1 AAOMPT Business Meeting Minutes Salt Lake City, UT October 14 th, 2005 I. Welcome A. 5:00 pm Ken Olson, AAOMPT president welcomed the membership to the business meeting and reviewed the rules of order II. Approval of minutes from 2004 business meeting A. All in favor. Approved III. Approval of Agenda IV. A. All in favor. Approved Executive Committee Reports A. President Ken Olson 1. Discused president s mesage. See President s Mesage in Articulations. May/June Ken Olson will write history of AAOMPT with Joe Farrell B. Vice-President Ron Schenk 1. Thanked the academy for opportunity to serve. Will continue to work as liaison to Public Relations Committee C. Secretary Jake Magel 1. Report will come in form of the minutes of the business meeting D. Member at Large Stephania Bell 1. Deferred E. Treasurer John Childs 1. Presented to the academy the financial report. See Attachment 1 V. Special Reports A. Membership survey John Childs 1. See financial report and membership survey B. IFOMT- Michael Ritchie, IFOMT President 1. Rotterdam 2008 potential name change of IFOMT to IFOMPT will be discussed 2. EC Americas was mentioned as a way to help with communication between Canada and the US and to share knowledge World Congress of Physical Therapy will be in Vancouver, BC. Mr. Ritchie suggested that Vancouver may be a good place to start EC Americas 4. IFOMT membership standards: IFOMT will be meeting with each membership organization over the next 5 years to monitor the organization s membership standards. Australia and Great Britton will be first and will be used as templates for future monitoring visits. 5. Possibility of Web-based modules for patient education for revenue sharing.

2 VI. 6. Reinforced that the IFOMT serves the AAOMPT 7. IFOMT purchased C. JMMT John Medeiros 1. Thanked the academy for continuing to support the Journal of Manual and Manipulative Therapy. 2. New editor Peter Huijbregts 3. Mr. Medeiros has been promoting the journal at various conferences 4. Hired web designer for web based journal for past and current editions. May be available soon 5. Encouraged the membership to be proactive in informing the AAOMPT of address changes so individuals will not miss JMMT D. APTA Credentialing Committee - Patti McCord 1. Reviewed 4 fellowship programs past year 2. 2 programs became credentialed a. Sports Medicine of Atlanta. a. Director, Bob Duvall b. Institute of Manual Therapy a. Director, Phil Sizer 3. Extended the seat on credentialing committee with APTA until Manual therapy fellowships must have a minimum of one written exam and 2 patient exams E. Orthopaedic Section Bil O Grady 1. OCS Standards a. Will dialogue with ABPTS b/c definitions of OCS standards seem to have changed b. Try to develop ICS manual targeted subject matter experts. Getting process moving 2. Nominations open for ortho section director and nominating committee chair 3. Black Tie and Roses ceremony renamed to Rose Awards Ceremony. Ceremony shortened to attract more people to the function Committee Reports A. Practice Affairs Bill Boissonnault B. Conference/Education Dave McCune/Marci Swift 2. Next year/s meeting is Shirley Sharman in Charlotte NC CV region in St Louis and working on that conference 4. Conference will always be 3 rd weekend in October. Newsletter David Meiers, Matt Garber 2. Getting clinical pearls is the most difficult part of articulations a. Suggested fellowship programs start sending in clinical pearls 3. Next issue may be delayed because of the election process 4. Reminded that articulations is available for promotional opportunities 5. Ken Olson reminded the membership that brochures are available and can be obtained through John Gray I. International Affairs Chris Showalter J. Public Relations Britt Smith 2. Suggested a need for a grass roots effort for public relations 3. Collected s of individuals who are willing to write press releases 4. Suggested having breakout session on writing press releases K. Motions: Motion 1:Bill Boisonnault I move AAOMPT to adopt the following position; The physical therapist s scope of practice as defined by the American Physical Therapy Association Guide to Physical Therapist Practice includes interventions performed by physical therapists. These interventions include procedures performed exclusively by physical therapists and selected interventions that can be performed by the physical therapist assistant under the direction and supervision of the physical therapist. Interventions that require immediate and continuous examination and evaluation throughout the intervention are performed exclusively by the physical therapy. Such procedural interventions within the scope of physical therapist practice that are performed exclusively by the physical therapist include, but are not limited to, spinal and peripheral joint mobilization/manipulation, which are components of manual therapy, and sharp selective debridement, which is a component of wound management. Seconded: Steve McDavitt Rationale: Steve McDavitt AAOMPT spearheaded the fruition of these positions collaboratively/diplomatically. Passing these motions places AAOMPT in compliance/agreement with the APTA. Also, if by chance, APTA should pass a motion in the future to water these positions down, the AAOMPT could hold onto this policy and continue to be the watchdog. Bob Rowe: Spoke in favor of the motion

5 Vote: Motion 1 Passed unopposed Motion 2: Bill Boissonault I move AAOMPT adopt the following position; Physical therapists and physical therapist assistants conducting clinical continuing education courses are obligated to identify target audiences and indicate in the printed, lecture, and advertising materials that course content is not intended for use by participants outside the scope of their license or regulation. Furthermore, they should make it clear when teaching elements of physical therapist patient/client management that subsequent use of those elements is physical therapy only when performed by a physical therapist or by a physical therapist assistant under the direction and supervision of a physical therapist, in accordance with Association policies, positions, guidelines, standards, and the Code of Ethics. In the interest of public safety, physical therapists, and physical therapist assistances should not conduct clinical continuing education courses that teach elements of physical therapist patient/client management to individuals who are not licenses or otherwise regulated, except as they are involved in a specific plan of care, and in accordance with Association policies, positions, guidelines, standards, and the Code of Ethics. Seconded: Steve McDavitt Rationale: Steve McDavitt AAOMPT spearheaded the fruition of these positions collaboratively/diplomatically. Joe Farrell: Spoke in favor of the motion and thanked Bill Boisonnault and Steve McDavitt for the work Jack Stagge: Offered support for the motion Ken Learman: Questioned what the operational definition of joint mobilization was. Steve McDavitt: Discussed the components of joint mobilization and offered that accessory glides cannot be controlled by the patient. Therefore, PROM/osteokinamatics, in this instance is not joint mobilization but accessory/arthrokinamatics are.
