7 Executive summary National Institute of Water and Atmospheric Research Ltd (NIWA) was contracted in October 2016 by Land Information New Zealand (LINZ) to undertake hydrographic surveying services for the Queen Charlotte Sound / Tōtaranui and Tory Channel / Kura Te Au Hydrographic Survey (HS51). This survey comprises both hydrographic (LINZ) and habitat mapping (Marlborough District Council (MDC)), requirements which are met by a National Institute for Water and Atmospheric Research Limited (NIWA) led partnership with Discovery Marine Limited (DML). This Marine Mammal Observations Report (MMOR) forms part of the deliverables required for LINZ project HYD-2016/17-01 (HS51) Contract No for the Queen Charlotte Sound / Tōtaranui and Tory Channel / Kura Te Au Hydrographic Survey. This project is referred to hereafter as HS51. The MMOR is submitted in accordance with the HS51 Services Agreement Contract and Marine Mammal Liaison Group (MMLG) Specifications. This MMOR summarises all observations recorded 24 th October 2016 to 18 th June 2017 across all survey areas of HS51. Key observations recorded are: Eighteen Hector s dolphin (Cephalorhynchus hectori) sightings throughout the Queen Charlotte Sound / Tōtaranui and Tory Channel/ Kura Te Au survey area were recorded over the duration of the survey. This is a nationally endangered species; Twenty-nine bottlenose dolphin (Tursiops truncatus) sightings throughout the Queen Charlotte Sound / Tōtaranui and Tory Channel/ Kura Te Au area were recorded over the duration of the survey. This is also a nationally endangered species; and One Sei or Brydes whale seen east of Arapaoa Island. This MMOR comprises: A summary sightings table with species and numbers of individuals seen; A descriptive summary of sightings for each species; Maps showing positions of each species; Summary images of the main species seen; An appendix of all sightings data and a representative image from each sighting where a photo was taken. Digital delivery of all sightings images; and Digital delivery of all sighting information including Ocean Biogeographic Information System (OBIS) and the Global Biodiversity Information Framework (GBIF) lodgement URLs. Overall there were 229 sightings made comprising mainly bottlenose dolphins (Tursiops truncatus), dusky dolphins (Lagenorhynchus obscurus), common dolphins (Delphinus delphis), Hector s dolphins (Cephalorhynchus hectori) and NZ fur seals (Arctocephalus forsteri. Also sighted were Orca (killer whale, Orcinus orca), unidentified dolphins, an unidentified marine mammal and a Rorqual whale (Sei or Brydes). 8 1 Introduction Marine mammals, in particular dolphins are a regular occurrence in the Marlborough Sounds. The species are important both nationally and internationally. There are eight marine mammal species known to frequent the Sounds (Davidson et al., 2011). Two of these are classified as nationally endangered (Hector s and Bottlenose) and one is considered nationally critical (killer whale or Orca). The National Institute of Water and Atmospheric Research (NIWA) and Discovery Marine Limited (DML) were contracted to map the seabed in the Marlborough Sounds (Queen Charlotte Sound/Tōtaranui and Tory Channel/Kura Te Au) using multibeam sounders. The frequency of the sound emitted by a multibeam echo sounder is outside the hearing range of marine mammals in the Sounds, however as a precaution, NIWA ensured best practice for minimising survey activities in the immediate proximity of marine mammals, including logging all sightings while on multibeam effort. Blue Planet Marine (BPM) was also contracted prior to the survey to provide a review of the potential effects of a multibeam survey of Queen Charlotte Sound and Tory Channel and make suggestions as to best practice to minimise disturbance. Overall they concluded the survey was in the category of minimal disturbance hence not requiring a dedicated MMO onboard (Blue Planet Marine, 2016). This report also gave some recommendations and considerations that NIWA adopted in the field plan. A Marine Mammal Liaison Group (MMLG) was formed for the HS51 survey, to which NIWA reported the marine mammal sighting information. 