1 2010 Annual Meetings World Bank Group International Monetary Fund CIVIL SOCIETY POLICY FORUM OCTOBER 6 10, Annual Meetings Assessment Feedback from CSO Representatives The World Bank and IMF Civil Society Teams solicited feedback from CSO representatives who attended the 2010 Annual Meetings in Washington DC. A short 7-question survey was distributed during the Civil Society Policy Forum (CS Forum) and also sent to the 350 accredited participants of the Forum via to be filled online. The survey solicited the views of participants regarding logistics, the quality of key events, and the overall usefulness of the CS Forum. Responses were received from 68 participants (19 % of all participants) which is a relatively high response rate for online surveys. In general, respondents gave high marks for the logistics, policy sessions, and usefulness of the Civil Society Policy Forum. They also provided useful critique and specific suggestions on how to improve the CS Forum in the future. The feedback received will help us improve our civil society outreach events for 2011 Spring and Annual Meetings. Summary of Responses 1. Main Reasons for Attending the 2010 Annual Meetings As the graph below shows, the reasons given for having attended the Annual Meetings (question #1), in order of preference, was to: network and share information with other CSOs (68%); followed by to dialogue with Bank/Fund staff (65%); to learn about Bank/Fund policies (59%); to advocate policies with Bank/Fund staff and Executive Directors (44%); and finally to interact with the Press (6%). Other specific reasons include attending country specific meetings, and to identify policy gaps or other relevant emerging issues not considered by the Bank. 1
2 2. Logistics of Civil Society Policy Forum Participants were asked to assess the logistics of the CS Forum on a scale of 1 to 5, with 5 being the highest (question # 2). The bars below represent the percentage of participants who rated the various aspects as good or very good (i.e. 4 or 5). The accreditation process received the highest marks with 90%, followed by assistance from the Civil Society Team with 84%. the convenience of Civil Society rooms came next with a score of 77%. Finally, access to Bank/Fund staff ranked 4th with 54%. 3. Session/Event Ratings When rating the various types of sessions and events (question #3), respondents gave the highest marks to the Program of Seminars/Open Forum, with 82% rating them as good and very good. The Policy Dialogue Sessions also received a high rating from 76% of respondents, followed by the CSO Townhall Meeting at 56%. The bilateral meetings ranked the last with a score of 46%. 4. Civil Society Policy Forum Overall Ratings Participants were also asked to rate the program s overall quality, usefulness and relevance to their work (Question #4). When asked of the CS Forum s overall quality, 85% of participants gave a high rating (good or very good). The Forum s usefulness and relevance, each received a 79% rating. 2
3 5. Comments on What Worked Best Respondents provided a variety of responses to the open question What worked best in the Civil Society Policy Forum (Question #5). Their comments can generally be grouped around several aspects of the CS Policy Forum: policy dialogue sessions; networking opportunities; special session/events; and logistics. Policy Dialogue Sessions Most respondents found the dialogue sessions to be both informative and interactive and cited specifically the wide range of themes, and the diverse and qualified nature of Bank/Fund and CSO speakers. Different from previous years, several respondents noted that policy sessions provided enough time for questions and comments. One stated that the sessions provided chances for CSO representatives to voice their opinions on the WB and IMF. Networking Opportunities Many respondents pointed to the value of interaction between CSOs and Bank/Fund staff and among CSOs themselves during the CS Forum. As one respondent stated: sharing of best practices and insights in the work of CSOs was quite useful. Some participants also mentioned the usefulness of side events with Bank and Fund staff such as bilateral meetings, and the opportunity to interact during the Civil Society Reception. Special Sessions / Events Most respondents gave generally high marks for the special sessions and a number mentioned specifically the CS Townhall, Program of Seminar, and to the Open Forum. Several commented on the value of the Orientation Session on the IMF and WBG which was expanded this year. Logistics The majority of respondents expressed their appreciation for the logistical arrangements for CSOs during the AMs. Some noted the always good attention provided to CSO participants by the Civil Society Team staff. Others expressed appreciation for the ease of the accreditation process, food provided, internet access, and web streaming of some sessions as being positive. 6. Comments on Ways to Improve the Forum When asked for recommendations to improve the Civil Society Policy Forum (Question #6), respondents provided a number of detailed suggestions regarding logistics, scheduling of sessions, and broader suggestions 3
