3 Introduction In order to safeguard and promote the welfare of children and young people, all practitioners working with children and with adults, who are parents or carers, must have knowledge and skills to carry out their own roles. This includes being able to recognise and raise safeguarding concerns. They must also be able to work effectively with others within their own agencies and across organisational boundaries. All training in this programme is aimed at supporting professionals and volunteers at all levels to build and consolidate their knowledge of safeguarding issues, including the child protection process. Importantly, the training aims to: Achieve a shared understanding of roles and responsibilities; Improve communication between professionals and others working with children, young people and families; Improve effective partnership working based on sound working relationships and effective decisionmaking. Middlesbrough and Redcar and Cleveland Safeguarding Children Boards are committed to providing a comprehensive and effective training programme to agencies within Middlesbrough and Redcar and Cleveland, supporting professionals and volunteers in their work to safeguard and promote the welfare of children and young people. 3

4 Training principles All elements of multi agency training and development to safeguard and promote the well being of children and young people are based on the following principles: Child Centred All training is child focussed so that the voice of the child and the child s welfare remain paramount. The training will incorporate and promote childrens rights and needs. Training will be delivered by trainers who have in depth knowledge about safeguarding, child protection and promoting welfare. Partnership with Parents and Carers Promoting partnership and meaningful relationships with parents and carers and recognising their strengths in responding to the needs of their child(ren). Inclusion Respecting the diversity and cultures of a range of individuals and organisations, which have responsibility for safeguarding and promoting the well being of all children and young people. Inter agency collaboration Placing high regard on partnership working, and bringing people together in ways that mirror the diversity of practice networks engaged with children, young people and their families. Relevant and Current Training will be informed by current research, lessons from Case and Learning Reviews and national and Local Policy developments. Training will be underpinned by the values contained within Working Together March Review and Evaluation Training will be regularly reviewed and evaluated to ensure that it meets the agreed learning objectives and has a positive impact on practice and consequently on outcomes for children, young people and their families. 4

5 Course Fees, Allocation & Evaluation Course Fees Training is free of charge to organisations that contribute financially or otherwise to the work of Middlesbrough and / or Redcar & Cleveland SCBs. Organisations who do not contribute (e.g. for profit / commercial organisations) will be expected to pay a fee of per person per day. The Board reserves the right to levy charges at a higher level for specific training purchased from specialist training organisations. Delegates will be informed of such rates within the course details forwarded to them. Anyone with queries of how this charging policy applies to their own organisation or individual circumstances should contact Denise Skillcorn on or on lscbtraining@redcarcleveland.gov.uk Online Training The ELearning modules are free to all organisations that come under the umbrella of Middlesbrough or Redcar & Cleveland SCBs. Anyone with queries of how this policy applies to their own organisation or individual circumstances should contact Denise Skillcorn as above. There will be a administration charge for applicants who register for the Elearning modules and do not complete within a threemonth time span of receiving their log in details. Cancellation Individuals who are booked to attend a course and are then unable to attend must cancel their booking as soon as they become aware of this. A substitute can take their place but must be agreed by Denise Skillcorn, LSCB Training Support and Development Officer. The booking organisation will pay a fee of for anyone who does not attend and did not cancel his or her place for a course. Cancellations must be received by the LSCB Support Team within 3 working days of the course start date, although will be accepted up to the morning of the course for those professionals who are ill or have other extenuating circumstances, which have been approved by their Line Manager. Delegates must attend the entire course in order for the trainer to sign their course programme verifying their attendance. Allocation of places Line Managers or supervisors of all delegates must agree to them attending the course. A selection process takes place two to three weeks prior to a course date. Places are allocated to ensure a diverse group of professionals attend each course and formal confirmation is sent out via at least two weeks prior to the course date. Delegates are advised to make a note of the date of the course they have applied for in their calendar / diaries to ensure they are available to attend the course. 6 Single Agency Training The Boards are committed to the principle of multiagency training. At this time the SCBs are unable to consider requests for single agency training. Evaluation Process By attending a course you are agreeing to undertake the course evaluation Delegates are requested to complete a training and development evaluation form during the course session. Delegates are also requested to complete an impact evaluation form which will be sent to the delegate and their manager approximately 6 months after the course. Candidate Expectations Check the course level and learning outcomes are relevant to your responsibilities for safeguarding children and young people, and will meet your own learning needs. Some courses have precourse preparation. Please read your confirmation carefully for details and complete as appropriate. All courses start promptly so please note the start time and ensure that you allow adequate time for parking etc. It is expected that you commit to attend the full course, arriving and leaving at the times specified. Course certificates will only be given for full attendance. If in exceptional circumstances you are unable to attend you must ensure that your place is cancelled as soon as possible (see cancellation process) Line Manager Expectations Spend time with your employee before a nomination form is completed to ensure that the course is at an appropriate level for their role and that learning needs have been identified and are consistent with the aims and learning needs of the course. By agreeing the nomination form you are committing the candidate to attend the whole course If in exceptional circumstances the employee is unable to attend you must ensure that the place is cancelled as soon as possible (see cancellation process) Spend time with the employee following the course to ensure that learning is transferred into practice. 6

