The Department of Social Justice and Empowerment invites proposals from Universities/ Organisations/ Institutions/ NGOs for undertaking evaluation studies on the following schemes/ programmes: Scheduled Caste Development (SCD) (i) Schemes of Dr. B.R. Ambedkar Foundation Social Defence (SD) (i) Evaluation of effectiveness of Day Care Centres for Alzeimer s Disease/Dementia Patients under Integrated Programmes for Older Persons (IPOP) and their continuation (ii) Evaluation of Old Age Homes in Karnataka, Odisha, Maharashtra and Andhra Pradesh (iii) Evaluation of Implementation of Integrated Programmes for Older Persons (IPOP) in North Eastern States (iv) Training courses organized by the National Institute of Social Defence and Regional Resource Training Centres (RRTCs) for Geriatric Care. 2. Reputed Organisations who have requisite experience, expertise, and capacity to undertake such studies and against whom no Utilization Certificate is pending, may furnish Technical Bid and Financial Bid separately in the prescribed format (pages 7-9). The objectives and coverage for each of above priority areas are given from pages 4-6. The technical bids will be considered only when the Project Director is having Ph.D. with five years of additional research experience in supervising evaluation / research projects. The two bids should be kept in a separate sealed cover, which should be super-scribed as Technical Bid and Financial Bid as the case may be. The two covers should then be kept in one larger sealed envelope and be sent to the undersigned with a covering letter. The organizations who have already submitted proposal on Schemes of Dr. B.R. Ambedkar Foundation need to apply again. The proposal should be formulated as per guidelines of 1

2 the scheme of Grant-in-Aid Rules for Research and Publications, a copy of the same is available on the web site of the Department 3. The selection of a suitable agency will be based on weighted score given on the technical bid (70%) and financial bid (30%). Financial bids of those organizations who score at least 70% marks i.e. 49 out of 70 in technical bids, will only be opened. In case the number of qualifying technical bids is less than three, fresh proposals will be invited. The criterion for selection of the proposal will be as follows: S.No. Item Marks A. Financial Bids 1. Cost of the proposed study 30 Qualified proposal with lowest cost will be given 30 marks(100%). The financial score of other projects will be in inverse proportion to the lowest price. Total (A+B) The Project Director should be at least Ph.D. with additional five years research experience in the relevant field. The C.V. of the Project Director should be duly signed by him/her and attached with the proposal. The Department may invite the Project Director to 2

3 make a presentation at his/her own cost at Shastri Bhavan, A wing, New Delhi , or any other place indicated later. 5. The organisation will enclose an original copy of C.V. of the Project Director duly signed by him/her with the undertaking that the Project Director will be available full time with the organisation during the period of study. 6. The Department has the right to cancel the Request for Proposals and not to proceed for sponsoring evaluation/research studies at any stage without assigning any reason, whatsoever. 7. You are requested to send the Technical and Financial Bids separately of the proposal in both hard as well as soft copy as per the Format through Speed Post/Registered Post only latest by the 24 September, 2015 to the undersigned. 4 SCHEDULED CASTE DEVELOPMENT Priority Areas for Schemes of Dr. B.R. Ambedkar Foundation (Duration 6 months). (i) Dr. Ambedkar Medical Aid Scheme To assess the socio-economic status of the beneficiaries availed medical Aid. To study the adequacy and necessity of the procedure adopted and problems faced by the beneficiaries for availing the medical Aid. To study the criterion for selection of beneficiaries and grounds for rejection of the application. To study the adequacy of ceiling prescribed for each treatment and expenditure incurred by the beneficiaries during and after the surgery. To study the complications arised after the surgeries and expenditure incurred on further treatment. To study the impact of the scheme on the socio-economic status of the family of the beneficiaries. To suggest the measures for its further improvement. To give atleast two case studies. (ii) Dr. Ambedkar Scheme for social integration through Inter-caste marriages To study eligibility criterion followed under the scheme and related problems. To study the socio-economic backgrounds of the couple entering into Inter-caste marriage. To study the adequacy of number of awards fixed and selection criterion. To study the social status of spouses and acceptability of their marriage in the society. To study the impact of the scheme in reducing caste prejudices & untouchability and fostering national integration. To recommend the suitable policy measures for its further improvement. To give five case studies. 4

5 SOCIAL DEFENCE (i) Evaluation of effectiveness of Day Care Centres for Alzeimer s Disease/Dementia Patients under Integrated Programmes for Older Persons (IPOP) and their continuation To study the availability of basic infrastructural facilities like building, toilets, electricity, water and telephone etc. in the Day Care Centres. To assess the availability and adequacy of doctor, nurse, social worker and medicine served in the Day Care Centres. Adequacy and quality of refreshment served in the Day Care Centres. Impact assessment of services rendered at the Day Care Centres. State-wise Proportion of Alzheimer/Dementia patients cured in a year. Five Case study. (ii)evaluation of Old Age Homes in Karnataka, Odisha, Maharashtra and Andhra Pradesh To study the availability of infrastructure facilities like furniture, toilet, electricity, drinking water, security and library etc. To examine the availability of staff, cook, doctor, nurse etc. to run the Old Age Homes. To examine the socio-economic backgrounds of elderly persons admitted in the Old Age Homes and the criteria for their admission including reasons for joining Old Age Homes. To study the quality and adequacy of food i.e. breakfast, lunch and dinner served to elderly persons. To assess the quality of services provided such as clothing, shelter, health and, recreation facilities etc. and behaviour of the management. To study the constraints faced by the management to run the Old Age Homes. To study the impact of the scheme in improving the quality of life of inmates. Five case study. 5

6 (iii) Evaluation of Implementation of Integrated Programmes for Older Persons (IPOP) in North Eastern States To study the availability of basic infrastructural facilities like building, toilets, electricity, water and telephone etc. in the Old Age Homes, Day Care Centres and Mobile Medicare Units. To assess the adequacy and availability of staff, cook, medicines, doctor, para medical staff, medical devices/instruments in Old Age Homes, Day Care Centres and Mobile Medical Care Units etc. To examine the socio-economic backgrounds of elderly persons admitted in the Old Age Homes/Day Care Centres and the criteria for their admission including reasons for joining Old Age Homes/Day Care Centres. To assess the quality of services provided such as clothing, shelter, health and, recreation facilities etc. and behaviour of the management. Adequacy and quality of food such as breakfast, lunch and dinner served in the Old Age Homes and Day Care Centres. To study the constraints faced by the management to run the Old Age Homes, Day Care Centres and Mobile Medical Care Units. To study the impact of the scheme in improving the quality of life of elderly persons. Five Case study. (iv) Training courses organized by the National Institute of Social Defence and Regional Resource Training Centres (RRTCs) for Geriatric Care. To study the availability of infrastructure facilities like class room, furniture, electricity, library, drinking water, toilet etc. in NISD and RRTCs. To examine the socio-economic backgrounds of admitted candidates and selection criterion adopted by the NISD and RRTCs. To study the extent of awareness about the courses. To evaluate the quality of course content, teaching faculty and study materials provided to the candidates and tests taken. To study the amount and mode of stipend received. To identify the constraints in organizing Training Courses. To assess the effectiveness of training courses i.e. proportion of persons completed the training courses and secured employment separately for (i) Two month certificate course in Geriatric care besides Assistance/Care Taker (ii) Six month Certificate course and (iii) One Year PG-Diploma to total persons completed each training course. Impact of the services rendered by care giver for the betterment of lives of aged persons. To suggest policy measures for effective implementation of the training courses. 6
