1 Page 1 Candidate for President: Nancy R. Kirsch I am currently the DPT program director and a professor at Rutgers University, in Newark New Jersey. We have a faculty of 18 full time faculty and 50 adjuncts and TA s. Prior to becoming program director I was faculty prior to that and also owned a private practice for 25 years. Prior to that, I was Vice President of a rehabilitation hospital. I also worked in pediatrics, home care and acute care. Licensure Experience I have been on the New Jersey Board of Physical Therapy for 25 years with a year off, returning specifically to write the new rules and regulations and have been on the Board since. I served as chair for most of the time I was on the Board but stepped down when I was elected to the FSBPT Board of Directors. Federation Experience I had two terms on the finance committee, which is great background for the Board of Directors. I served one year as a director and two terms as vice president. I am an item writer for the Jurisprudence assessments and have been involved with the license compact, giving me the opportunity to understand major components of FSBPT operations. Other Experience pertinent to position I was President of the New Jersey Chapter of the APTA, President of the Faculty, President of community groups, my Synagogue and Hadassah Chapter. It is an honor to be considered for the position of President of the Federation of State Boards of Physical Therapy. It has been a privilege to serve the Federation over the past decade as a committee member, in particular the Finance Committee and then on the Board of Directors as a Director for 1 year and 6 years as Vice President. During my tenure on the Board I have been the liaison to the FCCPT Board, Ethics and Legislation, Continuing Competence and the Licensure Compact task force. Each opportunity has been an outstanding learning experience. In addition to the committee activity, I am an item writer for the Jurisprudence assessments providing me with a good understanding of the challenges our volunteer item writers encounter. The variety of experiences I have had over the past decade have provided me with a broad base understanding of the work of the Federation and FCCPT. In addition working closely with the President Maggie Donahue has given me insight into the running of the organization. My work with APTA on the State and National level has provided many contacts that I believe will help to maintain the open communication we have worked so hard to establish during the past few years with APTA as well as our many other stakeholders. My professional activities have permitted me opportunities for leadership in hospital administration, practice ownership, and staff supervision. I am truly grateful to the Nominating committee for considering me for the office of president. We have an outstanding Board of Directors and an exceptional staff all providing support and guidance. If I am to be slated for the office of President, I will commit the time and energy necessary to lead the Federation seeking to emulate the exceptional presidents that have led the FSBPT since its inception.

2 Page 2 Candidate for Vice President: David Relling Licensed physical therapist in ND and MN. My experiences as a physical therapist have occurred primarily in the acute care setting. At the same time, I have experience in cardiac rehabilitation, geriatrics, and general orthopedics. Currently I am associate professor and chair of the Department of Physical Therapy at the University of North Dakota. I am a licensed physical therapist in ND and MN. I was appointed to the ND Board of Physical Therapy in July I was re-appointed by the governor for a five year term which will end in During my time on the board, I have been active in revising the rules and regulations, reviewing the statute, and revising our jurisprudence assessment. I have held the positions of vice president and president of the ND Board of Physical Therapy. Federation experience pertinent to position Initially appointed to the FSBPT Board of Directors in Subsequently elected to the FSBPT BOD in 2012 and re-elected in While a member of the FSBPT BOD I have had the opportunity to serve on the BOD compensation & investment committee, exam security subcommittee, and bylaws subcommittee. Liaison experiences include FSBPT Exam Committees, FCCPT, Institute of Credentialing Excellence (ICE), 8-9 jurisdictions, NPTE Standard Setting workshop, NPTE practice analysis oversight committee, and NPTE eligibility task force. In 2010, I was inducted into the Academy of Advanced Item Writer s. Prior to my experience on the BOD, I was cochair of the Exam Development Committee for the NPTE-PT ; a member of the Exam Development Committee for the NPTE-PT ; and an Item Writer in 2005 and Other experience pertinent to position As an associate professor in the Department of Physical Therapy at the University of North Dakota, I have had the opportunity to serve and lead departmental, school and university committees. These leadership positions honed my skills to work effectively with others, to communicate clearly, and to seek optimal outcomes for the group and entire organization. I was appointed chair of the UND PT department in July 2014 and continue to develop skills to be a more effective leader and communicator. I am honored to be considered for the position of Vice President on the BOD of the Federation of State Boards of Physical Therapy. The Federation is an organization of exceptional individuals, dedicated to achieving the mission of protecting the public. I am grateful and humbled to have the opportunity to interact, learn from, and serve the many people associated with the member jurisdictions and their Federation. My experiences with the Federation began as an item writer and progressed to an appointment as an exam development committee member and eventual co-chair. The experience with the exam exposed me to valuable information regarding item types, the item bank, test content outline, exam form development and exam security. As a member of the Board of Directors, I have been able to capitalize on the knowledge of exam development during the NPTE Summit, practice analysis, and adoption of the current exam content outlines. I believe my experiences with the NPTE will be beneficial to the Federation as critical issues of examination security, exam development and item development are determined and communicated. While I am from a less populated jurisdiction, my experiences within FSBPT have provided an understanding of the complexity of supporting member jurisdictions in regulating the profession of physical therapy. My previous years on the FSBPT BOD have provided learning opportunities through jurisdictional board training, strategic planning, the Leadership Issues