2 Methods 2.1 Survey Operation Parameters The MBES Survey operations were, as best as practicable: conducted during daylight hours (12 hour days, with estimated 8 hours on MBES task); generally conducted as shore parallel survey lines, not shore perpendicular lines directly into a bay; to ensure safety of navigation, be conducted from deeper waters to shallower waters with vessels not travelling over unsurveyed seafloor, however on entering enclosed bays the survey staff observed for marine mammals prior to running survey lines; in the case where mammals were sighted within a specific bay, prior to commencing survey, endeavoured to move to the next bay; when mammals come into a bay while we are working, we remained working unless negative behaviours were observed when we endeavoured to move distant i.e. next bay as practicable; operated at frequencies considered to be above the hearing range of the marine mammals. Neither of the EM2040 and Geoswath Plus systems can follow soft start (ramp-up) procedures, however once systems are operational they remained so for the survey day thus avoiding any perceived significant changes in acoustic noise; 8 Marine Mammal Report Crown Copyright Reserved Version 1.0

9 in co-ordination with the Harbour Master, be advised by, and if requested advised other, nearby boat operators of any potential marine mammal activity so as to minimise potential of interactions; logged all sightings of marine mammals (i.e. DOC Marine Mammal Incidental Sightings forms) and provide monthly briefings/reports to the local marine mammal advisory group (being assembled by Marlborough District Council). 2.2 Survey Crew MMO Briefing The crew on board RV Ikatere and RV Rukuwai underwent a briefing with NIWA s senior experienced trained Marine Mammal Observer (MMO) Niki Davey on Monday 24 th October Marine mammal observations and subsequent sightings were only required when the multibeam was in operation (on effort). However, any opportunistic sightings made at any other time were encouraged to be recorded as well. During this meeting the crew were briefed in the following areas to ensure a rigorous as possible approach to recording marine mammal sightings is being taken: Identification: An identification booklet outlining the features of the 8 important marine mammal species known in the Marlborough Sounds was provided to each vessel. This included notes on fin shape, beak presence/absence, colouration and an indication of adult size. The species expected to be encountered were bottlenose, dusky, Hector s, and common dolphins, and killer whales (Orca), humpback, and southern right whales. Also to be recorded was the New Zealand fur seal. Logsheets: These were provided for the crew and covered the general areas of animal number and species, environment at sea, location and animal details. The priority fields included GPS location (of vessel when sighting made), species to best of ability, number of animals and whether a photo was taken. Each log sheet field was discussed during the briefing. Photography: A camera was provided for the crew on the RV Ikatere. Images of the animals were encouraged when it was possible. Emphasis was made on beaks and fins. Environmental: Laminated sheets covering the Beaufort scale were provided for additional information in the environmental section. Observations: The crew were also briefed on the difficulties in spotting marine mammals up against a coastal back drop such as the Sounds and recommendations were to look using both the naked eye and with binoculars. Also vigilance was emphasised when the vessels entered bays and came around headlands. Also known areas of resident populations have been noted with extra vigilance encouraged here also. Reporting: The logsheets were scanned and sent to the MMO on a weekly basis. These sightings were entered in ARC GIS and a graphic display produced, with brief written commentary, and provided within a set of weekly and monthly summary MMO reports, submitted to the Marine Mammal Liaison Group monthly. 10 2.3 Survey Vessels Two NIWA owned and operated vessels were used for HS51, RV Ikatere and RV Rukuwai. RV Ikatere is a 14m Teknicraft design alloy catamaran, built by Q-West Ltd in Whanganui and is fitted with Hamilton Jet drives (Figure 1-5). The EM2040 MBES sonar head is deployed via a moon pool located aft of the main cabin. This vessel was kept at a berth in Waikawa Marina during the survey. Visibility for observing marine mammals is generally only possible for the skipper out the forward windows in the bridge while surveying or transiting. A scientist may also be able to look further aft or more extensively during transit. RV Rukuwai is a McLay 680, trailerable alloy mono hull, built by McLay Boats in Milton (Figure 1-6). The vessel is powered by twin 100HP Yamaha four stroke outboard engines. All survey equipment is fitted to a pole and frame over the bow of RV Rukuwai to allow the sounder, motion sensing, heading and position sensors to be rotated and secured clear of the surface for fast transits and recovery of the boat to the trailer. This vessel is low to the water and visibility for sighting marine mammals can be possible forward and aft by crew and skippers while surveying and transiting. Figure 2-1: RV Ikatere. 