1 COMMUNITY LIAISON COMMITTEE, BC & YUKON SUMMARY NOTES of the meeting of the Canadian Blood Services Community Liaison Committee held at Vancouver on Thursday, March 27, 2003 at 3:00 p.m. PRESENT: OBSERVING: REGRETS: Lisa De Paoli Mary MacDonald Ken McGuire Ramone Bartel Julian Kerestezi Ina Hunt Dr. Sam Krikler Tom Huang Melanie Rowe Charm Cottingham Heather Hardie Ken Donohue Chad Milford 1.0 OPENING OF THE MEETING The co-chair opened the meeting by welcoming everyone to the second meeting of the. A picture of the CLC Members is on the CBS website. 2.0 REVIEW OF AGENDA The Agenda was reviewed and approved. 3.0 APPROVAL OF SUMMARY NOTES The Minutes of November 14, 2002 were approved as circulated 4.0 BUSINESS ARISING Changes in Membership to the (CLC) Eleanor Lobb will not be able to participate in the. As the CLC has no representative from Vancouver Island, it was agreed to look for someone on Vancouver Island. As Dr. Growe is doing work for the National Blood Safety Council, this may be a potential conflict of interest. Therefore, he is not able to participate in the CLC. Dr. Sam Krikler, who is the Blood Bank Director at the Surrey Memorial Hospital, was contacted about becoming a member. He has agreed to be part of the CLC. Handouts ABC Newsletter entitled National Marrow Donor Program Has Made Great Strides in Increasing Racial & Ethnic Diversity, GAO Reports Globe and Mail article entitled Canada s blood supply safer than ever, health experts say, though there are always risk and room to improve, a series of reforms and measures have improved the safety of the system. 2 "Bloodbeat". This newsletter is sent to all CBS stakeholders in Canada as well as to all CBS volunteers and is available in the clinics. If any issues come up from any of these articles, please note and they can be discussed at the next meeting. 4.1 VOLUNTEER PROGRAM PRESENTATION The Volunteer Coordinator for CBS gave a presentation on the Volunteer Program. Copies of the presentation "Overview of Volunteer Resources" were distributed. A folder with information on the Volunteer Program was also distributed. The National Volunteer Program Strategy has just been approved. It will be laid out over three phases. Question 1. How did the Speakers Bureau Volunteers get picked and where was the material created? Letters were sent to approximately core volunteers explaining what the Speakers Bureau Pilot Project was and asked if they were interested in becoming a part of the pilot project. The material for the program was created by a group of CBS Volunteer Coordinators and Communications staff from Vancouver, Calgary, Edmonton, Toronto and Head Office in Ottawa. The volunteers were trained on the material and how to give the presentation. It is hoped that the Speakers Bureau will become a part of the volunteer program instead of a pilot project 4.2 CBS & BC TRANSPLANT SOCIETY PARTNERSHIP Ina Hunt and Ken Donohue presented. CBS has been building a relationship with the BC Transplant Society (BCTS) in the last while. CBS and the BCTS have many common goals, i.e. getting more donors. CBS has a link to the BCTS on the website and vice versa. Public education should particularly be done with the younger age group. The week of April 20 th is National Organ Donor Awareness Week. Brochures will be available. The BCTS recently had a display booth at three local clinics. It was very successful. Over time the BCTS would like to do this at CBS clinics throughout the province. Both organizations have been invited to attend the Sikh Health Fare on April 19th. In summary, having a partnership raises awareness and both organizations will see results from working together. Questions 1. Is there any indicator of the donor group aging? For the BC Transplant Society, as long as the organs are healthy, it doesn't really matter about the age group. At least half of the CBS donor base has donors at 40 years of age and older. Page 2 of 5
