Vaidya Vijay Pathrabe Member Special Agenda Item No.1 Condolence Resolution on the sad demise of Vaidya SKS Chhangani, Vice-President (Ay.) and Dr. Maheshwar Pandey, Member, CCIM. It was noted that Vaidya SKS Chhangani, Vice-President (Ayurved) and Dr. Maheshwar Pandey, Member, CCIM has passed away on and respectively. Education 152eda

2 Committee (Ayurved) observed two minutes sil ence for the peace of departed souls and passed the following resolution to be forwarded to the bereaved families:-. The members of Education Committee (Ayurved) are shocked to know the sad and untimely demise of Vaidya SKS Chhangani, Vice-President (Ay urved) and Dr. Maheshwar Pandey, Member, Ayurved Committee. They devoted their lives to the cause of development of Indian Systems of Medicine in general and Ayurveda in particular. Members of the Education Committee (Ayurved) offer their condolence and sympathy to the members of the bereaved family and pray to God that departed soul may rest in eternal peace. Agenda Item No.1 Confirmation of the minutes of 52 nd meeting of Education Committee (Ayurved) held on 28 th & 29 th June, 2004 at New Delhi. It was noted that the minutes of 52 nd meeting of Education Committee (Ayurved) held on 28 th June, 2004 at New Delhi were circulated to all members of Education Committee (Ayurved) vide this office letter No.3-2/ nd Edu.Committee (Ayurved) dated for perusal and were requested to send their comments for addition/deletion if any within 21 days from the issue of the letter. No comments were received, therefore, the Education Committee confirmed the minutes. Agenda Item No.2 Consideration of the letter issued by Government of India regarding. It was noted that a letter No.Z.20018/22/2001-ISM(T)/Ay.Desk dated of Government of India, Ministry of Health & Family Welfare, Department of AYUSH, Ayurved Desk, New Delhi regarding possibility of clubbing Tibetian Medicine with Ayurveda. The details of the letter are as under:- Basic concept and practice of Tebetian Medicine (Sowa Rigpa) are akin to Ayurveda but are practiced as per local traditions. It has preserved some traditional books, literature and practices which can be incorporated in Ayurveda after examining then on merits. Clubbing of Tibetian Medicine with Ayurveda will benefit both the systems as Tibetian Medicine (Sowa Rigpa) will get legitimacy within the overall umbrella of Ayurveda, CCIM Act etc. and Ayurveda system will get more plants of high attitude and a couple of therapies practiced locally in the above areas. Therefore we could explore the possibility of clubbing Tibetian Medicine (Sowa Rigpa) with Ayurveda by inclusion in UG/PG courses of Ayurveda. It is, therefore, requested that comments of the CCIM may kindly be sent to this Department immediately on this issue. 252eda

This sub-committee should go into details of various aspects of PG Course and submit the report within three months. The President CCIM was authorized to constitute this sub committee. Agenda Item No.4 Consideration of Provision of Allied subjects-reg. It was noted that a letter dated 10 th June 2004 was received from Dr. Vijay V Doiphode, Dean, Faculty of Ayurvedic Medicine, Pune University, Pune was placed before the Chairman, Education Committee (Ayurved). As per orders of Chairman, Education Committee (Ayurved) the same is placed follows for your consideration:- The Central Council has considered the genuine difficulties faced by a teacher during his teaching tenure and made alternative arrangements to help the teachers for their promotion. The Post-graduates of one discipline are eligible for promotion in the allied subject. It is a right step taken by Council and thanks for the same. 452eda

5 I would like to bring to your kind notice that CCIM while suggesting allied subjects have considred KAYA CHIKITSA as allied subject for SAMHITA similarly KAYA CHIKITSA & ROG NIDAN VIKRUTI VIDNYAN are considered as allied subjects of each other, however, it is not mentioned that ROG NIDAN VIKURTI VIDNYAN is allied subject for SAMHITA. As you know that the facilities for Post-graduation in the department of SAMHITA AND SIDDHANTA are available in very few institutions in India and for a teacher in the department of SAMHITA becomes very difficult to get admission for PG Course in the subject. It is requested tha these three subjects be considered as allied subjects for each other, means a PG in ROG NIDAN VIKURTI VIDNYAN should be considered for promotion in SAMHITA as well as KAYA CHIKITSA department and vice a versa. This arrangement is needed to cater the increasing need of teachers in the subjects of specialty. I would like to request you to consider this letter and make the arrangements. It is submitted that Central Council has agreed to make the provision of allied Sciences in previous meeting which is under process for sanction of Government of India. Education Committee did not agree to the proposal of Dr. Deophode. The Education Committee further discussed the matter of allied subjects and decided to review the provision of allied subjects after three years to minimize them. Agenda Item No.5 Introduction of Module Syllabus for UG Courses. It was noted that the Registrar, Baba Farid University of health Sciences, Faridkot has stated that University Grants Commission has requested to introduce 6 months Module Syllabus for the Under-graduate courses on Envirement Studies. University has further stated that as it is covered in the BAMS Syllabus and if it is necessary to introduce it as an entire subject then it should be notified by the Council. Education Committee decided that this module syllabus in environment is not relevant to Ayurvedic Course. 552eda