19 4 Summary of Sightings The sightings observed over the survey period have been summarised and mapped (Figures 4-1 and 4-2), as well as mapping of individual species (Figures 4-3 to 4-8). Photographs as an example of species are also provided (Figures 4-9 to 4-14), also see Appendix B (and associated digital delivery). 4.1 Bottlenose dolphin sightings There were 29 bottlenose dolphin (Tursiops truncatus) sightings over the survey period (Figures 4-1 and 4-7). Seventeen of these sightings were seen while the vessel was on-effort and 12 while the vessels were off-effort or not stated in the data. Pods of bottlenose dolphins were seen throughout the inner and outer Queen Charlotte Sounds and within Tory Channel. The pod sizes varied from 5 to 55 individuals. The largest pod of 55 (K_076) was seen in Tory Channel while the vessel was on-effort. 4.2 Common dolphin sightings There were 17 common dolphin (Delphinus delphis) sightings over the survey period (Figures 4-2 and 4-8). Eight of these were while the vessels were on-effort. The concentration of sightings was in the central channel of Queen Charlotte Sound outside Blackwood, Ruakaka and East Bays. However, sightings were also seen in Tory Channel and heading into and out of the outer Queen Charlotte Sounds. Pod size ranged from animals. The large group of 100 (K_070) occurring near Cook Rock while the vessel was on-effort. 4.3 Dusky dolphin sightings There were 10 dusky dolphin (Lagenorhynchus obscurus) sightings over the survey period (Figures 4-3 and 4-9). Two of these sightings were while the vessel was on-effort and the remainder while the vessel was off-effort or not stated. Generally, the sightings were in the inner Queen Charlotte Sound and 3 sightings were clustered in Waikawa Bay. One sighting was further out the Sounds near Pickersgill Island. The pod size for the dusky dolphin sightings ranged from 3 to 10 animals. 4.4 Hector s dolphin sightings There were 18 Hector s dolphin (Cephalorhynchus hectori) sightings over the survey period (Figures 4-4 and 4-10). Eight of these sightings were made while the vessel was on-effort. There were two areas where sightings were clustered (Wharehunga Bay and SW Blumine Island). The pod sizes were generally small from 1-5 individuals with one sighting (K_048) recording a pod of 11 animals at Wharehunga Bay. This sighting was made by the vessel on-effort. The most outer Sounds sighting was in Onehunga Bay and this was 1 individual. 4.5 NZ fur seals There were 145 NZ fur seal (Arctocephalus forsteri sightings over the survey period (Figures 4-5 and 4-11). Their distribution was spread throughout the inner and outer Queen Charlotte Sounds and Marine Mammal Report 19 Version 1.0 Crown Copyright Reserved

20 Tory Channel. The seals behaviour ranged from swimming to fin-sailing, to hauled-out to generally just lolling around. Many sightings were clustered particularly around Waikawa Bay and it may be the same individuals were seen as the vessels left their berth daily. The size of the herds of the NZ fur seals ranged from 1-9 individuals. 4.6 Rorqual whale, Orca, dolphins (unidentified) and unknown marine mammals. The remaining species seen during the survey included a rorqual whale, Orca (killer whale, Orcinus orca) and unidentified dolphins and unspecified marine mammal (Figures 4-6 and 4-12). The rorqual whale was seen outside the Marlborough Sounds to the east. The depth below the vessel was 90 m at the time of the sighting. This whale was either a Sei whale or a Brydes whale, but the distinguishable features for the two species are the longitudinal ridges on the head which are not visible in the images provided. There were two Orca sightings up Grove Arm of which both pods were described as feeding. Both pods consisted of 5 adults. There were also 5 dolphin sightings where the animals were too far away to be photographed and reliably identified.
