1 REPORT TO INPTRA BOARD ON PHYSIOTHERAPY REGULATION MEETING MARINA BAY HOTEL SINGAPORE. 29TH AND 30 TH APRIL 2015 DOUGLAS KOTUT PHYSIOTHERAPY COUNCIL OF KENYA
2 VALUE OF SCHOLARSHIP Kenya, among a majority of other countries in Africa is regarded as having with low income levels according to the world bank. The country is grappling with huge health care needs to the population amongst the Ebola scare ravaging several African countries. It will have thus not have come as a priority for my government to fund someone to attend such a meeting though considered very important. Without the scholarship I would not have been able to travel to the meeting. This was evident where I was the only representative from Africa. It is of great concern since this part of the world has very little regulation of physiotherapy services. In the recent years there has been a increase in number of institutions offering physiotherapy education in Kenya. Unfortunately all of them have been using own developed curricula; there has also been an increase in foreign trained students; and a mushrooming of unlicensed private clinics. Several cases of malpractices were reported to the Kenya society of physiotherapists but most of them were not addressed conclusively because of lack of a legal mandate.
3 The scholarship could not have come at a better time when we were finalizing the physiotherapy act and now when putting up the council. Apart from the useful interactions that I had, was also able to learn that INPTRA can be our major resource base when we are operationalizing the act. I was also able to visit and enjoy several places in Singapore and interacted with the culture of the great people of Singapore, a country have never been before courtesy of the scholarship. VALUE OF MEETING INFORMATION The INPTRA meeting held in Marina Bay Hotel, Singapore provided very useful information on aspects regarding physiotherapy regulation. The choice of topics could not have been any better; it touched on the very needs we have been grappling with in Kenya. Discussion on mobility and common standards was indeed an eye opener on the need to improve global mobility and on the need reduce barriers that hinder the same. Kenya receives significant numbers of foreign physiotherapists and with the difficult requirements some eventually give up. Was mostly impressed with the arrangement of Australia and New Zealand where physiotherapist from both these countries can work in either country without many restrictions. The concept not substantially different as discussed by Canada can be explored to have more mutual recognitions and enhance global mobility. The topic on continuous professional development was particularly interesting considering the ease with which it is easier to measure on the number of trainings one has attended but difficult to measure output.whereas majority felt the later is better, no consensus on the same was reached.will discuss it with my colleagues and possibly in can be discussed further in other forums
4 Our government is also proposing to have one regulatory body for all health professionals in Kenya in the near future. Listening to models of England and Australia, it provided very useful information on the merits and demerits of multi-regulatory verses single regulatory body. Will pass the information during stakeholder meetings and how we can protect the gains made from the single regulatory bodies. My colleagues from Ireland and Sri-Lanka experiences in the development of physiotherapy regulations in the countries helped me understand our common challenges, opportunities and how we can work to help each other. Countries that do not have regulatory bodies can learn from them and with support from INPTRA can develop there s as well. Had the opportunity to participate in two other very interesting discussions on entry competence and professionalism which will share with my colleagues for further discussion. HOW THE INFORMATION GAINED FROM THE MEETING CAN HELP PUBLIC PROTECTION IN KENYA Over the years the public confidence in physiotherapy services has been on a steady decline, this is because of the substandard quality of training and practice in the profession, compromising on the health of Kenyans.We will strive to have a council that is strong enough to restore lost trust. From experiences from the participants in the meeting on how they regulate in their countries, we strive to do the following; Sensitization of the public and members of the profession on what is expected of them as regards physiotherapy services and ways to seek redress in cases of dissatisfaction. Development and implementing standards for operating private clinics, colleges, rehabilitation centers etc. Inspection of colleges offering physiotherapy education and ensuring that they implement laid down standards Enforce evidence of CPD as a prerequisite to issuance of practicing license
5 Developing properly laid down correctional measures for errant members Have properly laid down procedures for registration of both locally and foreign trained physiotherapists to work in Kenya.++ These measures will make the physiotherapists improve on the quality of care to the citizenry. CONCLUSION Wish to sincerely thank the INPTRA board for offering me a scholarship among the two chances to attend their meeting in Singapore, must add that it also enabled me attend the WCPT congress. I totally enjoyed my stay there courtesy of the excellent facilities at Marina bay. The organization of the meeting was great from the choice of topics, sitting arrangement and the very informative discussions. It is worth mentioning that was my first presentation to an international forum. It was a very happy ending as we capped our meeting with a night safari to the wild park. Looking forwards to more interaction and attending future INPTRA meetings.
