3 GFDRR - RESILIENT RECOVERY AS AN IMPERATIVE TO SUSTAINABLE DEVELOPMENT 3 Snapshot of GFDRR Strategy and Work Plan of Resilient Recovery GFDRR s Resilient Recovery Team (Pillar 5) supports the conduct of post-disaster needs assessments (PDNA) and disaster recovery planning and implementation. The team has supported engagements in well over 50 disasters since GFDRR s Strategy and Work Plan for recognizes the importance of resilient recovery in promoting longer term risk reduction. The strategy proposes utilizing the recently developed Recovery Framework Guide as a tool and convening forum for formalizing linkages between, and ensuring continuity and consistency across, disaster recovery and regular developmental planning processes. The Resilient Recovery Work Program takes a multi-pronged approach towards achieving these ends (as shown in Figure 1). 4 4 MANAGING DISASTER RISKS FOR A RESILIENT FUTURE In recent years, GFDRR has recieved growing demand from countries for exante approaches to recovery and reconstruction. This has catalyzed a programmatic shift in GFDRR Pillar 5 s work plan towards the development of National Recovery Frameworks and institutionalization of recovery in national government systems. Over the next three years, GFDRR plans to deepen and widen its engagement in post-disaster countries in order to support, and use the momentum generated by the recovery process to help increase the disaster readiness of governments and help governments to strengthen recovery systems before a disaster strikes. The Second World Reconstruction Conference GFDRR hosted the second World Reconstruction Conference (WRC2) in partnership with the European Union (EU) and United Nations Development Programme (UNDP) on September 10-12, 2014, in Washington D.C. More than 500 recovery experts from 60+ countries, international organizations, CSOs, academia, and private sector assembled to share lessons learned in postdisaster recovery and reconstruction. The Conference deliberated on ways to galvanize this agenda into a global call for action on mainstreaming and institutionalizing recovery. At the first WRC in 2011, country participants called for an internationally applicable tool to guide resilient recovery efforts. At WRC-2 in 2014, GFDRR, UNDP, and the EU launched several knowledge products for the benefit of stakeholder countries and other partners - including: Disaster Recovery Framework Guide: A tool to assist governments in planning, prioritizing, and financing recovery programs to ensure resilience in recovery and development. Post-Disaster Needs Assessment Guide: The EU, UN, and WBG standard for the government-led exercise to provide a coordinated and credible basis for the international community to assist the affected government in recovery and reconstruction. Disaster recovery case studies from nine countries: Bangladesh, Haiti, Indonesia, Lao PDR, Mozambique, Pakistan, Philippines, Senegal, and Yemen.
5 GFDRR - RESILIENT RECOVERY AS AN IMPERATIVE TO SUSTAINABLE DEVELOPMENT 5 Support for resilient recovery was echoed at WRC2 by Jim Yong Kim, President of the World Bank Group, Gina Casar, Associate Administrator of UNDP, and numerous country representatives. The gathering recognized the need to protect development gains by strenghtening recovery mechanisms. The need to mainstream recovery in post 2015 development frameworks was endorsed by 37 governments, civil society organizations, and international recovery and reconstruction actors in the WRC Conference Statement, titled Strengthening Support for Resilient Recovery in the Post-2015 Framework for Disaster Risk Reduction. 6 6 MANAGING DISASTER RISKS FOR A RESILIENT FUTURE Rolling out the Disaster Recovery Framework Guide The DRF Guide roll out program is a joint EU-UNDP-GFDRR capacity development and training program at the regional and national level for both the PDNA and DRF guides. The Disaster Recovery Framework (DRF) Guide has been developed as a practice-based and results-focused tool to support governments and their development partners in planning for efficient, effective and resilient post-disaster recovery. Under this program, recovery experts will work with government institutions to adapt the DRF Guide to local contexts and strengthen ex-ante capacity to better plan for recovery in the event of a disaster. Recovery Institutionalization GFDRR s initiative on Recovery Institutionalization aims to improve the recovery readiness of national and local governments, to ensure that disaster recovery and reconstruction is resilient and leads to sustainable development. The proposed activities include: develop a menu of technical assistance options, and replicable standards and best practices for institutionalizing disaster recovery in government systems; country diagnostics in selected pilot countries on existing institutional arrangements, legislative frameworks, financing and implementation mechanisms for disaster recovery; Building upon ongoing work by EU-UNDP-WB-GFDRR, the work on recovery institutionalization will inform future development of the recovery framework and PDNA guides.
7 GFDRR - RESILIENT RECOVERY AS AN IMPERATIVE TO SUSTAINABLE DEVELOPMENT 7 Objectives for Recovery Institutionalization Enhance institutional capacities to implement efficient, inclusive, and effecive post disaster needs assessments and recovery frameworks Improve policy frameworks and performance standards for sustainable and resilient recovery Promote more dependable and predictable financing mechanisms for recovery within governments Improve capacity and help clarify clear roles and responsibilities for recovery planning, implementation and monitoring across at different levels of government Develop and foster more formal coordination mechanisms between the public sector, private sector, and civil society stakeholdes associated with disaster recovery Mainstreaming Resilient Recovery in Post-2015 Development Frameworks GFDRR is working with development partners to ensure strong support for institutionalization of recovery frameworks. This approach places a strong emphasis on resilient recovery and highlights the importance of National Recovery Frameworks and Recovery Institutionalization in the Post-2015 Framework for Disaster Risk Reduction (HFA2). GFDRR is mainstreaming this approach through bilateral dialogues, launching tools such as the DRF Guide, reaching out through Bank regional and country offices, engaging in opportunities with post-disaster clients, and via active participation in international events and conferences including WRC-2, IRP Forums, Global Platform for DRR by UN ISDR, UN ISDR regional platforms in Africa and Latin America. Actions to promote the institutionalization of recovery as a means to risk reduction and sustainable development in HFA2 will be further deliberated and finalized through the WCDRR.
