6 Introduction UYDELfocusedonitsstrategicobjectivesandhasmadegoodprogressboth indeliveringstrongresultsin2014andpavingthewayforimprovementin 2015 and beyond. This year s achievements have been realized through workinginpartnershipswithbothinternationalandnationalstakeholdersin improvingthelivesofmarginalizedchildrenandyouth. NationalPerspectiveinrelationtoUYDELtargetsand interventions UYDEL choice of interventions and target groups are premised on practice wisdom that UYDEL has accumulated over 20 years of working with vulnerable young people. It is also informed by empirical evidence from national surveys including the Demographic Health Surveys, AIDS Indicator SurveyandInterventionresearchconductedbycredibleinstitutions.Interms ofthestatusofyouths,thefollowinginformationrelatestoourwork. 11.2millionUgandansareaged1024years(NationalPopulationand HousingCensus, % females and 12% males aged 1524 have had sexual intercourse beforeage15(ugandaaidsindicatorsurvey,2011). Nearly 78% of the population is aged 1830 years (Uganda DemographicandHealthSurvey,2011). Nearly half (48%) of all Ugandan orphans are a result of HIV/AIDS (Orphans and Vulnerable Children Situation Analysis Report, 2009) 18,000 children trapped in commercial sexual exploitation including child prostitution, child trafficking and pornography (Commercial SexualExploitationofChildrenstudy,2011). ~6~

Atotalof1,197youngpeoplereceivedservicesatUYDELDropincentersout of which 384 young people were provided with temporary shelter at Masoolirehabilitationcentre. 3. A total of 385 young people (165 males and 220 females) received vocationalskillstrainingatmasoolirehabilitationcenter boys accessed safe medical male circumcision services from the MakerereUniversityHospital. 5. The project works with duty bearers (including local leaders, district/division officials, Police, parents, pimps/traffickers,employers,judiciary)toreachyounggirls(aged1318)and women (aged 1924) engaged in sex work, boys, men and childrenof sex workers.theprojectspecificallyintendsto promotetherightsandsocio economic empowerment of vulnerable young people, especially girls and womenengagedinsexwork,andtheirchildren,intheslumsofkampalacity by2016. 13 LinkUpProject UYDEL,withsupportfromtheCommunityHealthAllianceUganda(CHAU)is implementing a Link up Project aimed at Promoting better sexual and reproductive health and rights for young people most affected by HIV in Kampala, Mukono and Wakiso District. The Project is contributing to reduced unintended pregnancies, HIV transmission and HIVrelated maternal mortality amongst young people affected by HIV (aged 1024) through increased access and expansion in availability, accessibility and utilization of quality youth friendly and age appropriate SRHR and HIV services.inorderforuydeltoachievethisgoalcreatedpartnershipswith the local leadership in the communities as well as make referral linkages with other existing Service Providers both Government and NGOs/CBOs in theprovisionofthatareprovidingsti,fphiv/artcareandtreatmentto sexworkersandotherkeyyoungpopulationsthroughpeerledoutreaches andhealthfacilities. MajorprojectAchievements Atotalof662youngpeopleweresensitizedandtrainedasrolemodels inprotectingandpromotingthesrhrofyoungpeopleaffectedbyhiv aged1024. Atotalof2,357youngpeople(1,192malesand1,165females)aged 1024affectedbyHIVwerereachedwithintegratedHIV/SRHRservices inafacilitybasedsetting. Atotalof537servicedeliverypointsthatofferintegratedHIVandSRH servicestoyoungpeopleaged1024affectedbyhiv. This shows an increase in the number of community outreaches and service delivery points away from the usual static health service centers. This serves to bring SRH services closer to the target population. A total of 1,308 registered cases of completed referrals made by ~13~

15 UPLIFTProject Introduction UYDEL with support from World Vision Uganda (WVU) is implementing the Urban Program on Livelihoods and Income Fortification and Sociocivic Transformation (UPLIFT) project. The UPLIFT youth project is a four year project( )withtheaimtoincreaseaccessibilityandutilizationof SRHRinformationandservicesamong3,500youngpeopleaged1325years inmakindyeandnakawadivisionsofkampalacityby2017.thisprojectis gearedtowardsstrengtheningofsexualandreproductivehealthservicesat CommunityandHealthFacilities. MajorAchievements Established2youthdropincentres;onelocatedinKibuyeParishNkere Zone in Makindye and a second located in lower Banda near railway andkinawataka. 50 local leaders (38 male & 12 female) were oriented on UPLIFT Project,andtheirrolesandresponsibilitiesstipulatedincombatingsex workamongyoungpeople. ~15~

