INTRODUCTION 1.1 Many of the licence conditions attached to the standard nuclear site licence require, or imply, that licensees should make arrangements to comply with regulatory obligations under the conditions. The Office for Nuclear Regulation (ONR) inspects compliance with licence conditions, and also with the arrangements made under them, to judge the suitability of the arrangements made and the adequacy of their implementation. Most of the standard licence conditions are goal-setting, and do not prescribe in detail what the licensees' arrangements should contain; this is the responsibility of the duty-holder who remains responsible for safety. To support inspectors undertaking compliance inspection, ONR produces a suite of guides to assist inspectors to make regulatory judgements and decisions in relation to the adequacy of compliance, and the safety of activities on the site. This inspection guide is one of the suite of documents provided by ONR for this purpose. 1.2 The UK is a member of three international reporting systems for exchanging information on safety related operating experience from nuclear installations. The objective of these systems is to contribute to improving the safety of civil nuclear installations worldwide by providing timely and detailed information on lessons learnt from events and other experience. The principal systems are set out in the following table. Name Description Scope IRS International Reporting System for Operating Experience Nuclear Power Plants FINAS Fuel Information Notification and Analysis System Fuel Cycle Facilities IRSRR Incident Reporting System for Research Reactors Research Reactors 1.3 These systems are operated by the International Atomic Energy Agency (IAEA) and OECD-Nuclear Energy Agency (NEA) on behalf of Member States (MS). Members of these systems participate in meetings and working groups organised by the IAEA or NEA and through various web-based databases. The IAEA hosts and maintains the computer systems and publishes various guidelines and user documents. Appendix 3 lists some of the other databases for Operating Experience that are hosted by IAEA or NEA. 1.4 Each system is coordinated within IAEA Member States by a government appointed National Coordinator (NC). The role of the UK NC is outlined in this guide. 2. PURPOSE AND SCOPE 2.1 The purpose of this document is to outline the arrangements within the ONR in relation to the use of the principal international feedback systems through the appointment of national representatives who coordinate UK input. This is set in the context of the other organisations with an interest in the systems, and participants who contribute to the use of them in the UK. 2.2 The document outlines the interface arrangements for the exchange of information with other participating organisations. These include other UK Government departments, civil nuclear licensees and the IAEA. 2.3 Active participation in systems such as IRS and FINAS facilitates compliance with UK obligations under the Convention on Nuclear Safety (CNS) and the Joint Convention (JOC). In particular the CNS states (under sub paragraph vii to Article 19, Operation) that: Each Contracting Party shall take the appropriate steps to ensure that: TRIM Ref: 2016/84953 Page 2 of 11
3 programmes to collect and analyse operating experience are established, the results obtained and the conclusions drawn are acted upon and that existing mechanisms are used to share important experience with international bodies and with other operating organizations and regulatory bodies. 3. ROLES, RESPONSIBILITIES AND INTERFACE ARRANGEMENTS 3.1 Role of Department of Business, Energy and Industrial Strategy (BEIS) 3.2 The lead Government Department for interface with IAEA, and thus IRS, FINAS and IRSRR matters, is the Department of Business, Energy and Industrial Strategy (BEIS). The UK National Co-ordinator(s) (UKNC) for the IAEA systems are appointed through consultation and agreement with BEIS; in the UK this individual is appointed from the ONR. Nominations or changes to the individual undertaking the UKNC roles should be made through BEIS and the permanent UK Mission to the UN Organs in Vienna. 3.3 Role of the Office for Nuclear Regulation (ONR) 3.4 The UK has adopted the approach of appointing the UKNC from within the ONR. It should be noted that the appointment of the UKNC by BEIS and the duties undertaken under the roles, is independent from ONR s normal regulatory responsibilities. Appointments to working committees of the NEA are made by ONR. 3.5 The principal UKNC roles are usually (but not necessarily) held by the same Inspector. The responsibilities of the three UKNC roles for IRS, FINAS and IRSRR are as follows: Represent the UK at relevant IAEA and NEA meetings. Monitor the information provided by licensees on events at UK licensed nuclear installations to ONR. Establish and maintain arrangements to ensure that relevant overseas event reports are received and promulgated within the UK. Enable the promulgation of relevant overseas reports within the ONR Knowledge Management and Regulatory Intelligence functions. To review UK events with relevant licensees to identify candidate events for communicating to the international community through IRS, FINAS or IRSRR, with selected events to be submitted by the UKNC. Prepare and, if necessary, present information relating to IRS and FINAS to the OECD CNRA Working Group on Operating Experience (WGOE). Maintain lists of registered UK users of the three databases. Review requests for access to the three databases by personnel in the UK and advise IAEA of personnel to be given access to one or more of these databases. Advise all UK personnel who have been given access of the limitations for the use of the event information in the three databases. Where necessary identify improvements to systems for collecting and feeding experience back to ONR and industry. The UKNC may also provide training to other UK users of the web-based systems. 3.6 Role of Nuclear Site Licensees 3.7 ONR expects Licensees to make arrangements for the analysis and reporting of Operational Feedback including International feedback where relevant, Ref. 1. Participating Nuclear Licensees should nominate an individual as the primary contact for all discussions relating to IRS, FINAS or IRSRR matters. 3.8 There is no UK-wide review group for IRS, FINAS and IRSRR participants, such as the Operational Experience Liaison Group. 4 discussed during both routine and ad-hoc screening meetings held with the UK licensees. The National Coordinator may invite Licensees to participate in working parties or other meetings in international or local groups. 