3 2. When you give a presentation to schools and community groups, could you have the speaker talk about driving and tie it into donating organs? The BC Transplant Society has groups of volunteers speaking to high schools about organ donation. It is hoped that over time people will be comfortable about organ donation. A donor must fill out a registration form which can be done through the website. 3. Should we be targeting the high schools or focus on people that teenagers look up to, i.e. a rock group? The BC Transplant Society has redeveloped the high school program regarding organ donation. It is a challenge to try and get high school students to donate blood / organ donation. CBS has used some high profile persons, such as Jackie Chan and Kevin Hearn from the Bare Naked Ladies. 4. What about synthetic blood? Synthetic blood may be something in the future but CBS continues to need regular blood donors now and into the foreseeable future. Miscellaneous Items At the next CLC meeting, a video clip on Melanie Rowe s interview on Global News TV will be shown. Melanie met her bone marrow donor last week for the first time. A flyer will be distributed about donating blood during National Hemachromatosis Awareness Week, May Adam Wood was introduced as the new CBS Donor Services Manager. He is helping to recruit and get donors to donate on a regular basis. He is also building the Donor Services Team. 4.3 VOTE ON NLC REP A number of names were put forward as a potential representative on the National Liaison Committee. Three names were put forward to the office of Public Involvement for review by the NLC/Board of Directors to choose the main representative and the backup. 5.0 NEW BUSINESS 5.1 WEST NILE VIRUS PRESENTATION The Centre Director gave a presentation on West Nile Virus - Update & CBS Response CBS has found that West Nile Virus is linked to blood transfusion. It is a major issue that CBS is dealing with. CBS needs to provide the information to the public and health care system so they are aware of the risks. CBS also wants to ensure the confidence of the public. Over the next few weeks CBS will be getting more media on WNV and about increasing blood donations during this period of time. Page 3 of 5
4 It is a difficult virus to detect. Most people who get the infection, do not get ill (have no symptoms). There are no chronic carriers. The estimated risk is /10,000 donations. A lot of research is going on to know more about the virus. There will be a lot of silent cases people who have the virus but appear healthy and show no symptoms. This is of particular concern as organ transplant/blood products go into very sick patients and WNV could be fatal. The statistics will become more realistic with more time. Awareness has only recently increased. WNV was discovered in May last year in Ontario. There are companies that are working on a screening test for detecting WNV. CBS has chosen a vendor, Roche Diagnostics, for a NAT based test. It will be available by July A further update on West Nile Virus will be given at the next CLC meeting. Questions 1. If an individual spends most of their summer in the mountains, when they come in to donate, would they be tested and told they can't donate? If the person was detected to be positive for WNV, CBS would inform their physician. It would be a temporary deferral. 2. How should we educate the public? We need to reinforce to people that they won't be transmitting the West Nile Virus and that blood shortage is a much bigger safety risk. The risk of getting WNV is very small and the risk of transmission through blood is very small. Not too many people are concerned regarding organ donation at this time so it is not of too much concern for the BC Transplant Society. Blood centres need to be proactive to minimize the risk of getting WNV. 3. Telerecruiters should be getting messaging to donors to come and donate even if they have been camping, etc. 4. If someone gets the flu, donors should be aware to call CBS to inform them that they became ill. If a donor gives information that they became ill, CBS processes the information and recalls the blood. BC & Yukon has developed a close relationship with the BC Centre for Disease Control (BCCDC). A protocol has been written up. There will be a daily download of information to CBS with the patient name. CBS will search its database to see if there was a recent donor by that name and initiate a recall. Page 4 of 5
5 - There will be a major educational program for physicians to educate them on the West Nile Virus and the symptoms to look for. 5.2 DONOR RETENTION PRESENTATION This presentation was deferred to the next meeting. 6.0 FUTURE TOPICS FOR DISCUSSION Send an to Ina Hunt if you have any issues you would like to have discussed. A tour of the BC & Yukon Centre will be organized for the next meeting. 7.0 NEXT MEETING DATE The date of the next meeting will be Thursday, July 24, 2003 at 3:00 p.m. 8.0 ADJOURNMENT The meeting was adjourned at 6:00 p.m. Page 5 of 5
