Job context Give a short overview of the job context and the key objectives of the part of the organisation where the job is placed. The Department for Education and Skills Learning Outside the Classroom Manifesto November 2006 states: that every young person should experience the world beyond the classroom as an essential part of learning and personal development, whatever their age, ability or circumstances." Northamptonshire County Council runs three outdoor activity centres, Everdon and Grendon Hall in Northamptonshire, and Longtown in Wales. Grendon Hall is an outdoor activity centre that provides a venue for anyone, from schools through to businesses, who are looking for somewhere to take part in an adventure activity. The Hall is a residential training centre providing training facilities and outdoor activities for both adults and young people. Northamptonshire schools use Grendon Hall for group visits on day or residential basis. The range of activities includes abseiling, climbing, canoeing, archery, ropes course, raft building, whitewater rafting and orienteering. The centre is open year round and provides summer and weekend programmes. Competent and qualified Activity Instructors take groups of children and young people to deliver the activities. Casual Activity Instructors are paid sessionally and called on when extra courses or particularly large groups require additional Instructors. They carry out the same job as permanently employed Instructors except for coaching new staff, or instructing on weekend and evening courses and they have the same resources (equipment, 2
3 support, information pack and mobile phone) as their permanent counterparts. They do not carry out Accountabilities 8 and 9: 1. Give advice to any new instructors about the location and facilities. 2. Assist in the construction of new and the maintenance of existing facilities. 6. Organisation structure (a) Draw or attach an organisation chart showing this job, its supervisor, colleagues who also report to the same supervisor and the jobs managed by the jobholder, giving full job titles. The line manager is also an Instructor but has operational responsibility for the Activity Instructors and undertakes more administrative work as well as participating in the recruitment process. 3
4 Part 3: Accountabilities 7. Main accountabilities List, in order of importance, the main accountabilities which describe key end result areas of the job. Each should contain an action, what is to be achieved or purpose of the action and what the end result will be. There should be at least 6 but no more than 9. The main accountabilities (outputs) of the job are: 1. Provide instruction and supervision in up to 8 different outdoor activities to groups of up to 12 children attending the Centre as members of school groups. 2. Ensure that risk assessments have been carried out and health and safety procedures and policies are in place for the protection of staff and group members. Provide basic first aid until a recovery occurs or expert help arrives in the case of accidents or incidents. 3. Prepare equipment and put it away at the end of the activity. 4. Carry out equipment checks and tests of swimming pool water to maintain safety. Carry out pool maintenance tasks and rectification of any minor faults found with equipment. 5. Liaise with school staff to promote a good working relationship and the effective exchange of relevant information concerning group members or the activities undertaken. 6. Write a summary report of each completed programme and complete any other necessary paperwork related to activities accident forms etc. 7. Attend training and courses which will enhance the experience for children and young people through better interpersonal skills and linking activities to educational and social learning. 8. Give advice to any new instructors about the location and facilities. 9. Assist in the construction of new and the maintenance of existing facilities. 4
5 Part 4: Evaluation Information 8. Knowledge, experience and training Give the minimum knowledge/training/experience needed for the effective performance of the job? Remember - this is not about the jobholder s own experience/ qualifications but the minimum requirements for performance of the job. It may help to think about this as if you were recruiting to the job - what would be required from applicants. The jobholder must have a qualification to instruct on any activity they will undertake such as Climbing and Abseiling, MIDAS [minibus] training, and first aid training. A Life Saving qualification is required for any water based activity and additional training is required to provide instruction in Canoeing or Kayaking. Knowledge of other skills such as Raft building, Rope course, Archery and Orienteering are gained from on-the-job training. Once the appropriate qualifications are obtained it would take 3 or 4 sessions to gain the local knowledge required to give instruction. However, the jobholder will need good interpersonal skills and the ability to control and motivate groups of children and young people. They will also attend courses which will advise on managing groups/individuals with, for instance, behavioural problems (referred to as soft skills ). 9. Planning, organising and controlling (a) How does work get allocated in this job, i.e. what is the pattern of the work cycle (daily, weekly, monthly, annual, etc). Most of the daily programme is carried out alone following the specified work plan, arranged by the Activities Coordinator and the school/group leaders. Setting up is done on the day before the session begins. The instructor must be familiar with the information on each medical consent form. During delivery the Activity Instructor must adapt to the level of response from the students increasing or decreasing the depth/complexity of tasks and information accordingly. Casual Activity Instructors are briefed about activities and groups beforehand and they will follow the specified work plan. (b) How regular is supervision and broadly what issues does it cover? Supervision is provided by the Activities Co-ordinator who will check on the quality of the delivery if he/she is not also instructing their own group. There are daily pre-activity and post-activity briefings for the staff to discuss the day s events and to plan for the following day. Feedback comments from schools and group members are used as a way of monitoring and improving service delivery. 5