16 40PeereducatorswererecruitedandtrainedinSRHRforfive(5)days byuydelsocialworkers. 300slumyoungpeople(150inNakawaand150inMakindyedivision) were identified, assessed using the vulnerability index tool and providedwithpsychosocialsupportservices. 18 TheIntegratedResponseAgainstChild TraffickingProject(IRACT) This is a project funded by Terre des Hommes Netherlands through a consortium of four partners (FIDAUganda, ANPPCAN Uganda Chapter, Makerere University Social Work Department and UYDEL) in Greater Kampala, Moroto and Iganga districts from April 2014 to December Thisprojectaimsatstrengtheningmeasuresthatraisenationalandregional consciousness and capacity to deal with child trafficking, reverse attitudes andpracticesthatsupporttheviceandextenddirectserviceprovisiontothe survivors and families of survivors. The project also aims at developing an evidence base on child trafficking, facilitate knowledge transfer and disseminatebestpracticesbydecember2015. Underthisproject,UYDELisresponsibleforachievementofObjective3:To withdrawvictims,provideinterimcareandreintegratesurvivors,andextend supportservicestotheaffectedfamilies,ofchildtraffickinginthreetargeted districts. ~18~

Majorprojectachievements A total of 77 children (42 females and 35 males) were rescued from traffickingwithmajorityinagegroup1617years. A total of 77 children (42 females and 35 males) were provided with victimsupportservices(counseling,psychosocialsupport,medicalcare, basic necessities, life skills sessions, business skills sessions, sports, music dance and drama sessions, family tracing, reintegration and resettlementwiththeirfamilies. Standard Operating Procedures (SOPs) for assisting child victims of trafficking were developed and validated by the National Taskforce againsthumantrafficking. Casestudy BakiitaJosephineaged17yearswasavictimofchildtraffickingthat wasrescuedbykawempepolicestation.shewastraffickedfromlalia NimuleinnorthernUgandabyhereldersister sfriendwithpromises of school fees in return with domestic work. She was brought to KampalainJanuary2014andstayedinKawempewithemployer.The employerpaidherforonlyonemonth(40,000/=)andfailedtopayher for the remaining months. After 3 months, Josephine escaped from Kawempefromheremployersoastofindmeansofgoingbackhome duetoabuseandexploitationbytheemployer. However she did not have transport to reach home and when she reachedaruapark,thebusoperatorsrefusedtotakeherbecauseshe didnotevenhavecontactsforhereldersister.asaresultsheremained in the park at night and was raped by 3 men. The next morning she decidedtomovebacktoheremployerbecausenobodycouldhelpher. As she reached there, the abuse was doubled. After April 2014, she ~19~

20 found out that she had missed her menstruation periods and was pregnant.heremployergottoknowaboutitandstartedchasingher awayfromhomeandevenstarvingher.itwasearlythismonthinthe second week of September that a police officer rescued her after observinghersleepinginthekitchenbecausetheemployerlockedher houseandwentupcountryinpaidha.shestayedatkawempepolice station for one week and later on 24 th September 2014 she was withdrawnandbroughttouydel. She opened up and explained her case, so the doctor conducted medical examination and she was 4 months pregnant. He therefore recommendedthatjosephineberesettledbackorreferredtoanother organization for services in line with pregnancy. We conducted counselingbutshewassoemotionalandtraumatizedandwantedto run away from the centre as she felt that she would not fit in the environmentwithotherchildren.weproposedtoreferhertowakisa Ministries where they handle crisis pregnancy but she refused and opted to go back home and meet her sister for support. As a result thereforewerespectedherdecisionandsoon27 th Septembershewas takentobusparkandboardedabusbacktonimule. ~20~

