3 Australian Red Cross Ethical Framework Purpose of the Ethical Framework The work we do at Australian Red Cross is often complex and challenging; we support people experiencing extreme vulnerability and stress, we work in severe emergency and disaster situations and we work with a multitude of partners, organisations and communities. How we do things is just as important as what we do, and it can sometimes be difficult to know what that looks like. The Australian Red Cross Ethical Framework is a practical, positive tool to support all Red Cross people staff, members and volunteers. It provides a clear, shared understanding of the values and principles according to which we all, as Red Cross People, commit to upholding, and to which we all hold ourselves and others accountable. 3

4 What is the Ethical Framework? The Ethical Framework guides how we do things; it determines how each of us, as a Red Cross person, should act and behave as individuals and together, towards each other and towards the people and organisations we work with: every person, every day. The Ethical Framework guides and describes behaviour in the context of our vision, purpose, values and the Fundamental Principles, the core of the International Red Cross and Red Crescent Movement. The Ethical Framework incorporates the values contained in the Australian Red Cross Code of Conduct, which will be superseded. The Ethical Framework includes practical tools and guidance to support ethical decision making and behaviour, including: Examples of ethical behaviour Simplified Red Cross Policies E-learning modules Online ethical decision making tools Whistleblower hotline for confidential reporting of suspected breaches 4

6 The Ethical Framework in Action For Red Cross people, ethical behaviour is behaviour that reflects our vision, purpose, values and the Fundamental Principles; it s when we are acting at our best. Our Vision Human dignity, peace, safety and wellbeing for all. Our Purpose Supporting and empowering people and communities in time of vulnerability, preventing and alleviating suffering across Australia and internationally through mobilising the power of humanity. 6

7 The Fundamental Principles The Fundamental Principles guide the work of Red Cross to help the most vulnerable people across the world, and are a shared commitment of the International Red Cross and Red Crescent Movement. Humanity The Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavors, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples. Impartiality The Movement makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress. Neutrality In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature. Independence The Movement is independent. The National Societies, while working with humanitarian services provided by their respective governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement. Voluntary Service The Movement is a voluntary relief movement not prompted in any manner by desire for gain. Unity There can be only one Red Cross or Red Crescent Society in any one country. It must be open to all, and it must carry on its humanitarian work throughout its territory. Universality The Movement, in which all societies have equal status and share equal responsibilities and duties in helping each other, is worldwide. 7

8 Our Values Respect I genuinely acknowledge and respect an individual s values, beliefs, efforts and ideas. Integrity I have high standards of integrity and am conscientious in my approach to our work. Empowerment I proactively collaborate to empower myself and others to be the best we can be. Accountability I acknowledge and take responsibility for my own actions and behaviour. I can expect the same of other Red Cross people. Representation I represent Red Cross in a way that respects the Fundamental Principles. This includes representing Red Cross when displaying a connection to Red Cross or when I am recognised as a representative or spokesperson of Red Cross. 8

13 Supports and Tools How do I know I m doing the right thing? Some situations may be serious and challenging to navigate while others could be more straightforward. It can be difficult to know what the best course of action is, so a range of tools are available to support you ranging from online e-learning to facilitating people for you to talk through a difficult situation. E-learning modules The e-learning modules outline what the Ethical Framework is and how you can apply it to your daily work. It can be accessed via the home page of The Lounge or our website redcross.org.au. If you are facing a situation in which you are unsure of how to behave, or not clear what the right thing to do is, you should discuss this with your manager, volunteer supervisor or membership officer in the first instance. Ethics Centre hot line You might want to talk with someone outside Red Cross if you want an independent view of the ethical implications of a particular situation. If so you can access support via the confidential helpline at The Ethics Centre ; they provide a free service available Monday to Friday 9am to 5pm (EST). Because they are external to Red Cross they will not provide specific advice on Red Cross values and Fundamental Principles. International Humanitarian Law International Humanitarian Law team members are an internal source of expertise and can be consulted on interpretation and application of the Fundamental Principles. 13

14 Policies to guide ethical behaviour A range of policies help guide our behaviour across a range of situations. They are available on the Lounge, from your HR Manager or Red Cross contact person. Key policies include: Fraud and corruption prevention and control policy Whistleblower policy Child protection policy Gifts, benefits and hospitality policy Work, health and safety policy Disciplinary policy Grievance policy and procedures Procurement policy 14

15 What do I do about behavior that does not align with our values and Fundamental Principles? All Red Cross people members, volunteers and staff agree to behave in ways that demonstrate our values and Fundamental Principles and support our vision and purpose. All Red Cross people are also responsible for reporting suspected breaches of our Ethical Framework we all have a role in helping each other do the right thing. If you are concerned about behaviour that may not accord with these values and principles you are encouraged to raise your concerns or issues openly and transparently within Red Cross, to enable them to be explored and resolved. If you feel able to do so, you should raise your concern with the person directly. Alternatively you can speak to your manager, supervisor, HR Manager, your Red Cross contact person, or a Whistleblowing Officer (the Risk Manager, the Chief Financial Officer or General Counsel). 15

16 Whistleblower Hotline If you feel genuinely unable to raise your concerns within Red Cross or have tried this and are still concerned, you can raise the issue via the confidential and independent whistleblower hotline. The whistleblower hotline enables you to provide details about the suspected misconduct on a confidential and anonymous basis so they can be investigated and acted on appropriately by Red Cross. The whistleblower hotline is managed through an independent specialist service called STOPline. You can telephone the STOPline on (in Australia) during business hours, 8 am 8 pm Monday to Friday, EST. 17 What will Red Cross do? Red Cross treats breaches of our values, Fundamental Principles and policies seriously, and failure to behave in accordance with the policies may result in disciplinary action. Red Cross will determine what action may be required under the relevant workforce or membership policies, and any action will be fair and reasonable for the particular case, according to the circumstances. In a serious case, the Red Cross person may have their employment (or voluntary service) terminated or their membership removed. Any breaches of law will be dealt with under the Disciplinary policy or other applicable policy and referred by Red Cross where required or appropriate to the relevant legal authority and/or the police. 17
