3 Introduction This document is about our ideas to spend less money in 2017/2018. All the Health and Social Care Trusts in Northern Ireland have been asked to spend less money by the Government. For Belfast Health and Social Care Trust this means 26.3million less. This document explains the ideas we have to change our services for a short time to help us spend less money in 2017/2018. We want to know what you think about these plans. Please read through this document and answer the questions which start on page 14.,nursdaY 5 October We need your answers by Thursday 5th October

4 The Belfast Health and Social Care Trust The Belfast Health and Social Care Trust provides health and social care to people who live in Belfast and Castlereagh. We also provide most of the specialist health services to everyone in Northern Ireland. The cost of providing these services is rising every year. This is because: People are living longer with long term health conditions The cost of the things we buy are going up We need to find ways to provide more services with less money. 4

5 Our principles Principles are the most important things that we think about when we make our plans. Our plans must: Be able to work Keep everyone safe Try not to affect the services we give 5

6 Being fair to everyone With these plans we want to make sure that we are being fair to everyone. Especially we want to be fair to people of different: Religious beliefs. - ' Religious beliefs are where people are part of different faiths like Christianity, Islam, Judaism and many others. -1 Political opinions I -1 Political opinions are where people feel strongly about the different parties in the government or local council. 7 Sexual orientation Sexual Orientation is when people are attracted to someone of the same sex or the opposite sex We must give an equal chance to: Men and women People who are transgender Transgender is where someone has changed their gender People who are married, single, divorced or living together People with and without a disability People with and without children or other people who depend on them 7

8 Living and working well together We also want to help people to work and live well together who have: Different religious beliefs Different political opinions Helping disabled people And we also want to: Help everyone have a good attitude towards disabled people Encourage people with a disability to be more involved 8

9 Check we are being fair We will look at what effect our ideas will have on people who often don t get the same chance as others. How much will the ideas affect patients and service users? We have marked each idea to show how much it will affect patients and service users: It will have very little effect It will have a small effect It will have a big effect 9

10 Our Ideas We have been asked not to spend 26.3million in 2017/2018. Some of the ideas that we have to reduce our spending will not affect patients. For example: Reducing the amount that we spend on administration and management Buying things in the best way for the lowest price I I ~ Not wasting energy Taking over the charging for car parking Using new ways of working to help us be better at what we do. This may mean that fewer people will need to come to hospitals and clinics for appointments 10

11 Returning money set aside for things that have not been bought Other ideas that we have to reduce our spending may affect patients. For example: Not taking on some expensive agency staff when there are shortages in regular staff. We would have to reduce some routine services if we didn t have enough staff. This would not affect cancer children s or emergency services 20~ Putting off some routine operations until April 2018 This would not affect cancer children s or emergency services Reducing the number of new people who get care at home 11

12 Reducing the number of new people who can go into a residential or nursing home These last two ideas will mean that: Older people will be more affected More patients will be in hospital longer waiting to get support at home Carers will have to look after people more Stop offering IVF treatment to new service users until April IVF treatment is for couples who are having difficulty getting pregnant in the usual way. With IVF the sperm and the egg are put together outside the body and placed in the woman s womb 12

13 Changes to the drugs we use: Some people will not start drugs that are very expensive until April 2018 Using cheaper drugs instead of some high cost drugs The first part of this idea will affect people who have: Multiple Sclerosis Inflammatory Bowel disease Some skin conditions We would not include high cost cancer or HIV drugs. 13
