1 Report to the editors of the journal I would first like to thank you, madam / sir, for this collaboration with our journal Interventions économiques / Papers in Political Economy. Those invited to do a review are usually those active in research and recognized for their expertise. For this reason, we appreciate this contribution without which a scholarly journal could not exist. We ask you to make an assessment in two stages, with a recommendation to the direction of the Journal, which is not transmitted to the authors. We ask that you first decide on whether or not we should publish the manuscript. We then ask you to express an opinion as to whether the manuscript is akin to a scientific article or rather a research note. An article is an original contribution to the scientific analysis of facts or data. This means that the text has to raise an issue based on a literature review which is relevant and timely, it must articulate a central issue and / or research hypothesis and should finally present a novel analysis. A note, for its part, also presents an original interpretation but in a more descriptive way, and has a more limited scientific contribution. We also ask you to do a detailed report which, in turn, is transmitted in full to the author.
