12 CMS Proposed Stage 3 Rule Stage 3 is expected to be the final stage Stage 3 will incorporate portions of prior stages into its requirements Following a proposed optional year in 2017, in 2018 all providers would report on the same definition of MU at the Stage 3 level All participants will use a single stage in 2018 Complexity of the program is reduced

13 CMS Proposed Stage 3 Rule 2017 all providers in first year MU report on a calendar year Exception; Medicaid providers in their first year Required to attest based on a full year of data for a single set of objectives/measures Optional for 2017 reporting Mandatory 2018 reporting

14 CMS Proposed Stage 3 Rule EHR Reporting Period Eliminate current 90 day reporting period first time MU users Align reporting period to calendar year Better alignment with CMS quality reporting programs Allows for a single attestation reporting period EHR Reporting Period for an Adjustment Year In 2017 eliminates exception for 90 day reporting period for new users Reporting period for payment adjustments will be full calendar year 2 years before the payment adjustment year

15 CMS Proposed Stage 3 Rule CQMs in Stage 1/Stage 2 that includes paper workflows, manual actions, etc. will be removed or transitioned to electronic format utilizing EHR functionality Optional electronic CQM data submission for 2017 required in 2018 Proposing removal of measures that are topped out Alignment between Medicare and Medicaid programs and other CMS reporting programs be addressed in future rulemaking

16 CMS Proposed Stage 3 Rule Statute requires Medicare payment adjustment beginning in 2015 Propose to maintain all payment adjustment provisions finalized in the Stage 2 rule Propose to maintain four categories of exceptions

17 CMS Proposed Stage 3 Rule Medicaid EPs and EHs 2017 First time users attest for continuous 90-day periods in calendar year States continue to set up CQM submission process to report for 2017 and beyond

18 CMS Proposed Stage 3 Rule Certified EHR Technology (CEHRT) 2014 CEHRT Flexibility Final Edition allowed EHR technology certified to 2011 Edition or beyond A combination of EHR technology certified to the 2011 Edition and EHR technology certified to the 2014 Edition References to health IT to capture the broader category of technologies

19 Meaningful Use Stages EHR technology certified to 2014 and 2015 Edition supports attestation for Stage 1 or Stage 2 in 2017 By 2018 all providers required to use EHR technology certified to the 2015 Edition The number of payment years for incentives remains unchanged Stage 3 adopt simplified reporting structure to replace all Stage 1/Stage 2 criteria