21 KampalaYoungPeople sinitiativetowards DrugAbusePreventionInSlum Communities UYDEL implemented a one year project supported byunodcand DAPC entitled Kampala young people s initiative towards drug abuse prevention in slum communities. The goal ofthisprojectisto empower 40young people to become the initiators of the drug abuse prevention programmers in their slum communities and to make young people appreciate andapply theinternationalstandards on drug use prevention. This project has been looking at young people who can be empowered to prevent and disseminate information on drug abuse prevention.themajorpurposeforthesettingupofthispeerledprojectwas duetotheincreasedcasesofdruguseamongtheyoungpeople in most of Kampala slum communities. In order to ensure active and not passive participation of thepeers, most of the activities under this project were based on the concept of Participatory Inquiry in Practice where young people, being considered as knowledgeable of what really happens in their lives and that of thepeople in the same age group, are trained in the running of the prevention activities with minimal guidancefromsocial workers. Majorprojectachievements 40 young people were identified and selected to participate in the project implementation process. The project worked with the peer educatorsasrolemodelsindrugabuseprevention,peersparticipated inresearch,designingdrugpreventionmessagesandweretrainedon how to use face book as social media for communication and school outreaches. Young people are now knowledgeable and if equipped with the skills tofighttheviceofdrugabuseandtheycan extend the knowledge to others. Peers under the project are using interactive activities which ~21~

22 they findbetterandfunwithusingsocialskillstopreventdrugsamong themandotheryoungpeople. Peer educators participated in seven (7) secondary school outreach programmes to educate students about drug abuse prevention and waysofpreventingviolenceincommunities. 23 AntiChildTraffickingProject ThisprojectwassupportedbyUnitedNationsTrustFundonContemporary Forms of Slavery to rescue, withdraw, rehabilitate and reintegrate children (1217 years) who are victims of trafficking, abuse and exploitation. The projecttargetedchildrenaffectedbyabuseandexploitationinallitsforms butparticularlytrafficking,commercialsexualexploitation,childlabourand childsexualabuse. The children were provided with direct assistance services using an integrated approach through assessment, temporary shelter, Psychosocial support and counseling, Treatment and care services, basic necessities, Indoorgamesandsports;Vocationalskillstraining;Musicdanceanddrama; Jewelrytherapy;TheBehavioralChangeSessions;familytracingandreunion withtheirparents. Projectresults: 50recuedchildvictimsoftraffickingwereprovidedwithfriendlypsycho socialsupportservices(medicalcare,temporaryshelter,counselingand livelihoodskillstrainingandreintegrationwiththeirfamilies) Increased community awareness on child trafficking and exploitation through dissemination of IEC materials and community dialogues reachingouttocommunitystakeholdersandlocalleaderstoeffectively prevent,identify,reportandsupportsurvivorsofchildtrafficking. ~23~

DelayingUnderage Drinking andhivrisksresearch project Thisresearchprojectispartofalargerprojectthatisfundedbythe U.S.Government(NationalInstitutesofHealth)throughGeorgiaState University, Atlanta USA. This project aims to understand how stakeholders can delay alcohol use and better address the link between alcohol use and HIV transmission among vulnerable youth wholiveintheslumsofkampalaandinsimilarsettings.theproject alsoaimsatdesigninganinterventiontoreduceunderagealcoholuse andtoaddressthelinkbetweenalcoholuseandhivamongyouthin theslums. ProjectAchievements The Georgia State University team in collaboration with the UYDEL teamconductedastudy HighRiskBehaviorsamongVulnerableYouth Living in the Slums of Kampala, Uganda. This cross sectional youth survey covered 1,134 Youth ages 1218 years but also included environmentalscansofalcoholmarketingandyouthfocusgroups. TheteamconductedadisseminationworkshopinJune2014 at HotelAfricanawhereProf.MonicaSwahnpresentedpreliminary ~24~

25 findingsfromthecrosssectionalyouthsurveyandenvironmental scansofalcoholmarketing. The research team conducted NGO leaders survey and NGO leaders focus groups in Uganda and East African region. They discussedissuesofyouthdrinking,alcoholmarketingandthelink between alcohol use and HIV. They also talked about the resourcestheymayfindbeneficialintheirworktoaddressrisky alcoholuseincommunities. 26 UgandaAlcoholPolicyAlliance(UAPA) Activities UYDEL as a member of UAPA participated in activities geared towards engaging policy makers to enact a Restrictive National Alcohol Policy and revision of current law to effectively regulate alcohol production, sale and consumptioninuganda. HenceUYDELparticipatedin; Undertaking a baseline assessment survey about underage alcohol consumption in Uganda and a report is available for advocacy interventions. Mediatrainingandengagementmeetingtosensitizemediaaboutthe needforalcoholregulation. No Alcohol day celebrations that involved major stakeholders in the fieldofalcoholregulationindecember2014. Stakeholder s workshop engaging policy makers and Members of Parliamentinabidtopushforreformsinthealcohollawsandpolicies inuganda. Television talk show on NTV about magnitude of alcohol and drug abuseamongyoungpeopleinuganda. UAPAcommemoratedtheUNDayagainstdruguseandillicittrafficking throughapressconferencetocreateawarenessaboutuapaactivities on26thjune2014. UAPA conducted a prevention science workshop aimed at equipping memberswithastrongfoundationforthedevelopmentanddeliveryof effectivepreventioninterventionsandpolicies. ~26~

