3 NOTICE INVITING QUOTATION 1. Quotations in the prescribed form are hereby invited in two bid system on behalf of the Chairman, Airports Authority of India, for engagement of accredited certifying body for IMS (ISO 9001:2015 QMS, ISO14001:2015 EMS AND OHSAS 18001:2007) certification for Fire Service Training Centre, Kolkata. 2. Quotation document consisting of conditions of contract, specifications and the schedule etc., can be obtained from the office of the Principal, Fire Service Training Centre, Kolkata between the hours of AM and 5.00 PM every day except on Saturdays, Sundays and public holidays w.e.f (Application for extension for opening and evaluation will not be entertained by AAI. AAI reserves the right for extension of dates in this regard). 3. The complete set of Quotation document can also be downloaded from the website of Airports Authority of India & and submitted to the above office by the due date. 4. Quotation should be placed in sealed Master Envelope with the name of the work written on the envelope, will be submitted to the Principal, Airports Authority of India, Fire Service Training Centre, Narayanpur, Kolkata up to 1500 hrs on or before and will be opened on at 1530 hrs. 5. Mode of Submission: Quotation shall be submitted in two separate sealed envelopes and both envelopes should be sealed in a single envelope. Envelope- A: - TECHNICAL BID - shall be superscribed as TECHNICAL BID on top side right corner. Which should contain all the documents (self-attested) listed in point No. 6 of NIQ. Envelope- B:- FINANCIAL BID -shall be superscribed as Financial Bid on top side right corner and Financial Bid to be filled as per Annexure-II. AAI s quotation duly signed in all pages shall also be submitted with the FINANCIAL BID. Both Envelopes A & B shall be placed in a separate Envelope and shall be superscribed as Engagement of accredited certifying body for IMS (ISO 9001:2015 QMS, Page 3 of 10

4 ISO 14001:2015 EMS AND OHSAS 18001:2007) certification at FSTC, Kolkata so as to reach the address mentioned above not later than till 1500 Hrs. Technical Bid (Envelope- A) will be opened first and on conformity of Accreditation and other conditions mentioned below in point No. 6 of NIQ, the Financial Bid (Envelope-B) will be opened, if technical bid is not in conformity to the requirements as specified, the quotation will be rejected and the financial bid will not be opened. 6. Following documents are required to be submitted along with Technical Bid (Envelope-A):- a. Self attested photocopy of Firm / company registration certificate. b. Self attested photocopy of Permanent Account Number (PAN). c. Self attested photocopy of Valid Goods and Service Tax Registration certificate d. Self attested photocopy of accreditation certificate issued by NABCB(QCI) e. Self attested Photo copy of Power of Attorney / Authorization letter for signing tender document, if applicable, f. Duly signed Letter of Unconditional Acceptance (Annexure-I). g. Self attested photo copy of Proof of experience of similar works done for the last 02 years (copies of work orders). Non submission of any of the aforesaid documents mentioned in 6 (a) to (g) or, submission of any of the aforesaid documents in a manner which is in non-conformance with the relevant clause of the tender document shall be rejected out rightly. 7. Envelope-B (Financial Bid): All rates should be quoted in the format given in Annex-II & shall be inclusive of GST and all other charges in the format provided in NIQ inclusive of the following a) Conduct document review and one day pre-assessment audit including application fee if any. b) Certification Audit and Re-audit if any. c) Certification Fee d) 1 st and 2 nd (annual) Surveillance audit (during the certification period) e) Other incidental charges including boarding, lodging, travelling expenses. AAI is not responsible for arrangement of travel, boarding and lodging or other incidental expenses of auditors. Page 4 of 10

5 8. Eligibility Criteria: As mentioned in technical bid, point No.6 of NIQ & following prescribed point. a. The certifying body should have accreditation from National Accreditation Board / registered with Quality Council of India. The accreditation should be valid at the time of certification. b. The certifying body should be authorized to issue ISO 9001:2015 and ISO 14001:2015 certification for the scope of airport / airport related functions, either by NABCB or by any International Accreditation Body. The Certifying Body should be operating in India with full fledged office. c. Should have accreditation certificate issued by NABCB.(QCI) 9. Work Period: 36 Months from the date of commencement of Work. Note: Expected time schedules: Conduct document review and one day pre-assessment audit within 2 weeks of work order. Certification Audit and / or Re-audit if any. Certification Audit is expected to be completed within 30 days of work order. 10. The acceptance of a quotation will rest with the Competent Authority, Airports Authority of India who does not bind himself to accept the lowest quotation and reserve to him the Authority to reject any or all the quotations received without the assignment of any reason. All the quotations in which, any of the prescribed conditions are not fulfilled or incomplete in any respect are liable to be rejected. 11. No advance payment will be made by Airports Authority of India, Fire Service Training Centre, Kolkata. If re-audit is required, AAI will not pay any additional charges. 12. The date & time of opening financial bids shall be intimated latter to parties who qualify in technical bid. 13. Bidder firm shall not change or alter or Modify, in any way the language/contents of Annexure-I. Any bid submitted with changed/altered/modified Annexure-I or Non submission of this document, shall be liable to be rejected. 14. AAI may seek clarifications on details or any other information deemed Page 5 of 10

6 necessary. The queries raised should be replied positively within the time specified, failing which the evaluation will be done on the basis of the information available. 15. Financial Bid, only for the bidders found technically qualified by AAI shall be opened. Date and Time of opening of financial bid shall be notified to successful bidders. 16. No correspondence shall be entertained from the bidders after opening of Financial Bid of the Tender. Date of acceptance and opening of tender can be extended at the sole discretion of the AAI. 17. Award of Contract : a. The acceptance of the tender will be intimated to the successful bidder. b. AAI shall issue the work order to successful bidder who shall return one copy of work order within seven working days as a confirmation to acceptance of terms and conditions of work order duly signed by him on each page of the order. c. AAI shall be the sole judge in the matter of award of contract and the decision of AAI shall be final and binding. 18. Execution of Works: The works shall be carried out under the supervision of the MR (ISO), AAI, Fire Service Training centre, Kolkata according to the terms and conditions of the contract. 19. Completion Period & Defects Liability The completion period of contract is 36 Months from the day, which shall be reckoned from the date as specified in award letter. 20. Payment Terms a. Income Tax Deduction: The taxes will be recovered from each running bill of the contractor as per the prevailing government rules at the time of payment. b. The fees will be paid on completion of each of the work as per the below table. Page 6 of 10

The contractor shall carry out the job as per specifications of the Authority and to their entire satisfaction. In case of complaints either as regards the nature of service or the personnel doing the same, the Authority will intimate to the contractor who shall attend to and sort out the complaints promptly. 2. The contractor s representatives and employees of the contractor shall abide by the Rules and Regulations of the Authority while performing their job in the said premises. 3. AAI shall have the right to terminate the contract if the service provided by the contractor is not found satisfactory after giving 30 days notice. BRIEF ABOUT FIRE SERVICE TRAINING CENTER, KOLKATA Fire Service Training Centre is premier training centre in the field of aviation fire and rescue service which works towards developing the professional skill and upgrading the knowledge of rescue and fire fighters. FSTC conducts basic training course & others advance course for AAI employee and private candidates. All courses are residential courses. Campus area of FSTC is (appox.) sq feet.administrative block, canteen, generator room, stores, garages and two hostel buildings are in the FSTC campus. 1.