7 Targeted Training Groups Adapted from Working Together 2010 *(Health Professionals should also refer to their organisations Training Strategy and the Safeguarding children and young people: roles and competences for health care staff INTERCOLLEGIATE DOCUMENT Third edition: March 2014) Group 1 Staff in infrequent contact with children, young people and/or parents/ carers who may become aware of possible abuse or neglect, e.g. librarians, GP receptionists, community advice centre staff, grounds men, recreation assistants, environmental health officers, Private Foster carers and Foster Carers. Group 2 Those in regular contact or have a period of intense but irregular contact with children, young people and/or parents/carers including health clinical staff who may be in a position to identify concerns about maltreatment, including those that may arise from the use of CAF, e.g. housing, hospital staff, Practice Nurses, Nurse Practitioners, YOS staff and staff in secure settings, the police other than those in specialist child protection roles, sports development officers, disability specialists, faith groups, community youth groups, play scheme volunteers. Group 3 Members of the workforce who work predominantly with children, young people and/or parent/carers and who could potentially contribute to assessing, planning, intervening and reviewing the needs of a child and parenting capacity where there are safeguarding concerns, e.g. paediatricians, GP s, youth workers, sexual health staff, social workers, teachers, probation staff, sports club welfare officers, those working with adults, in, for example, learning disability, mental health, alcohol and drug misuse services, those working in community play schemes. It is expected as a minimum the Group 3 workforce meet the Safeguarding Children multiagency Requirements outlined on Page 10. Group 4 Members of the workforce who have particular responsibilities in relation to undertaking Section 47 enquiries, including professionals from health, education, police and children s social care; those who work with complex cases and social workers responsible for coordinating assessments of children in need. Also Professional Advisors, Named and designated lead professionals. Group 5 Operational Managers at all levels including: practice supervisors; front line managers and managers of child protection units. Senior Managers responsible for the strategic management of services; NHS board members and members of the LSCB. 7

