government Agencies, etc for this fund. A Savings A/C will be opened at any nationalized / scheduled Bank in the name of IMA President Disaster Relief Fund. The Savings Account & the Fixed Deposits will be operated by any two of the four signatories, viz President, Hon. Secretary General, Chairman IMA HQ Disaster Management Cell & Convener IMA HQ Disaster Management Cell. A token Rs. 100/- per IMA member will be collected for this fund. For a new life member the contribution will be collected alongwith with the HFC. For the existing life members the Hony. Branch Secretary will send the amount as per the Number of life members on roll. A proper branch wise record with LM number of each IMA member, on whose behalf the contribution has been received, will be maintained. The contribution so received will be kept as Fix Deposit and will not be utilized for any other purpose except for Relief work during or after Disaster.

16 The interest will be utilized for relief purpose or for the awareness / educative seminars organized by the IMA HQ or Local IMA branches. AGENDA : 04 Dr. Chetan Patel informed the members regarding the progress of printing a book on Disaster Management as per the decision taken in CWC. The members unanimously agreed to give the title of the book as Manual on Disaster Management by IMA. Dr. Chetan Patel gave the rough idea of the contents of the book, like 1) Preamble 2) Objectives 3) Guidelines 4) Activities done by various branches with respect to Disaster Management 5) Disaster Management Cell members of IMA HQ, State & Local branches. Dr. K. Vijaya Kumar suggested to include the list of medicines & other important useful articles which are helpful in case of emergency / disaster. Dr. Chetan Patel suggested that this book should be updated every year or two. Dr. K. Vijaya Kumar has accepted to help Dr. Chetan Patel in publication of the manual. AGENDA : 05 The honorable members agreed to work as per the allocated responsibilities. They will also help from a Disaster Management Cell in any State where it has not been formed. AGENDA : 06 Meeting ended with thanks to the chair with a remark from Dr. Dharam Prakash Whatever we have discussed, we should achieve it & we will achieve it.

17 MINUTES OF THE MEETING OF IMA HQ DISASTER MANAGEMENT CELL HELD ON SATURDAY, 31 st OCTOBER 2009, AT NAGPUR A meeting of the members of Disaster Management Cell IMA HQs was held on 31 st October 2009 at Hotel Sun-N-Sand, Nagpur. Dr. Ashok Adhao, National President, was in the Chair. Following members were present. Drs. Ashok Adhao, M. Abbas, G. Samaram, Dharam Prakash, Chetan N. Patel, Ajay Kumar, K. Vijyakumar, V. U. Seethi, Ajoy Kumar Singh & Vijay Panjabi. Invitees present : Drs. S. N. Mishra, D. R. Rai, A. Selvarajan & M. S. Patwardhan. Dr. Chetan Patel welcomed the members to the Disaster Management Committee meeting. Meeting was called to order. AGENDA : 01 Minutes of the meeting held on were read & passed. Dr. Chetan N. Patel informed the members regarding the action taken. AGENDA : 02 Dr. Chetan N. Patel informed the members regarding the progress of Disaster Management Cell. Dr. Chean N. Patel informed the members about the formation of Disaster Management Cell at State level & Local branch levle. Upto 30 th September 13 State Branches & 46 Local Branches have formed the Disaster Management Cell. He informed the members that few state & local branches have done activities regarding relief work during Disaster. IMA Bengal State Branch done a commendable work during cyclone. Similarly, IMA Goa State & IMA Virudhunagar district branch have done a good work.

18 IMA HQ DMC & IMA Gujarat State Branch had organized a 2 nd National Workshop on Disaster management hosted by IMA Surat Branch. More than 13 States represented in the workshop and more than 500 doctors were sensitised regarding Disaster Management. Dr. Chetan N. Patel informed the members regarding the progress of 2 nd Edition of Manual on Disaster Management. Dr. Chetan Patel informed the members that IMA & Sphere India has joined hands to gather and prepared a questioner. The same has been distributed to CWC members and feed back is awaited. Dr. Chetan N. Patel informed the members that IMA HQ DMC has received an invitation from NIDM to attand the 2 nd India Congress on Disaster Management. A full length paper Role & Responsibilities of Indian Medical Association written by Dr. Chetan N. Patel has been accepted for publication. Dr. Savailal H. Dr. Vijay Panjabi will look after the regulations and standards for Disaster Management. 4. Dr. Ajoy Kumar Singh will co-ordinate with the Disaster Management Cells of Stte & Local branches. 5. Dr. Upendra Kumar will look after the liason with NGOs. 6. Dr. K. Vijayakumar will look after the publication and awareness materials. 7. Dr. V. U. Seethi will look after the up coming events, conferences, training programme. 8. Dr. A. Selvarajan will look after the development and upgrading of Emergency Planning and Emergency response for Disaster. The concern members are requested to form their subcommittee with 3-4 members of their choice in consultation with Chairman/Convener. They will report periodically to chairman & convener. AGENDA : 05 a) Dr. Chetan N. Patel informed the members that this year the awareness programme may be arranged at Vadodara. Efforts are in progress to involve National Disaster Management Authority, for this. When it will be finalized, the same will be intimated to all. As in last two national workshop on Disaster Management this programme too will be free for IMA member. Each state branch will nominate one or two members for this. Another article A Few basic Facts about Disaster written by Dr. S. D. Mahabalesha from Sagar branch of Karnataka State has been published in Souvenir during the Karnataka State Annual Conference. He also informed that his article Disaster Management and Indian Medical Association had been published in a Souvenir during IMA MEDCON 2011, A Multispeciality National Conference held on 23 rd & 24 th April 2011 at Vaishali, Ghaziabad, NCR. IMA HQ has send a team to the flood affected districts of Orissa and distributed the medicines. IMA HQ has sent an appeal letter to all the State Presidents & Hon. Secretaries and Central Council Members to help and donate generously for the affected people. Dr. Chetan N. Patel informed the members that 2 nd Edition of Manual on Disaster Management is ready and will be published during CWC meeting today. The members appreciated the activities done by Dr. Chean N.
