1 Local Wellness Policy (LWP) Illinois State Board of Education Nutrition & Wellness Programs Lindsay Blough

2 Legislative Background 2004 Child Nutrition and WIC Reauthorization Act Participating LEAs to establish LWP by SY Healthy, Hunger-Free Kids Act Local School Wellness Policy Implementation The HHFKA strengthens the requirements for the local school wellness policies and puts more emphasis on policy implementation, periodic review, and updates.

3 Implementation Timeline August 29, 2016 LEA s must begin developing a revised LWP. June 30, 2017 LEA s must fully comply with the LWP requirements.

4 School Wellness Policy A wellness policy helps create a healthy school environment. Nutrition education Food and beverages, not sold, but provided to students Physical activity Foods and drinks sold to students Nutrition promotion Food and beverage marketing Informing the community, leadership, and more

5 Wellness Policy Leadership & Committee LEAs must establish wellness policy leadership of one or more LEA and/or school official(s) who have the authority and responsibility to ensure each school complies with the policy. Required to identify the position title of the LEA or school official responsible for LWP oversight. Invite a variety of stakeholders to be involved.

6 Public Involvement LWP must permit: certain groups to participate in LWP development, implementation, review and updates: Parents Students School food authority representatives PE teachers School health professionals School board School administrators The general public

7 Making It a Team Effort Lots of people have a hand in supporting student health!

8 Nutrition Education LWP must include specific goals for nutrition education that promote student wellness. LEAs are required to review and consider evidence-based strategies in determine their goals. Activity Ideas: Integrating nutrition into health education classes Promote skill development Integrating nutrition into core subjects

9 Importance of Nutrition Education Gives students the knowledge, skills, and confidence to make healthy eating choices. Nutrition education may include: teaching about healthy meal patterns reading Nutrition Facts labels identifying sources of added sugars & saturated fats

10 Nutrition Promotion LWP must include specific goals for nutrition promotion that promote student wellness. Activity Ideas: Offering contest, surveys, promotions, or taste-testing Providing information to families to encourage consumption of healthy foods at home Posting nutrition and health posters

11 Physical Activity & Physical Education LWP must include specific goals for physical activity that promote student wellness. It is important for kids to have the opportunity to be physically active at school. Recommended physical activity for children and adolescents = 60 minutes or more each day.

12 Other School-Based Activities LWP needs to set goals for: Other School-Based Activities Activity Ideas: HealthierUS School Challenge Offer staff wellness training to inspire them to serve as role models Sponsor health fairs Incorporate school gardens, Farm to School

13 Evidence-Based Strategies LEA s are required to review and consider evidence based strategies in determining their goals for: Nutrition Education Nutrition Promotion Physical Activity and Other school based activities Evidence-Based Strategies are those that have been evaluated, studied and peer-reviewed.

14 Examples of Evidence-Based Strategies Smarter Lunchrooms Techniques Using creative names for fruits and vegetables and targeted entrees Training staff to encourage students to select fruits and vegetables Placing unflavored milk in front of other beverage choices Bundling grab and go meals that include fruit and vegetable items CATCH GO, SLOW, WHOA SPARK

15 Foods & Beverages Sold To Students Standards must be followed for all foods and beverages sold to students on the school campus during the school day that are consistent with federal regulations. School Meal Nutrition Standards and Smart Snacks requirements These are minimum requirements remember you always have the option to be more restrictive.

16 Nutrition Guidelines for all Foods LWP includes: Standards and nutrition guidelines for all foods and beverages available, but not sold. Examples include: classroom parties, classroom snacks brought in by parents or other foods given as incentives. Wellness policies must be consistent with: Meal pattern regulation Smart Snacks regulation

17 Keeping Fundraisers Healthy Include information on how to make fundraising efforts healthy and fun, such as: Walk-a-thons or fun runs Jump-rope-a-thon, dance-off, or dance party Selling fruits and vegetables Non-food fundraisers Help us come up with new ideas for a healthy fundraiser!

18 Policies for Food and Beverage Marketing LWPs must include policies that permit the marketing of only those foods and beverages that are consistent with the Smart Snacks standards. Would not apply to marketing that occurs at events outside of school hours

19 Examples Applies to: Exterior of vending machines Posters Menu boards Coolers Trash cans Cups used for beverage dispensing Does not apply to: Personal clothing Personal items Packaging of products brought from home Educational tools

20 Assessment Conduct an assessment of the LWP, at a minimum, every 3 years The results of the assessment must be made available to the public Assessment should determine: Compliance with the LWP How the LWP compares to model LWPs Progress made in attaining the goals of the LWP

21 Updates LEAs must update or modify the local school wellness policy as appropriate

22 Informing the Public LEAs are required to inform the public about the content and implementation of the local school wellness policy. Any updates to the policy must be made available to the public on an annual basis.

23 Recordkeeping LEA s must retain: The written LWP Documentation demonstrating compliance with community involvement requirements Documentation of the assessment conducted at least every 3 years, and Documentation to demonstrate compliance with the public notification requirements

24 State Agency Monitoring and Oversight Included as part of the State s administrative review of the LEA. At least once every 3 years

25 LEAs must: State Agency Monitoring and Oversight Provide a copy or appropriate web address of the current Local school Wellness Policy. Provide documentation to demonstrate how the public knows about the local school wellness policy. Showcase when and how they review and update their local wellness policy. Describe who is involved in reviewing and updating the Local school wellness policy. Demonstrate how potential stakeholders are made aware of their ability to participate in the development, review, update, and implementation of the Local School Wellness Policy.