28 Completionofconstructionof AdministrativebuildingatMasoolicenter UYDEL greatly appreciates the financial support from OAK Foundation that enabledthecompletionoftheconstructionoftheadministrativebuildingat Masoolicenter.Thisbuildingshallcontributetotheactualrehabilitationof young people in terms of six counseling rooms, one computer/resource center,socialworker sofficesandresidentialroomsonthesecondfloor.the officeswereequippedwith70officechairs,tables,6desktopcomputers,1 LCDprojector,and1plasmatelevision51. ~28~

30 UYDELRepresentationatInternational forumsandconferences: TheWorldForumAgainstDrugs(WFAD) Mr. Kasirye Rogers and Mr. Mutaawe Rogers attended the WFAD in May 2014inStockholmSweden.ThecongresswasopenedbyHerMajestyQueen Silvia of Sweden. The forum had topics on the efficacy of drug treatment courts,howdrugtreatmentandcriminaljusticesystemworktogetherinand afterprison?andthechallengeofensuringthatdrugtreatmentservicesare focused on recovery. Mr. Kasirye also had an opportunity to briefly share about UYDEL activities supported previously by Mentor Foundation and IOGTNTO. During the congress, Mr. Kasirye was reelected as the Board memberrepresentingafrica. 31 TrainingsinUniversalPrevention Curriculum Mr.KasiryeRogerswasselectedbytheColomboPlantotrainasatrainerof trainers using the Universal Prevention curriculum for Substance Use Training. These trainings were variously held in Malaysia, Singapore and SouthAfricaandhehasheldaseriesoftrainingswithstaffandteachersin the application of this information. The content mainly focuses on what works in drug prevention, school based prevention interventions, and environmentpreventioninterventions. 32 TheWorldConferenceonYouth2014 Ms. Nakirijja Deborah represented UYDEL during the World Conference on Youth2014tookplaceinColombo,SriLankaMay6toMay10,2014which was sponsored by the United Nations and the Sri Lankan Government (Ministry of Youth Affairs and Skills Development). The theme of the Conference was mainstreaming Youth in the post 2015 development Agenda. 33 TheEuropeanAlcoholPolicyYouth Conference(EAPYC) Mr.MutaaweRogersattendedthisconferenceinDecember2014inBursa, Turkey.Thisinternational conferenceaimedatofferinglearning experience andnetworkingwithpractitionersactiveinthealcoholworkfieldtoyoung peopleacrosstheworld.theeapycaimedatraisinginterestamongyoung peopleaboutprevention ofalcoholrelatedharmandalcoholpolicyandto empowertheparticipantswiththenecessaryskillsandcapacitiesinorderto effectivelyworkonthefieldofalcohol.theforumprovidedanopportunityto gainadeeperunderstandingofevidencebasedalcoholpolicyprogramsand good practices based on research that had been conducted in other countries. The conference was organized by Civil Life Association and the AlcoholPolicyYouthNetwork. ~33~

She was attached to a Washington D.C based organization Fair Girls and acquired skills and knowledgeinpreventioneducationwithaparticularfocusontraffickingin Personsforsexualexploitation. Under the Community Solutions Program, Anna also attained relevant knowledge and skills in leadership/ Management/ Networking from the Online Community Leadership Institute conducted with professionals from the George Mason University. Within the same fellowship, Anna was nominatedandparticipatedintheglobalfreedomexchangeprogrambeing implementedbyvitalvoices.herparticipationinthisprogramexposedher to good practices in Prevention of Human Trafficking and Gender Based Violence AnnaalsoattendedtheVirginiaRotaryClubmeetingorganizedbyMr.Dennis BusseyinRichmondVirginiaandmadeapresentationontheUYDELWater Project to the 7 representatives from 5 different Rotary Clubs in Virginia. ArrangementsarebeingmadetoFinalisethewatersiteplanandtoreview the roles and responsibilities of each partner that will be involved in the waterproject. ~34~
