1 48/96 TRIAL SHIFT PROPOSAL AND INFORMATION March 2013 Visit us at:
2 Introduction 2 An independent ad hoc committee has been formed to research the benefits and feasibility of a 48/96 work schedule. The purpose of this presentation is to educate our members on the proposed schedule and issues relevant to the change. The proposal is to evaluate this schedule on a TRIAL basis only. Upon completion of the TRIAL, membership will vote to keep 48/96 or return to the work schedule we have now. This proposal is currently not endorsed, supported, or under consideration by our Fire Administration.
3 3 What is 48/96? The 48/96 work schedule is simply this: Each platoon works two consecutive, (individual) 24hour shifts for a total of 48 hours, then has 96 hours off before repeating this pattern of two days on, four days off.
4 48/96 History 4 The 48/96 schedule has been used by professional fire departments since the early 1990s. Many departments have switched to this schedule resulting in Relief from long commutes Increased morale More weekends off Increased family time Cost savings for the tax payer and individual Local 1014 Membership voted for this schedule in 2005, but the Voter sampling did not meet the required numbers for the Union to carry it forward
5 5 48/96 OPT-OUT Most departments that have this schedule first voted for a six month to one year TRIAL period. In some cases, an escape clause was added to the trial agreement to allow labor or management to opt out of the trial period at any time. No department exercised this clause. This TRIAL period is being proposed with an escape clause.
6 6 48/96 Must Haves FLSA must not be affected. Each shift will be first up for recall on the middle two days of each four-dayer. (ONLY 1 of the 2 days) An opt out clause. We give up NOTHING in negotiations for the TRIAL OR to keep the 48/96 schedule on a permanent basis. A mandatory Christmas Eve/Day flip flop.
7 7 48/96 Interesting Findings All of the departments working the 48/96 shared an overwhelming level of satisfaction with the schedule. NONE OF THE AGENCIES CHOSE TO RETURN TO THEIR PREVIOUS SCHEDULE

10 10 Christmas Eve/Day If a shift was scheduled to work both Christmas Eve and Christmas Day, the shift would be switched with the one before. This only occurs 8 times between 2014 and 2034 (Every 20 years!)

17 Fatigue One of the biggest advantages of the 48/96 schedule is that it allows employees more opportunity to recover from sleep deprivation/ long-term fatigue. 17 It increases 4 day rest periods from 30 to 60 a year - a 100% increase. The frequency of 4-dayers increases to a 4- dayer every 2 days! The 48/96 increases the number of sleep in days (days waking up at home and not going to work) from 10 to 15 per month - a 50% increase.

22 22 Overtime Potential With the 48/96 schedule, you could work four overtimes per month, never work a 72-hour shift, and still have THREE complete 4-dayers left. It is impossible to do that with our current schedule. After speaking with several departments that have switched to this schedule, all stated that OT opportunities were not affected.
23 23 Overtime is hired the same Overtime is filled as 12 or 24 hours. 10 hour spots will also remain the same. If you take one benefit day you still work your second shift. You can still take ½ shifts (12 hours). Current 5 shift rule remains intact.

27 How much will I save? Regardless of your FUEL COST you will CUT IT IN 1/2 with the 48/96 schedule! 27 You will also see brakes and tires last much longer Save wear and tear on yourself by sitting in traffic 50% less. REDUCED STRESS. Have 50% less exposure to a possible traffic accident. Fewer miles driven per year will reduce your car insurance costs. Car retains value over a longer period due to lower mileage.
28 A good management call 28 A 50% reduction in employee commutes. It will remove up to 1600 cars every other morning from congested southland freeways. It will result in a significant reduction of air pollution. Increased Morale = Increased Productivity The department will be seen as doing something proactive for the environment. Reduction in Department Vehicle Fuel/ Maintenance costs i.e.: Going to the store to get groceries Assist in facilitating higher compliance with the New Blackboard Training requirement
