3 KD ECEC policy context & rationale Eurydice network : instrument to support European cooperation in education (products closely related to European policy agenda) ECEC: one of the priority areas in the Strategic Framework for European Cooperation in education and training ( ET 2020 ) Target set by educational ministries in 2009: by 2020 at least 95% of children between four years old and the age for starting compulsory primary education should participate in early childhood education. European policy documents (2011 Communication from the Commission & Council conclusions): focus on quality of ECEC services (curriculum, staff, governance) & access to ECEC provision (efficient and equitable funding)

4 Content & Structure Joint Eurydice-Eurostat publication A. Context: population statistics, length of maternity leave B. Organisation: models of provision, access, minimum standards, capacity monitoring and forward planning C. Participation: formal care and other types of childcare D. Funding: public expenditure, fees, reductions, support E. Staff: staff categories, initial education (minimum requirements), measures to promote entry into profession and its attractiveness, management staff, salaries F. Educational Process: curriculum, partnerships, transition to primary education, targeted measures + Country sheets

5 Timeline Project runs from May 2012 until March 2014: Preparatory work and first consultation: May September 2012 Development of data collection tool: October 2012 February 2013 Data collection: March April 2013 Drafting of comparative analyses: May September 2013 Checking of draft report by Eurydice NUs/Eurostat: October December 2013 Finalisation of report: January February 2014 Publication: March 2014

6 Consultation September 2012 Aim: gather comments on scope & proposed list of indicators Eurydice National Units & other partners (EC, OECD) Questions: Feasibility of the data collection on accredited but not publically subsidised provision Feasibility of the data collection on the home-based provision Comments on proposed list of indicators

7 Outcomes of consultation & next steps Proposed scope of the report: "ECEC provision that is within the regulatory framework, i.e. has to comply with a certain set of rules, minimum standards and/or undergo accreditation procedures". Home-based as well as centre-based/school-based ECEC provision (but restrictive definition of home-based provision) Concerns about quantity of Eurydice indicators reduced list Concept of "children at risk" - different approach Concerns of countries with decentralised systems Comparative approach Country specific information Next step: working meeting in January 2013 (24-25 January) development of data collection tool