6 In this context the Education Committee considered the suggestions of Vaidya SK Sharma, member, CCIM and decided that the sub-committee constituted under item no.3 should also consider the following points:- a. one paper of introduction of management be insterted at the PG level. b. In Dravyaguna relevant portion of Pharmacognosy and in Rasashastra introductory modern technology be inserted. c. Relevent Acts like PNDT and MTP must be introduced in the concerned subjects. Agenda Item No.6 Inclusion of Book as reference book in the list of reference books appended subject-wise in the subject of Ayurvedacharya Course/Ayurved Vachaspati. It was noted that a list of reference books is appended in the syllabus of each subject of Ayurvedacharya Course. In this connection it is submitted that Dr. Namburi Hanumanth Rao has requested to include the book Panchabhuta Theory and Manual of Namburi Phased Spot Text as reference book in the list of reference book of the Syllabus of Ayurvedacharya course/ Ayurved Vachaspat. Comments of the following members are received as under:- Panchbhuta Theory (for Ayurvedachrya Course) 1. Prof. Jyotir Mitra Recommended it to be prescribed as reference book in Padarth Vigyan subject of BAMS Course. Further this work will provide intermission to Postgraduate students of Ayurveda, Siddhanta and Darshan. 2. Prof. Ram Harsh Singh Recommended for inclusion as a reference book for Postgraduate studies in Basic Principles of Ayurved, not for the Syllabus of Ayurvedacharya Course. 3. Prof. RR Dwivedi Recommended this book for the inclusion in the syllabus of Ayurvedacharya Course. Mannual of Namburi Phased Spot Text (for Ayurved Vachaspati Course) 652eda

7 Prof. Damodar Joshi Dr. SK Dixit May be included in the Syllabus of Ayurvedacharya (Rasshastra Course) as reference book. In the third paper of Rasashastra and Bhaishajyakalpana this book may be incorporated. Prof. Siddinandan Mishra It is not necessary to include this text book in syllabus of Ayurved Vachaspati Course. Education Committee considered the issue and decided that both books be included as reference books. However, in future, experts appointed for recommendations be paid some remuneration and ask for detailed comments with full justification. Agenda Item No.7 Consideration of implementation of Internal Assessment Scheme for BAMS Course regarding. It was noted that vide Bharti Vidyapeeth Deemed University, College of Ayurveda, Pune, letter No.B.V.D.Y./C.O.A./653/ dated seeking permission to make the provision of Internal Assessment Scheme in Ayurvedacharya BAMS Course. The Academic Council of Bharati Vidyapeeth Deemed University, Pune is under consideration to implement Internal Assessment Scheme for BAMS Course based on the recommendations of Board of Studies in Clinical and non-clinical under the Faculty of Ayurveda of this University. The internal assessment examination scheme for BAMS course is already in existence at Kuvempu University, Maharashtra University of Health Sciences, Nashik and Rajiv Gandhi University of Health Sciences, Bangalore, Karnataka. The related copies of their implementation in their respective Universities is enclosed in Annexure B. The BAMS degrees of these Universities is also recognized by Government of India i.e. the degree s included in the Second Schedule to the IMCC Act, 1970 by notification in official Gazette of Government of India. Under this circumstances, the said Internal Assessment Examination Scheme is very useful among students for continous touch with theoretical and practical aspects of studies. The present regulation of P)ost-graduate coursse in respect of preliminary examination (MD Part I) is consisting of TWO papers as follows:- Paper I - Research Methodology and Medical Statistics Paper II - Moulik Siddhant Moulik Siddhant (Any one group optional) 752eda