4. INTERFACE WITH THE IAEA 4.1 The principal inputs to these systems are made though the web-based databases and through meetings arranged either regularly or on specific topics. The IAEA and NEA arrange publication of minutes and various topic reports for sharing between MS. The principal computerised systems are operated by the IAEA and available to registered users via the internet. The IAEA provides User s Manuals containing procedures for using the systems (Refs. 2, 3 and 4). IRS, FINAS and IRSRR reports are disseminated via an notification internationally to all registered users of the systems. 4.2 The IAEA also produces more general Guidelines for MS on the 3 systems, including criteria to assist judgement on whether to report an event. They also provide training to NCs in the application of their systems The IAEA system coordinators periodically convene an Event Review Group (ERG) in Vienna which screens events submitted before placing them formally onto the systems. 4.3 The IAEA s system co-ordinators periodically (usually annually for IRS and biannually for FINAS and IRSRR) invite the UKNC to a Technical Committee meeting of National Coordinators. 5. ONR PROCEDURE AND GUIDANCE 5.1 General 5.2 Events notified to UK through the IRS, FINAS and IRSRR systems are captured by ONR s OPEX arrangements for screening, analysis and dissemination as appropriate. It should be noted that a large number of personnel within the UK licensees organisations and ONR have direct access to the IAEA databases. 5.3 The UKNC should carry out initial screening of events from nuclear installations through review of notifications of incidents and events to ONR through INF 1 reports and analysis of trends to identify potential events for inclusion as IRS, FINAS or IRSRR reports. Provisional INES ratings are a useful indicator of the nuclear safety significance of events. Any potential candidate events should be noted for tabling at screening meetings or discussions with licensees representatives. Candidate events for inclusion as IRS, FINAS and IRSRR reports are selected on the basis of categories and criteria set out in the Appendices to the relevant IAEA Guidelines document (Refs. 5, 6 and 7). The principal criterion for selection is the potential for new learning to be gained. 5.4 IRS 5.5 The UKNC for IRS should convene regular (approximately every six months) screening meetings with reactor licensees, i.e. EDF Energy Nuclear Generation; Magnox Ltd and EDF NNB GenCo Ltd. The UKNC should determine when it is appropriate for potential licensees to participate in these meetings. In addition, an update teleconference is normally held midway between screening meetings 5.6 The purpose of the screening meetings is to review information related to operating experience and events contained in their records and agree to potential candidate events for communication to IAEA IRS. Following the meeting the licensee forwards TRIM Ref: 2016/84953 Page 4 of 11
5 the relevant information to the UKNC for entry onto the Web Based IRS (WBIRS) database. The report format should be in the IRS style (see Appendix 1 for template). The UKNC should review and agree any changes to the candidate reports with the relevant licensee before submitting to WBIRS. 5.7 FINAS 5.8 The UKNC for FINAS should convene annual screening meetings with fuel cycle licensees, i.e. Dounreay Site Restoration Ltd., Urenco, Springfields Fuels Ltd., Sellafield Ltd., and EDF Energy Nuclear Generation. These are normally held by teleconference, with an update teleconference midway between screening meetings. 5.9 The purpose of the screening meetings is to review information related to operating experience and events contained in their records and agree to potential candidate events for communication to IAEA FINAS. Following the meeting the licensee forwards the relevant information to the UKNC for entry onto the Web Based FINAS (WBFINAS) database. The report format should be in the FINAS style (see Appendix 2 for template). The UKNC should review and agree any changes to the candidate reports with the relevant licensee before submitting to WBFINAS IRSRR 5.11 The UKNC for IRSRR should monitor notifications of events relevant to IRSRR to select potential candidate events for submission to IAEA. The UKNC should agree the list of events with the licensee and ask for a report. The UKNC should review and agree any changes to the candidate reports with the licensee before submitting to the Web Based IRSRR (WBIRSRR) database. However, it should be noted that there is only one civil zero power research reactor in the UK (Imperial College s at Ascot), which has been defueled, so it is unlikely that candidate events will emerge. To date, the UK has not reported any events to IRSRR Submission of Event Reports 5.13 The process of submitting an IRS, FINAS or IRSRR report to IAEA though the webbased application is outlined in the relevant User s Manuals (Refs. 2, 3 and 4) After submission to IAEA the event reports are reviewed by IAEA. Should IAEA require further information, clarification or amendments to information on a particular event or other information, this will be communicated to the UKNC by the IAEA s IRS, FINAS or IRSRR coordinator. Any significant changes or requests for further information should be discussed with the relevant licensee before the UKNC responds to the IAEA UK Users 5.16 A list of registered UK users is available on the IRS, FINAS and IRSRR databases. This listing should be maintained by the UKNC. Only the systems administrator in IAEA can add or remove registered users, all changes to the UK list should be notified through and approved by the UKNC IRS, FINAS and IRSRR Reports are not to be used by the recipients for further distribution, in particular for public information. Consequently, these reports are generally classified as Restricted in order to encourage open and timely exchange of information. The restriction applied to the distribution of IRS, FINAS and IRSRR reports is justified by the detailed technical character of the information, which is provided by participating countries for official use by the international nuclear community. This is not intended to be equivalent to the superseded UK Government TRIM Ref: 2016/84953 Page 5 of 11
6 Protective Marking of Restricted. The UKNC is to advise new UK users of these limitations on the distribution of IRS, FINAS and IRSRR IAEA National Coordinators Meetings 5.19 The UKNC should participate in the periodic IAEA National Coordinators meetings.