3 Page 3 Forum and the Annual Meeting to engage board administrators and jurisdictional board members in conversations to understand the myriad of issues facing regulatory bodies. I believe that the characteristics of integrity, hard work, humility, and accountability are integral to an effective leader of the Federation. I believe my interactions with members, volunteers, staff and leadership have demonstrated these characteristics during my previous service for the Federation. I believe that I am uniquely qualified to not only support, but also promote the Mission and Vision of the Federation. I have over 37 years of experience in the physical therapy profession, including more than 10 years of service in the regulatory environment. I have been active in the Federation since 2006, previously serving as delegate, and currently serving on the Resolutions Committee. I am a current member of the Kentucky Board of Physical Therapy, (KBPT) and have served for two previous terms. During my tenure on the KBPT, I served as Chairman (

5 Page /9 ) and am currently Chair Elect for My strongest contributions to the Federation will arise from my abilities to foster a collaborative atmosphere that promotes member consensus strengthened by my passion for the details of regulatory compliance and public protection. Physical therapy is just beginning to tap the professions potential to positively impact the preventative health care needs of our society. If chosen as Director, I would be honored to expand my commitment and continue to serve the Federation in the development and promotion of physical therapy regulatory standards, public protection and continued competency.

I served 10 years on Item Review and Exam Development committees and progressed to chair the Exam Development committee from More recently, I have participated in a variety of task forces for the Federation (Oversight Panel for the Analysis of Practice, Rerubric Task Force, Practice Review Pilot, NPTE Eligibility Task Force, Standard Setting for the Review Tool-PRT, Continuing Competence Focus Group). I have had the opportunity to speak on the behalf of the Federation at several Annual conference meetings (NPTE Commission, Exam Development Process, Development of the NPTE, and NPTE Workshop for Educators). In 2006, I served on the Quality Review Committee for the Foreign Credentialing Commission on Physical Therapy. Other experience pertinent to position I served as treasurer and President of the Wyoming Physical Therapy Chapter of the APTA. I will be transitioning to the Program Director s role this summer for the DPT Program at UW-La Crosse. It is an honor to have been nominated for a position on the Board of Directors for the Federation of State Boards of Physical Therapy. I have been associated with the FSBPT in various roles for twenty years. My involvement began with participating in a Pass Point Study in 1996; that experience led to a decade volunteering on multiple exam committees and contributing to several task forces. I consider myself fortunate to have collaborated/colabored with numerous dedicated and talented volunteers, staff and board members over the years. I believe my professional experiences and character traits would be an asset in the role of Director. I am integrally familiar with the examination process and can provide a historical perspective and assist in the maintenance of a valid and reliable exam. I currently serve as an administrator as well as an educator; as I member of the board, I would use the pedagogical knowledge and leadership skills I have developed. As a new member of the Wisconsin Board of Physical Therapy, I am striving to learn more about and contribute to jurisdictional issues such as the Physical Therapy Licensure Compact and the Exam, Licensure & Disciplinary Database.

8 Page 8 Candidate for Director: Kay Tasso I am currently an independent contractor for two pediatric therapy agencies where I primarily serve children from birth-3 years old. I also serve as adjunct faculty to two PT programs. I have over 30 years experience as a physical therapist (primarily in pediatrics) including about 20 years in teaching. I have been licensed in Florida for 25 years and seven years in Virginia prior to that. Federation experience pertinent to position I have worked with the Federation for over 20 years including EDC for PT and PTA (when they were still combined), advanced item writer, item writer coordinator, contributor to the PEAT, task force for the Course Work Tool 6, and item writer for two Jurisprudence Assessment Module (JAM) workshops. Other experience pertinent to position I served as the Chair of the Florida Consortium of Clinical Education and several terms as a Florida regional assembly delegate and assembly chief delegate. I would truly consider it a privilege to serve as a Director for the Federation. I have been extremely fortunate to volunteer on numerous committees for the Federation over the past 20 years primarily on the examination side and for the past few years, on the regulatory side. I have watched the Federation grow with pride and I am always proud to be associated with such a proactive and professional organization. As a result of my prior experience with the Federation, I would bring an extensive knowledge of the process of item and exam development to the Board. As a current member of the Florida Board of Physical Therapy Practice, I am familiar with the many disciplinary and regulatory issues that our state boards face. My background in teaching in both physical therapist and physical therapist assistant programs allows me ongoing exposure to student issues and concerns; my current practice as a pediatric therapist allows me an understanding of the clinical challenges our patients and families face. These professional experiences in addition to my strong organizational and leadership skills will allow me to provide a unique perspective as a member of the Board of Directors for the Federation. I look forward to this new challenge and promise to serve faithfully.

Having been associated with the Federation for an extended period of time informs me in important ways relevant for the Nominating Committee. First, I have a historical perspective which is valuable in recognizing the needs of

Second, serving on many different committees with many talented people I am aware of those who can potentially add significant value to the Federation. I consider myself to have integrity in all that I do as well as a strong commitment to excellence. I feel my past experiences with Federation board members and staff have allowed me to fully understand the roles and responsibilities of not only their positions but as well as the mission of the Federation. I am confident that I can bring an understanding of the constant evolving changes within the regulatory community and provide assistance to the Federation in their role and duties to the jurisdictions they serve.