12 ELearning Basic E Learning Courses these should ideally be completed before any other elearning or taught courses can be undertaken. Awareness of Child Abuse & Neglect Introductory Course aimed at those with occasional contact with children. Group 1 Awareness of Child Abuse & Neglect Foundation Course for those professionals with regular contact with children Group 2 Awareness of Child Abuse & Neglect Core Course suitable for frontline professionals and those who have direct contact with children Group 3 Additional ELearning courses which can be undertaken once one of the above courses have been completed. Basic Awareness of Domestic Violence including the impact on Children & Young People this course is suitable for any worker who is in regular contact or works regularly with children, young people and their families, particularly survivors of domestic abuse or violence Group 2 & 3 Hidden Harm this course aims to raise awareness of the issues affecting the children of problem substance users. It helps the learner to spot the signs of harm and identify appropriate windows of opportunity to break the cycle and safeguard the child Group 2 & 3 Safe Sleeping for Babies this course is designed to help anyone who encounters families with babies to promote safe sleeping and help reduce sudden infant deaths. It contains information on how to promote and support key safe sleeping messages and raise awareness among parents, family members or other people in contact with families Group 2 & 3 Safeguarding Children Refresher Training it is a statutory requirement for anyone who works with children to update their knowledge of legislation and guidance and maintain the ability to act on concerns regarding the safety and welfare of children and young people. The government guidance suggests that refresher training should take place every three years Group 2 & 3 Safeguarding Children with Disabilities in the UK there are approximately 1.2 million children living with disabilities. This course aims to raise awareness of specific needs of disabled children in relation to their vulnerability and communication Group 2 & 3 Safeguarding Everyone Protecting Children, Young People and Vulnerable Adults vulnerable children often become vulnerable adults, conversely where you are working with vulnerable adults, there may be vulnerable children in the background that may be overlooked. This course aims to raise awareness of the need to safeguard everyone; to be aware of potential safeguarding issues and helps the learner understand what to do if they are concerned. This course is suitable for anyone who comes into contact with children or vulnerable adult service users in the course of their work. Group 2 & 3 12

13 ELearning cont. See the Adult, See the Child this course covers the multi agency protocol for the assessment, support and case management of children and families where there are additional unmet needs in relation to parents mental health. It is suitable for anyone who works with children, young people and their families. On completion of this course you should be able to ensure that integrated, well coordinated services are provided to children and families affected by parental mental health issues and that these are reviewed regularly. The course also covers how to provide an agreed framework for planning and undertaking the joint assessment of needs. Group 2 & 3 Collaborative Working this course will increase your understanding of the impact of whole family working and the key principles of whole family intervention. This course is aimed at all workers who come into contact with children and families, and can be viewed as an introduction or refresher for lead professionals. Safeguarding Children and Young People from Abuse by Sexual Exploitation this awarenessraising course reflects the latest research, governmental guidance and best practice. It is suitable to individuals whose work brings them into contact with children and young adults. 13

14 Taught Courses Details Safeguarding Children Core Level 3 Training (1 Full Day) Primarily Designed For: Group 3 (Suitable for 1, 2, 3, 4, & 5) To enable participants to understand their role and responsibility in safeguarding children within a multiagency context in order to achieve better outcomes for children and young people. Understand the key principles relating to the identification and protection of vulnerable children within the Children Act (1989/2004) and Working Together (2015) Have a raised awareness of learning from local and national serious case reviews Recognise the indicators of child abuse and the subsequent short and long term impact on children and young people, including an understanding of the 4 categories of abuse (as per Working Together 2015) Recognise the potential predisposing factors of child abuse and neglect including family history and functioning and the impact of parental mental health issues, parental substance misuse, domestic abuse and parental learning disabilities. Be able to identify those professionals who may be consulted for support and advice Be able to respond appropriately to concerns regarding a child s safety or welfare. Be able to carry out and/or contribute to sound child focused assessments and evidence decision making including an understanding of the Regional Assessment Framework (2013) and the process of professional challenge. Understand the importance of documentation, communication and information sharing between professionals to effectively safeguard children whilst clarifying the issues of confidentiality. Be aware of the tasks, processes principles, roles and responsibilities outlined in national guidance and local arrangements (LSCB procedures) for safeguarding children and promoting their welfare.(including the function of a child protection strategy meeting, case conference and core group meetings) and be able to contribute effectively. Be able to work effectively with children and family members and recognise and address lack of cooperation and superficial compliance within the context of their role. 14

