5 Context 44.7% of adults released from custody reoffend within a year Change and instability in the system Government review of Transforming Rehabilitation Justice Select Committee inquiry HM Inspector of Probation system is in an unsettling position

6 Context Increased focus on housing and employment Overcrowding in prisons and announcement of 2500 more prison officers Prison and Courts Bill rehabilitation as one of core purposes of prison Select committees making recommendations on support for ex-offenders, criminal records disclosure and prison reform

7 Reducing reoffending People with offending backgrounds often experience multiple disadvantage Offenders have on average four separate needs. Crucial for rehabilitation to be tailored to individual s needs Effective joint working is essential

8 TR and the voluntary sector The Transforming Rehabilitation programme was introduced in changing the way offenders managed in the community Opened up market to providers from the private, voluntary and social sectors with payment by results Voluntary sector organisations due to their very nature not able to be prime contractors Challenging for many small organisations and indeed for some larger ones Suggestion that some CRCs are considering trying to reduce their supply chains

9 Why the voluntary sector? Well placed to deliver rehabilitative services within local communities embedded and trusted Driven by social change not profit and focused beyond pure contract outcomes Unique ability to reach the hardest to help and help the hardest to reach. A range of specialisms within the criminal justice Track record of providing innovative and creative solutions to social problems Skilled at working in partnership Lived experience to continually improve

10 State of the sector Clinks 2016 Organisations less able to focus on their core purpose Organisations spending more time on generating income impacting on ability to deliver services Funding from range of sources, including from the statutory, voluntary and private sector Majority of organisations have a turnover of less than 1m Grant funding continues to be important but organisations are also reliant on contracts Organisations unlikely to achieve full cost recovery on the contracts they are delivering.

11 What is delivered? Work across a wide range of areas relating to the seven pathways to reducing reoffending Some have specialist roles in prison, for example Women in Prison s THYME project Others work through the gate with CRCs to provide resettlement brokers and deliver interventions

12 Nacro examples of partnership working TR - Nacro delivers interventions on finance, benefits and debt; accommodation; and education, training and employment The Aeneid Project innovative partnership approach to challenge of criminal records Partnership with NHS Trust Drug and Alcohol recovery service jointly commissioned by the Local Authority and the OPCC. Stockport Targeted Prevention Alliance - alliancebased commissioning

13 Communities and rehabilitation Communities play a key role in rehabilitation and social inclusion - currently underutilised Wolverhampton Recovery Near You staff engage with the wider community to find community projects and recruit volunteers and mentors Scope for Social Enterprise (SE) to play a greater role in rehabilitation

14 How can the voluntary sector deliver more? Currently lots of unknowns with review of TR. Need more focus on through the gate support - working more closely with housing providers, employers, colleges etc Better commissioning arrangements that improve the voluntary sector s ability to bid and deliver Contracts should have flexibility to adapt to changing needs and innovate Funding and delivery should be seen in relation to social impact it achieves. Need funding to be sufficient to achieve this.
