The CCG has legal responsibilities under the 2012 Health and Social Care Act to involve the public in the planning, development and consideration of proposals for change and decisions affecting the operation of commissioning arrangement The CCG needs to encourage people with certain protected characteristics to participate in public engagement where their participation may be disproportionately low. Principle 4 of the Constitution states that the patient will be at the heart of everything the NHS does. This principle makes clear that the NHS will encourage and welcome feedback from Patients and the public. In line with the Constitution, the CCG needs to work across organisational boundaries and in partnership with other organisations to promote engagement with patients, local communities and the wider population. Effective engagement helps underpin the commissioning of safe, high quality services for the local population.

2 Patient and Public Engagement Activity Update Agenda Item: 13: BW Integrated Care System (ICS) Work continues to develop and enhance communications and engagement as a function across Berkshire West. From 1 July 2018 the CCG Communications and Engagement Team will transfer to the Royal Berkshire Foundation Trust for the first step in the development of a single, ICS-wide communications and engagement function. To further boost the profile and strength of the function, the ICS leadership took the decision to appoint a board-level Director of Communications and Engagement, and Victoria Parker will commence in this post on 1 July. Progress continues with the ICS-Healthwatch Engagement Officer post. This new post will coordinate engagement between the ICS and the three Healthwatches in the Berkshire West area. The postholder is expected to sit on the Communications and Engagement Group, and attend various project meetings, and provide a structured channel between their populations and the system. The interviews were conducted on Monday 21st May, and an offer has been made. The ICS Operational Plan has been submitted to NHS England, and engagement with patients and key stakeholders on this is planned for the summer period, as a first piece of work for the new ICSwide function. 2. Closure of Priory Avenue Surgery A process to close Priory Avenue and transfer patients to new practices is under way. This is a tightly managed process, with particular attention to patient engagement. The CCG has worked with trusted intermediaries such as the Patient Participation Group (PPG), Patient Advice and Liaison Service (PALS), and the local Healthwatch, all of whom have been active in assisting patients with understanding the change, and explaining their options. The CCG is holding two patient meeting events in Caversham; supported by the CCG senior management team and clinicians. The first public meeting took place on 29th May and patients appreciated the opportunity to ask questions and receive further clarity. Questions raised by patients were based around registration, repeat prescriptions, and booked appointments as well as the process for deciding to move to closure. There was general appreciation of the issues that had led to the closure of the surgery. The second meeting will take place on 6th June. 3. Digital Communications The new merged CCG website was launched according to schedule on 1 st April All previous website content (Berkshire West wide) has been reviewed, updated where appropriate, and

3 included within the new site. People searching for the old organisations will be automatically directed to the new website. 4. National assessments NHS England makes statutory annual assessments of CCGs, including assessment of our duty to engage with patients and the public. Insight from two key tools for this has been shared this quarter and is under consideration. Annual stakeholder survey The annual CCG stakeholder survey took place in January and February 2018 [full report elsewhere on the agenda]. It assesses how a CCG is perceived by its stakeholders, including how it engages with them to improve quality and outcomes for patients within the local health and care system. The survey shows that we need to improve communication about our plans and priorities, explain our commissioning decisions more effectively and overcome scepticism that we will act on concerns raised about quality of services. All three of these will be addressed through the lens of renewing and refreshing our communications and engagement activity following the establishment of the Director-led, ICS-wide Communications and Engagement service. Pilot Annual Engagement Assessment In summer 2017, NHS E ran a pilot process to conduct desk-based reviews of CCG websites and assess the level of information available about opportunities for public involvement in commissioning. Ratings were confirmed this in May 2018, and, in common with many CCGs across the country, the four Berkshire West CCGs received an amber rating overall. NHS England has acknowledged that many lessons need to be learnt from the pilot process, including consideration of how to assess engagement that takes place at an ICS/STP level, and, if assessment does continue to take place at CCG level, how feedback can also be made meaningful at that higher level footprint. Approaches for 2018/19 assessment are to be published shortly, and the CCG (via the single ICS function) will work to meet them. 5. Locality reports 5.1 South Reading locality Mental Health Awareness Week Reading Borough Council Wellbeing Team organised multiple events at five different council sites to celebrate Time to Talk Day Events included coffee mornings, mental health quizzes and information about mental health wellbeing at workplace(s) and available support services. The Wellbeing Team, in partnership with the Recovery College and