15 Safeguarding Children Core Level 3 Update Training (Half Day) Primarily Designed For: Group 1, 2, 3, 4, & 5 This is an annual update for Group 3 staff that have already completed safeguarding children core training. Aims and objectives: Have raised awareness of new and changing information/guidance and how this can support effective safeguarding practice. Have an increased understanding of learning from local and national Serious Case Reviews and implications for practice. Have the opportunity to revisit aspects of core competency in multiagency groups reinforcing effective interagency working. Have the opportunity to share good practice and gain a greater understanding of the role of partner agencies in the safeguarding process. Bereavement Awareness (Half Day) Primarily Designed For: Groups 1,2, 3, 4, & 5 To raise awareness for professionals who may encounter bereaved families. Those working in Nursing, Education, Policing or Health and Social Care, likely to encounter bereavement issues at some time Following the training session, participants will have: extended understanding of the impact of bereavement on families appreciation of grief theory and practical bereavement support interventions knowledge of children s developmental cognition of death and grief specific communication skills around issues of bereavement understanding of the significance of professional development and selfcare 15

16 CHILD SEXUAL ABUSE VICTIMS and PERPETRATORS (Full Day) Primarily Designed For: Groups 1, 2, 3 & 4 To raise awareness of issues relating to the sexual abuse of children and young people. By the end of the day you will have: An understanding of the prevalence of sexual abuse in the UK. A greater understanding of the child's / young person's experience of sexual abuse. A greater awareness of the consequences of sexual abuse. A greater understanding of the contemporary research into perpetrators of sexual abuse, and consider the implications of this for practice. COMMON ASSESSMENT FRAMEWORK (KNOWN AS EARLY HELP ASSESSMENT IN R&C) Primarily Designed For: Groups 1, 2 & 3 To support practitioners, undertaking the Early Help Assessment to understand the world of the child and recognize the need for early intervention. We will look at gathering information using our curiosity and knowledge, making sense of it, and coming to judgements with the family about the best way forward to meet the child s emerging needs. The training will help practitioners to articulate what they are worried about, why and what needs to be done next in order to support the child and family. By exploring the developing world of the child in the Early Help Assessment, we will be able to articulate the impact on the child and make judgements about the possible consequences for the future wellbeing of the child. 16

17 Communicating with Children & Young People including hearing and considering the voice and views of the child (Full Day) Primarily Designed For: Groups 3 & 4 The aim of the course will be to increase confidence, skills and knowledge to undertake direct work with children and young people. Learning Objective: Understand the legislative and regulatory framework underpinning the requirements around children s voices; Have considered the child development implications for strategies to engage with children around their views; Be able to apply these techniques in assessment, planning and recording practice and Have explored obstacles and challenges to undertake this work. Court Witness Preparation (Two Half Days) Primarily Designed For: Groups 3 & 4 The aim of the course is to introduce practitioners to appearing in court as a witness. This course consists of two halfday sessions, which must both be attended. The first halfday session is held at the training venue and the second halfday session will be held at Middlesbrough Crown Court. Outline the structure and purpose of a criminal court and a family court; Understand their role at court; Understand the role of court personnel; Describe measures they can take to reduce stress; Know the difference between Family Court, Magistrates Court and Crown Court and Have practised taking the oath / affirmation before their peers. 17

18 Emotional Abuse (Full Day) Primarily Designed for: Groups 2, 3 & 4 To improve professional responses to children who are being emotionally abused. To identify what is meant by emotional abuse, the indicators and impacts and the link to attachment theory. To recognise the impact that emotional abuse has on the child/young person s development and on the family To acknowledge the importance of personal values and principles. To discuss with colleagues from different agencies issues around emotional abuse and to work together to explore professional dilemmas to contribute to improved outcomes for children ESafety Training (Half Day) Primarily Designed For: Groups 1, 2, 3, 4 & 5 To raise awareness of e safety and how it relates to safeguarding children and young people. To promote safe and responsible use of the internet and other digital technologies. To gain an overview and understanding of the social issues relating to all forms of communication devices and online interactions. To gain an understanding of the importance of maintaining a professional online presence for adults and the young people in our care 18