Considering the said point, the Central Council of Indian Medicine has modified the scheme and resolved that the paper II should be Moulik Siddhant of the concerned subject of his specilisation. This has resolved in the Central Council of Indian medicine workshop held at Pune on 18 th & 19 th December, (The copy enclosed). Annexure C. Hereby I request you to permit us for implementing Internal Assessment Examination for BAMS Course and permit us to conduct MD Preliminary Examination with two papers as follows:- Paper I - Research Methodology and Medical Statistics Paper II - Moulik Siddhant of concerned subject of specialization. Education Committee considered the issue and decided that marks of Internal Assessment based on attendance, theory and practical examinations as per MCI pattern be allowed. Such examinations can be conducted in every six months. Agenda Item No.8 Diploma Courses after passing BAMS - regarding It was noted that All India Indian Medicine Graduates Association, Delhi forwarded a letter No.186/G-5/AIIMGA/05 dated nil requesting to make the provisions of Post-graduate course some Diploma Courses in Ayurveda in the subjects of Panchkarma, Eye & ENT, Gyne & Obst., Gastroentrology & Cardiology etc. like modern medicine. Education Committee referred this matter also to the sub committee constituted under agenda item No.3 for consideration. Agenda Item No.9 Implementation at par of CCIM amendmed 852eda

9 Regulation for MD Ayurveda. It was noted that All India Indian Medicine Graduates Association, Delhi forwarded a letter No.187/G-5/AIIMGA/05 dated nil requesting that according to Schedule III of Amended Regulations 7 (1999) for laying minimum standards and C urriculum for PG Unani Course, the Government serving Unani Doctors are Exempted from appearing in any state s entrance Test saving 1 st year & directly getting admission to 2 nd year of 3 rd year Post-graduatation. The beneficiaries are RMO/teacher/Research officers, but this facility is not given to Ayurvedic appearing PG Candidates. This year there was no admission in PG Unani stream at A&U Tibbia College, Karol Bagh due to lack or required Pre-conditions but simultaneously did not happen for Ayurvedic side also. It is painful to learn & realize that many a PG Ayurvedic Aspirants suffered for no faulty of them selves. You are requested to look into the matter for justice & issue unbiased alive regulations from this session. It was also noted that the matter has already been discussed by Executive Committee in its meeting held on and matter has been referred to Central Council for consideration Education Committee was of the opinion that Curriculum, duration of course etc. should be uniform in all systems of Indian Medicine i.e. Ayurved, Unani and Siddha. Further, it was decided that Government of India be requested to maintain uniformity in PG Courses of all systems of Medicine which are under Department of AYUSH in respect of Curriculum, duration of Course etc. Agenda Item No.10 Recognition/Inclusion of Ayurvedacharya (Bachelor of Ayurvedic Medicine & Surgery) Ayurveda Vachaspati (MS Ay.) MD(Ay.) and degree awarded by Swami Ramanand Teerth Marathwada University, Nanded It was noted that Ayurvedacharya and Ayurved Vachaspati (Post graduate) qualification awarded/awarding by Swami Ramanand Tirth Marathwada University, Nanded is not included in Second Schedule to IMCC Act, It was noted that Government of India, Ministry of Health & Family Welfare, Deptt.of AYUSH vide their letter No.R.12013/2/04-Ay.Desk dated 5 th February,2004 and subsequent letter 952eda