4 Meadway Sports Centre, organised events to mark Mental Health Awareness week; for this year the focus was on stress. Reading Recovery College and the Wellbeing Team hosted a bake off competition for staff at the Avenue centre with fundraising for the charity Mind. A time to talk dog-friendly mental health walktook place. Yoga sessions were organised at two different council sites as part of the Time to Change pledge (support mental health wellbeing at RBC). A learning lunch session was organised where a professional anorexia and recovery speaker attended, and shared her experiences of anorexia and how she recovered from it. Tuberculosis The Locality was in the acceptable range for its new entrant latent TB screening targets at year end and all funding requested was received by NHS England. The TB Team at Royal Berkshire Hospital is now back up to full staffing complement and it is expected that screening rates will increase. Work is ongoing to maintain GP practice engagement and clinical training. Reading took part in this year s theme Light up the World for TB on 24 March 2018 for World TB Day. Christchurch Pedestrian Bridge in Caversham was lit up in red to highlight the issue of tuberculosis and raise awareness in the fight against TB, along with other affected areas across the world. Cllr Graeme Hoskin, Reading s Lead Member for Health, members of the Council s Public Health Team, representatives from South Reading CCG and TB Team from the Royal Berkshire Hospital supported this event. (Light Up for World TB Day, Saturday, 24 March) The Wellbeing Team in partnership with the CCG organised TB information stands at Central and Battle Library on 22 March to mark World TB Day Representatives from South Reading CCG and TB specialist nurses from Royal Berkshire Hospital supported this event by

5 providing TB related advice to members of public. There was World TB Day promotion via local authority web pages, Facebook and Twitter. A TB awareness session for our Nepalese community took place in February 2018, in partnership with Communicare, with 62 people attending the session. Flu January and February saw joint working on the Berkshire Flu Programme. Reading Borough Council and CCG Communications jointly used both social media and communication opportunities with our community groups to promote the flu vaccinations. A report on the outcome of the 2018/19 campaign will go to the October Health and Wellbeing Board. Cancer The Macmillan funded project to raise the signs and symptoms of cancer has completed its first full year and made significant progress: Over 1000 people in the community have been spoken to about the signs and symptoms of cancer, focussing on our hard to reach groups. 15 cancer champions have completed face to face training and have set up a Reading Cancer Support Group. The first meeting is scheduled for July Another 20 cancer champions have been identified to undergo online training The champions have met local support groups and charities to further network. The champions will be aligned to South Reading GP practices. South Reading Cancer Champions, 30 April 2018, with Dr Kajal Patel The Locality supported Public Health England s Be Clear on Cancer: Breast Cancer in Women over 70 Campaign, from 22 February end of March Promotion was via local authority digital media and web pages. The resources were shared with CCG and community groups.

6 5.2 North and West Reading locality Agenda Item: 13: BW The Southcote Community Cancer Project Representatives from the CCG attended an Over 50 s lunch at the Southcote Community Centre on the 21 st May It was attended by about 25 people and they were encouraged to fill in a questionnaire about their experience of bowel cancer screening and barriers to doing so. CCG staff were present to assist and answer questions. The data from the questionnaire will be analysed and a range of options proposed to address the barriers identified with a view to encouraging more over 50s to uptake screening opportunities and improve cancer outcomes for this community. 5.3 Newbury and District locality Newbury and District Locality patient engagement members have organised a homeless forum to be held at Shaw house on 5 th June The Patient Participation and Involvement Lay Member attended the AGM on 16 th May. There was an excellent presentation on Dying Matters by Jane Bywater 5.4 Wokingham locality The Wokingham Locality Clinical Lead and the Patient Participation and Involvement Lay Member attended the PPG forum. This covered changes to Wokingham Medical Centre PPG as well as a discussion around PPG s conducting surveys.