19 Fabricated Induced Illness (Half Day) Primarily Designed For: Groups 2, 3, 4 & 5 The aim of the course is to increase the participants knowledge and understanding of Fabricated and Induced Illness (FII) and their roles and responsibilities when dealing with this form of child abuse. Summarise potential indicators of illness being induced or fabricated in a child/young person. List the range of behaviours that can be presented by a perpetrator. Identify the barriers to identification of Fabricated or Induced Illness. Contribute to the actions and services required to safeguard the child and promote his/her welfare. Discuss learning and multiagency recommendations from recent local and national serious case reviews concerning Fabricated and Induced Illness. 19

20 Female Genital Mutilation, Forced Marriage & Honour Based Violence: Raising Awareness (Half Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to ensure participants have a good understanding of the concepts of forced marriage and honour based violence and to enable them to react appropriately and effectively if presented with a victim or potential victim of forced marriage (FM) or honourbased violence (HBV). It will also ensure that delegates have an understanding of the background, signs, symptoms and health implications of female genital mutilation (FGM) and to know how a referral when you identify female genital mutilation or have concerns female genital mutilation may be practiced. Define FM and HBV, Distinguish between a forced and an arranged marriage; Understand the reasons behind HBV and what abuse it involves; Be able to identify the warning signs of a potential victim; Reinforce the importance of the one chance rule; Understand how to respond to a disclosure of FM or HBV in order to protect the victim; Be aware of the do s and don ts when professionals are faced with potential victims; Signpost victims to the right agencies and know what services are offered locally and nationally, Understand your statutory duties in relation to FM and HBV; Provide essential background information about the practice of FGM; To raise awareness of the negative health and social consequences of FGM; Be able to identify the warning signs of a potential victim; To ensure victims are signposted to the relevant agencies by following good practice guidelines and Have a basic understanding of legislation and the roles and responsibilities of professionals in respect of FGM 20

21 Hidden Sentence (Full Day) Primarily Designed For: Groups 1, 2, 3, 4 & 5 To give a clear overview of the offenders journey, it s impact on the family from arrest to release.. Understand the impact of imprisonment on prisoners families Improve understanding of the prison system Understand the support needs of prisoners families Understand the needs and wishes of prisoners families Understand how to improve the coordination of services to provide more effective support for those affected by the imprisonment of a family member Understand how to improve own practice in supporting prisoners families. Neglect, Safeguarding Children & Young People (Full Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to raise the profile of neglect as a form of child maltreatment and to improve professional responses to children who are being neglected. By the end of the course participants will: have an increased understanding of the factors to consider when identifying neglect have an increased understanding of the different types of neglect and the impact that these can have on children and young people have an appropriate awareness of Safeguarding Children Procedures re Neglect appreciate the importance of personal values and attitudes in recognising and confronting neglect recognise the contribution that interagency responses can make to achieving better outcomes for neglected children and young people. 21

22 Parental Mental Ill Health: The Impact on Parenting (Full Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to raise awareness and understanding of how parental mental ill health can impact on parenting and to explore the impact of parental mental ill health on children. An understanding of common and serious mental health problems in adults; An awareness and identification of the possible effects on a child s physical and mental health; An awareness of young carers of parents with mental health illness; An awareness of Serious Case Review findings in relation to the Toxic Trio ; Be confident in using the PAMIC Tool to aide decision making in relation to level of intervention; Know when and how to seek advice when concerns are raised about risks to children posed by parents with mental health problems and To know how to make a referral into Children s Social Care. Parental Substance Misuse: Safeguarding Children & Young People from the Impact (Full Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to raise awareness about the complexities of parental substance use and the possible implications for parenting. Have an increased your knowledge concerning the effects of substances; Be able to state ways in which parental substance use affects children and young people including the impact of Foetal Alcohol Syndrome; Be able to state local and national statistics concerning the prevalence of substance use and List local services available to support children and adults affected by substance use. 22