6 (c) Give two examples of the sort of priorities which the jobholder is able to set themselves. It is essential that care is taken to operate in accordance with safety procedures. The jobholder would prioritise any safety concerns of incidents that required medical attention during an activity. They would address as soon as possible any disruptive or negative behaviour, contacting the attending teacher to caution or remove the individual or group members. (d) Describe the procedures or systems the job has to work within and how this affects the level of discretion the jobholder is given. Or you could give two examples of procedures or systems they have to work within. The Activity Instructor must be familiar with the policies and procedures relating to health and safety including medical consent forms, risk assessments, incident procedures. Each Activity Instructor will have an information pack which will have the details of Duty Officers in. They would need to have some knowledge of Child Protection issues and they will need to observe confidentiality when they deal with sensitive information (medical consent forms etc). (e) Describe how the jobholder controls the work of people they manage in their team if applicable, i.e. weekly/monthly meetings, or setting tasks on a daily basis. Not applicable. (f) Does the jobholder co-ordinate sub-functions of the service or service areas or set priorities for them? If so please give details and say why the co-ordination role is needed. Not applicable. 10. Communication/influencing Please detail the nature of the interpersonal skills the jobholder has to use. Give two examples of the nature of interpersonal skills used. (Do not just list the people the jobholder has to come into contact with). The jobholder is in sole charge of the children/young people during their activities and must be able to lead, motivate and control them. Instruction is increasingly becoming linked to transferable life skills, helping the group members to realise where the skills required to do the activities can give them a sense of purpose, self confidence and ability to work and play together. Instruction is therefore also about an understanding of group dynamics and the ability to ensure each group member performs to the best of their ability. 6
7 11. Thinking Environment (a) Give brief examples (a maximum of 3) of the problems encountered in this job and how they might arise. For the examples given, detail the steps you would expect the jobholder to take to find the solution to the problem. Problems most likely to occur while delivering instruction would be accidents or incidents of disruptive behaviour. The jobholder will have the knowledge and authority to give basic first aid and treat minor injuries. They carry a mobile phone and can call for assistance at any time or call for an ambulance should that be necessary. Any misbehaviour by students must be effectively controlled. In extreme cases the student can be sent back to the hall for the teacher to handle. (b) How does the jobholder decide at which point they need to refer a problem on? The jobholder would pass on any relevant issues or concerns about the day s activities at the briefing sessions with other staff members. Any sensitive or confidential issues would be referred on to the line manager and/or the attending teacher. 12. Thinking Challenge Give two examples to show the thinking challenge in the job, i.e. is there a set process to resolve the problem, does the jobholder choose a solution based on their past experience or does the jobholder have to seek more information to determine the extent of the problem, or use creative thinking to develop new concepts. Written work plans are available if required and if anything occurred which was outside the jobholder s previous experience, he/she could seek advice from the Activities Co-ordinator. He/she must always operate within the guidelines to ensure that activities are conducted safely. The activities, although all very different, follow a similar pattern each time they are used. The instructor must make the activity relevant to the ability level and interest of the group and for this they would rely on their knowledge and experience but also their interpersonal skills to connect with group members and engage them. 13. Freedom to act (a) Please give two examples to show areas that the jobholder has discretion over. The jobholder has discretion to adapt the level of instruction to suite the group. They have discretion to determine when to ask for a group member to be cautioned or removed by the teacher. 7
8 (b) What kind of systems, procedures or rules are set around the job which prevent the jobholder having total discretion as to how to undertake the job. Health and safety policies and procedures. Agreed activity programmes. 14. Area and type of impact There are two ways of looking at the type of impact the job has upon the Council. 1. The first is where the jobs impact can be expressed in financial terms (annual income or expenditure). If job falls in this category complete section a. 2. The second is where there is no relevant financial dimension to the job. If the job falls under this category, complete the following section b. Please note that you must complete either a) or b). Please complete section (c) for all jobs. (a) Which parts of the organisation are most clearly influenced by the job s objectives? Please indicate current year income, expenditure and capital budget, if appropriate, and state the impact on each figure given, i.e. is there a controlling impact; or partnership/ joint accountability for the area (if so with which other jobs). Or is the impact indirect because the job is advisory and influences decisions taken in the area of impact? or (b) What kind of support services are delivered by the job - does it involve processing information, interpretation/analysis of information, supervision of others, or acting in an advisory/specialist capacity? Activity Centres (Grendon and Longtown) provide the opportunity for school children to do outdoor activities that help them achieve physically and mentally, learning transferable social skills. The jobholder is solely accountable for the supervision and safety of the students during the activities. Failure to instruct or properly supervise could result in injury or a fatality. Workloads are not allowed to exceed the time and staff available. The jobholder must then follow the agreed programme. Activity Instructors are not closely supervised and work alone most of the time. and (c) Is there any statistical information that can add to the understanding of the job, i.e. it is useful to know whether a Payroll Officer deals with is 50 or 50,000 payslips and whether they pay people weekly and/or monthly. Figures for their own sake are no 8
9 help, but those directly relevant to the purpose of job are useful. e.g. providing a daily home care service to ten clients. Groups may not exceed twelve individuals per Instructor. Sessions last two and a half hours. Minimum group is 8 persons per activity (Subject to availability and suitable weather conditions. This may be assessed on the day). 15. Physical effort and/or strain Describe whether the job requires physical effort and/or strain more than is normally experienced in a routine office environment, i.e. lifting heavy objects, how heavy are the objects, how are they carried, for how long and how often would this happen? Include frequency, duration and intensity. Almost all activities are energetic and take place outdoors. Some activities are offsite and may be in different counties. During the preparation of canoes, the trailer may have to be moved manually. During work on the climbing tower the jobholder must climb it [a harness is provided]. 16. Working environment Describe whether the job requires working outdoors, or being exposed to objectionable, uncomfortable or unfavourable working conditions and whether the jobholder able to predict or plan for the elements faced? Include frequency, duration, intensity and control over exposure. See above. Lone Working policy and procedure is followed and each Activity Instructor has a mobile phone for immediate contact/support. 9