4 Online accreditation This year, a number of participants complained about the online accreditation system which was more difficult to navigate due to several online security features. As one respondent described it: although the website form was relatively simple to fill out, it was not clear whether or not an application had been accepted and it took several attempts to receive confirmation. Another noted, as problematic, the insistence on providing full postal addresses since these do not exist in some developing countries. Another suggested that we open the accreditation process earlier so CSOs can make travel arrangements sooner. Meeting Rooms Several respondents also commented on the room / space arrangement of the CS Policy Forum. While some expressed satisfaction with the suite of rooms in the Bank s Main Complex Building, others complained about the crowded nature and noise in the meeting room area, especially during lunch time. Another suggested that we move the CS Policy Forum to the IMF HQ2 Building, where the Press Center is now located. Other suggestions included providing better internet access inside the rooms and inform participants in advance that an original passport is needed to get the visitors pass." Translation Several respondents mentioned the issue of translation and that it would be good to have more sessions with translation, particularly in French. Scheduling of Sessions A number of participants suggested that we avoid scheduling too many simultaneous sessions as these resulted in poor attendance rate in some sessions. One respondent suggested balancing the number of seminars among regions and setting general criteria for selection of seminars. One respondent suggested that we provide earlier notice of event/session schedules in order to deliver a high quality session with qualified/senior speakers. Another suggestion was to allow more time to enable CSOs to organize workshops on special topics that are of mutual interest. CS Townhall Format Several CSOs noted the value of the CS Townhall with one stating that this year s Townhall was better than previous ones. Several noted, however, that the CS Townhall could work better if it lasted longer so CSOs were given more time to express their views. Integration with Broader AMs Agenda Several recommended better integrating the CS Policy Forum into the AMs official agenda in order to avoid scheduling conflicts with broader sessions such as the BBC World Debate. Another suggested using more modern networking technologies such as webinars, web streaming, and SKYPE for CSOs unable to come to Washington, so they can participate as well. Interaction with Bank/Fund Staff Reflecting views expressed in previous years, several respondents noted that the seminars mostly involve civil society talking to each other. There is little interaction with Bank or Fund staff. Based on this, several suggested that we invite more Bank staff to the CS Forum, as well as offer more activities in which CSOs would interact with the AMs participants, including in small groups over lunch or coffee. Participation of Developing Country CSOs Several respondents called the Bank to sponsor and encourage more CSOs from developing countries to participate in the Annual Meetings, although they suggested that we should do a better job of briefing them so they can better take advantage of the experience once they arrive in Washington. They also suggested that we carry out post-am activities to keep them engaged with the Bank and Fund. 7. General Comments When asked for general comments (Question #7) the majority of respondents appreciated the overall quality of the CS Policy Forum. There were some general positive comments about the overall evolution of civil society participation at the Annual Meetings. One respondent stated that both Fund and Bank staff did a 4
5 great job on the Annual Meetings this year noting that some of the communications technology introduced this year jumbotron screen in front of Bank s Main Complex building and use of new technology such as youtube interviews and video terminals were quite innovative. One participant went so far as to say that it was clear that after the interaction with the Heads of IMF and World Bank... the 'Washington Consensus' is on the way out. The words of one respondent about the entire experience summarized well the views of many: overall a well organized and very valuable experience, although another asked what impact CSO participation had on Bank and Fund policies. Finally, several respondents made several general recommendations: plea for larger meeting space for CSOs; ensure better quality and relevance of speakers in the policy sessions; and provide more opportunities for CSO advocacy and capacity building during the AMs. 5