23 Recognition of and Response to Physical Injury: Safeguarding Children & Young People (Half Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to increase the understanding of safeguarding children and young people from physical abuse. Consider the latest research findings in relation to physical abuse; Explore thresholds of concern within a child development context; Identify key elements for assessing risk in relation to physical abuse and Consider the emotional impact of physical abuse on children. Safeguarding Children within a Culturally Diverse Environment (Half Day) Primarily Designed For: Groups 2, 3 & 4 To enable staff working children and young people to identify best practice in responding to safeguarding issues within a culturally diverse environment. Develop an understanding and awareness of diverse and emerging communities. Share current practice and experiences of working with diverse and emerging communities. Develop appropriate future working practice with diverse and emerging communities. 23

24 Safeguarding Deaf and Disabled Children Primarily Designed For: Groups 2, 3 & 4 To raise awareness of abuse and neglect of disabled children and the roles and responsibilities of all staff in recognising and responding to the safeguarding needs of these children. By the end of the course participants should be able: To reinforce the rights of deaf and disabled children within the context of all children's rights To recognise the relevance and impact of personal values, assumptions and experiences on making safeguarding decisions To develop an understanding of the models of disability To identify risk factors and barriers to safeguarding deaf and disabled children and how best to protect To identify possible signs and indicators of abuse and neglect To discuss what constitutes an effective assessment and consider models of assessment Safeguarding the Unborn & New Born Baby From Conception to 6 Weeks Old (Half Day) Primarily Designed For: Groups 2, 3 & 4 The aim of the course is to ensure that participants can recognise / identify concerns about an unborn baby as well as understanding the procedures to follow once concerns about an unborn baby have been identified and know how to respond. By the end of the training course you will be able to identify the following vulnerable groups of women and respond to them: Drug / alcohol problems; Learning Disabilities; Honour Based Violence; Poor Maternal Mental Health; Asylum Seekers; Domestic Violence and Be able to identify other professionals who need to become involved; Know where to seek further support and guidance and Recognise lessons learned from Serious Case Reviews. 24

25 Child Sexual Exploitation incorporating VEMT (Full Day) Primarily Designed For: Groups 2, 3 & 4 The course is aimed to increase effectiveness in working together to safeguard children and young people from exploitation. Increased knowledge about the current local and national context regarding children and young people who are exploited. Explore how young people become involved in/at risk of sexual exploitation. Identify risk factors and grooming process of children sexually exploited Identify the general context of UK and global trafficking of children. Knowledge of relevant UK legislation in the area of trafficking and child sexual exploitation. Understand multiagency practical solutions to safeguard sexually exploited & trafficked children and young people. Knowledge of Operation Shield and understand the relevant form and how to complete and circulate this. Have increased knowledge of relevant LSCB procedures. Safeguarding Children from Suicide & Self Harm (Half Day) Primarily Designed For: Groups 2, 3 & 4 Aims: The course is to increase an understanding of suicidal and selfharming behaviours in children and young people. Have identified and explored your attitudes towards self harm and how these may impact upon your work with young people; Be able to summarise up to date information about self harm; Have knowledge about the multi agency self harm protocol covering Middlesbrough and Redcar & Cleveland; Have an increased awareness of the LSCB procedures and Understand key messages relating to suicide and selfharm covered in the Biennial Analysis of Serious Case Reviews. 25

26 Dealing with Difficult to Engage Families, including Toxic Trio (Full Day) Primarily Designed For: Groups 3 & 4 Aims: To be confirmed Domestic Abuse General Overview Primarily Designed For: Groups 2, 3 & 4 To have knowledge of domestic abuse and the potential impact on children and families. By the end of the course participants will: Highlight the effects of domestic abuse on children, young people and families Highlight additional effects of domestic abuse on same sex relationships and transgender Highlight the risks of domestic abuse being linked to gang activity Highlight effects of forced marriage and honour based violence linked to domestic abuse Highlight domestic abuse within peer relationships 26