10 No.R.12013/19/2004-Ay.Desk dated 21 st September,2004 and subsequent reminder dated has forwarded the proposal of Swami Ramanand Teerth Marathwada University, Nanded for comments in accordance with the provision of Section 14(2) of IMCC Act,1970 for inclusion/recognition of qualification in Second Schedule to IMCC Act, In this connection, it was further noted that Swami Ramanand Teerth Marathwada University, Nanded has awarded the Ayurvedacharya (Bachelor of Ayurvedic Medicine & Surgery) degree w.e.f onwards, Ayurved Vachaspati MD(Ay.) from 1991 onwards. It was noted that now Ayurvedacharya Course has been shifted to Maharashtra University of Health Sciences, Nasik. Only Government Ayurved College, Nanded is affiliated to this University. The college has been permitted by CCIM for conducting UG & PG Course as under:- Ayurvedacharya 60 intake capacity and Ayurved Vachaspati 04 Shalya 04 Kayachikitsa 03 Rachana Sharir 02 Prasuti Avm Striroga 04 Kriya Sharir 02 Dravyaguna 03 Kaumarbhrittya 02 Rognidan 05 Shalakya and 05 Rasashastra The college was visited on by the visitors of the Central Council to assess the available facilities of teaching and practical training for conducting Under-graduate and Post-graduate Course Government Ayurved College, Nanded. (i) Certificates (cancelled copy of degree) have been forwarded by the U niversity bearing the nomenclature of degree as prescribed by Central Council. 12 Education Committee agreed to recommend to the Government of India for its inclusion in Second Schedule to the IMCC Act, Agenda Item No.11 Recognition of Ayurvedacharya (BAMS) degree awarded by Mahatma Gandhi University, Kottayam. It was noted that Ministry of Health & Family Welfare, Department of AYUSH vide their letter No.R.12013/21/2004-Ay.Desk dated 17 th November 2004 has forwarded the request of Mahatma Gandhi University, Kottayam to include the degree of Ayurvedacharya (BAMS) in the Second Schedule to the IMCC Act, 1970 as this qualification is already included in the Schedule under head Kerala at S.No.43 B from 1988 to This qualification was included in the Second Schedule to the IMCC Act, 1970 vide Gazette Notification SO No.3375 dated 18 th October In this connection, it was further noted that following two Ayurved colleges are affiliated with the University for imparting Ayurved Course and are approved by the Council for the same. All required information/documents have been received from the University. The qualification of this University is to be recognized after These colleges have been visited by CCIM time to time and have been permitted to conduct Ayurvedacharya Course 1. Government Ayurved College, Dhanwantri Nagar, Tripunithura 2. Nangelil Ayurved College, Ernakulam Education Committee agreed to recommend to the Government of India for its inclusion/recognition in Second Schedule to IMCC Act, Agenda Item No.12 starting of 1 st Sex Education Institute in Kolkatta under name and style of Life Styles by Bhagwat Ayurved Clinical Howrah regarding. It was noted that Government of India vide their letter No.Z.16011/02/2003-EP dated was forwarded a copy of proposal of Sri Girdhari Joshi, CEO, Life Style regarding sex education, sex counseling, sexual therapy, sexual satisfaction and asking the comments of Central Council in view of the matter as Ayurvedic doctor and Ayurved therapier are involved in the above proposed concerned. 13 Agenda Item No.13 Inclusion of book named The Legacy of Caraka of Prof. MS Valiathan in the syllabus of Ayurvedacharya Course as reference book. It was noted that a list of reference books is oppended in the Syllabus of each subject of Ayurvedacharya Course. In this connection, it was noted that Prof. MS Valiathan, Honorary Advisor, Manipal Academy of Higher Education, Manipal has requested to include the book The Legacy of Caraka as reference as reference book of the syllabus of Ayurvedacharya Course. Addl.Agenda Item No.1 Recognition of Vaidya Vachaspati of DAV Managing Committee, New Delhi. It was noted that Education Committee (Ayurved) in its meeting held on while considering the matter under reference decided that further details about candidates and their present occupation, registration etc. be obtained. Accordingly letter was sent. Now DAV College, Jallandar has stated as under. that as per record available with college name of the student is available, but not that of father, regarding address of the graduate, it is not mandatory for the student to inform the parent institute about the place of their residence and practice after graduating, hence the same is not with Institution and can not be provided. 1352eda

Addl.Agenda Item No.2 Provision of PG Course in various specialites It was noted that provision of Post-graduate course in following specialities have been made in recently sanctioned Regulations prescribed by Central Council of Indian Medicine with the sanction of Government of India :- (1) Ayurved Siddhanta, (2) Ayurved Samhitas- (a) Charak Samhita (b) Sushruta Samhita (c ) Vagbhat Samhita, (3) Rachna Sharira, (4) Kriya sharira (Dosha Dhatu Mal Vigyana), (5) Dravyaguna Vigyana, (6) Ras Shastra, (7) Bhaisajya Kalpana, (8) Prasuti Tantra avum Stri Roga, (9) Kaumar Bhritya Bala Roga, (10) Kayachikitsa, (11) Swasthavritta, (12) Rog Nidan avum Vikriti Vigyan, (13) Manovigyana avum Manas Roga, (14) Shalya Tantra- Samanya, (15) Shalya Tantra Kshar Karma avum Anushastra Karma, (16) Shalakya Tantra Netra Roga, (17) Shalakya Tantra Shiro-Nasa Karna avum Kantha Roga, (18) Shalakya Tantra Danta avum Mukha Roga, (19) Panchakarma, (20) Agad Tantra avum Vidhi Vaidyaka, (21) Sangyaharana, (22) Chhaya avum Vikiran Vigyan, It was further noted that as per previous Regulations, Syllabus of following subjects is available with CCIM:- 1.
