1 Preventing Violence and Abuse: Prevent domestic abuse by challenging the attitudes and behaviours which foster it and intervening at the earliest opportunity to prevent escalation to a crisis point. Attitudes and behaviours that promote or condone domestic abuse become less prevalent. 1.1 Commission work to run focus groups in the community with young people to inform the development and delivery of an awareness campaign focusing on different aspects of abuse: e.g. is this you, that is not okay. KMDASG CYP Task Group Project to commence (subject to funds being secured) April. 1.2 To devise a calendar of awareness campaigns/messages to use to increase awareness of diverse domestic abuse issues such as honour based violence, male victims, elderly victims etc. KMDASG Training and Awareness Task Group 2. Effective process are in place to identify and support children and young people at risk of domestic abuse (via witnessing adults and/or own relationships) and to promote healthy relationships. 2.1 Kent HeadStart to utilise information from the Domestic Abuse Notifications (DANs) from Kent Police to support young people in the HeadStart project areas. 2.2 Development/Collation of a suite of tools for use when working with young people on a 1:1 basis. Rising Sun Domestic Violence and Abuse Service October To deliver holiday time and twilight sessions on DA for Education staff to enable them to support children affected by DA. People at risk of domestic abuse are identified and supported at the earliest opportunity. 3.1 Improve primary health settings response to DA by raising awareness of issues through GP protected learning events and newsletter. 3 3.2 All primary care staff with service user facing roles have sufficient knowledge to identify and respond to domestic abuse through access to training and education on domestic abuse issues. Domestic abuse training is delivered to all relevant practitioners, organisations and businesses. 4.1 Scope development of a range of alternative learning methods (webinars, podcasts, e-learning) to reach professionals not regularly participating in current face-to-face training opportunities. KMDASG Training and Awareness Task Group (to include LSCB reps) December 4.2 Review KMDASG Training Competence Framework to ensure that issues including elder abuse, carer, mental health, substance misuse, honour based violence and forced marriage are addressed within training programmes. 4 Provision of Services: Provision of good quality interventions to meet the needs of a diverse range of victims and their families. Who will produce and report on outputs T/scales 5. People experiencing domestic abuse access effective support which meets their needs. 5.1 Continuation of multi-agency support within the local community based domestic abuse one stop shops. Local DA Forums / CSP subgroups Ongoing 5.2 Production of referral pathways information which includes information on service thresholds. KMDASG Workshop led by KMDASG Operational Chair June 6. Improve the health response to domestic violence and abuse. 6.1 Finalise the Health Audit tool following pilot at QEQM Hospital and distribute to other health settings across Kent and Medway; Evaluate tool and feedback results to inform training developments identified. KMDASG Health Sub Group April Interventions are designed/ commissioned based on evidence of what works to keep people safe. 7.1 To commission multi-agency funded integrated domestic abuse service in Kent. Commissioning Kent County Council 7.2 To explore opportunities to expand/link integrated domestic abuse service with other services such as Children and Perpetrator work. Commissioning Kent County Council Oct Commissioning Medway Council
5 7.3 To monitor the implementation of the integrated domestic abuse service with particular emphasis on outcome developments and consideration of commissioning a longitudinal study to add to evaluation. Commissioning Kent County Council April 2018 onwards 7.4 To ensure local commissioning arrangement comply with the National Standards Framework when this is published by the Government. All Commissioners
6 Partnership Working: Improved links to other areas of safeguarding, improved risk mitigation, and needs led interventions for victims, children and perpetrators, supported by commissioning frameworks. Who will produce and report on outputs Timescales 8. Resources are identified across all agencies that can contribute to tackling domestic abuse and allocated to maximise efficiencies and costeffectiveness. 8.1 Review of governance, structures and accountability of all boards including LSCB, CSP, Adults. Also to consider business support needs of all boards and functions that can be shared or rationalised. KMDASG Executive Chair in partnership with other Board Chairs 9. Effective and consistent performance management through exception reporting at the KMDASG. 9.1 Development of a quality assurance framework; dashboard of performance indicators for all partners to report into to support understanding of DA need by area. Business Support (following on from 8.1) April Effective sharing of lessons learned through service evaluations and Domestic Homicide Reviews Learning is shared through the development of a joint communication strategy to cascade learning across boards and agencies KMDASG Training Task Group June
7 Pursuing Perpetrators: Take effective sanctions against perpetrators and support sustainable behaviour change, to reduce reoffending. Who will produce and report on outputs Timescales 11. Relevant professionals are more confident in identifying perpetrators or those at risk of becoming perpetrators and refer them to appropriate interventions Conduct review of the approaches/options when working with perpetrators: to include first time offenders; early help on understanding healthy relationships. To then produce guidance for professionals on how to work perpetrators. KMDASG Perpetrator Group June Perpetrators are held to account through appropriate criminal justice processes Review of the Specialist Domestic Violence Courts (SDVCs) and development of new SDVC Protocols. Kent Criminal Justice Board SDVC Working Group Nov Positive messages regarding the assistance that is available to support vulnerable victims through the criminal justice system are cascade through media messages. Higher numbers of perpetrators access interventions to address their behaviour and other factors contributing to it, and changed their behaviour to avoid repeat perpetration Learning from the Autumn 2016 pilot 12 week community perpetrator programme is utilised to inform development of work in and beyond.
