IDENTIFICATION Position No. Title Supervisor s Position Clinical Educator Executive Director Population Health Department Division/Region Community Location Health Population Health Iqaluit Headquarters 2. PURPOSE Main reason why the position exists, within what context and what the overall end result is. The Government of Nunavut has set ambitious goals to reduce tobacco s harmful effects on the territory s residents. One part of the comprehensive tobacco reduction strategy is strengthening initiatives to help individuals stop using tobacco. In consultation with the Tobacco Reduction Specialist, the Clinical Educator develops and implements a comprehensive, systems based, multi-year learning program for Nunavut health care providers. This tobacco cessation program will be built on best practices and current trends so it will not only reach tobacco users it will also be high impact. The position provides advice, training, support and programs for health care providers to enhance services that are clinically proven to support tobacco cessation. The Clinical Educator designs and implements new approaches to the delivery of services for Nunavummiut who seek to quit tobacco usage. 3. SCOPE Describe the impact the position has on the area in which it works, or if it impacts other departments, the government as a whole, or the public directly or indirectly. How does the position impact those groups/individuals, the organization and/or budgets? What is the magnitude of that impact? The Clinical Educator provides clinical expertise within Nunavut s system of tobacco control and reduction. As a qualified Health Professional, the Educator supports a multi-year plan for incorporating clinical best practices for tobacco cessation in Nunavut s healthcare system. As a contract manager of an agency hired to develop and implement Nunavut s Cessation Strategy, the Educator will design and deliver a learning and development program on tobacco cessation for health providers ranging from physicians, dentists, community health nurses, community health representatives, home care staff, hospital nurses, mental health counsellors, addiction workers and others, that can be accessed by GN staff in all 25 Nunavut communities. The Educator provides professional advice, consultation and expertise to ensure delivery is based upon the current research and most effective techniques for smoking cessation. The position prepares and adapts tobacco cessation programming for health providers to implement across Nunavut. The position designs, implements and evaluates pilot projects to test new counselling approaches for individuals to overcome tobacco addiction and make behavioural changes associated with a tobacco-free lifestyle.
2 Page2 The Educator engages health care colleagues to integrate tobacco cessation best practices into other health promotion initiatives and programs. The Clinical Educator is an active member of the tobacco reduction team who reports to the Executive Director Population Health and receives professional guidance from the Tobacco Reduction Specialist. Given the high rate of smoking in Nunavut, this position has the potential to positively impact the 60% of Nunavummiut who are tobacco users. 4. RESPONSIBILITIES Describe major responsibilities and target accomplishments expected of the position. List the responsibilities that have the greatest impact on the organization first and describe them in a way that answers why the duties of the position are being performed. For a supervisory or management position, indicate the subordinate position(s) through which objectives are accomplished. 1. The Clinical Educator designs and implements a multi-year comprehensive clinical education program for community based as well as hospital based physicians, nurses, community health nurses, public health nurses, home care staff and other health care providers across Nunavut, by: assessing current practices and identifying strengths, opportunities and areas for improvement designing and implementing a comprehensive learning plan that incorporates researchbased best practises in tobacco cessation, counselling strategies, and delivering workshops, seminars, and coaching sessions consulting on specific issues that may arise in clinical practise, participating in local/regional/territorial conferences, meetings and workshops reviewing and assessing overall progress on the plan and making adjustments as needed; and developing a continuity plan for the end of the three year term. 2. The Clinical Educator provides expertise and develops, implements and evaluates individual and group approaches for tobacco cessation sessions for Nunavummiut who smoke by: acting as contract manager for the Tobacco Reduction Program s 3 year Cessation Strategy and implementation, throughout Nunavut integrating, monitoring and evaluating progress into cessation initiatives assisting front line providers in implementing nicotine replacement therapy identifying specific target groups that could benefit from interventions piloting new culturally relevant approaches, such as distance counselling, (via Telehealth, internet, social media, telephone services, the Nunavut Quitline, and other in-person or telephone supports) with health professionals, social workers, mental health workers and others; and preparing clinical programing information and supports (packages/curriculum based on clinical best practice guidelines, handouts, etc.) for other health professionals, or health programs to implement with people seeking to reduce or eliminate tobacco usage. 3. The position ensures that front line health providers in Nunavut have best practice information about the harmful effects of tobacco, ways of minimizing tobacco s effects and ways to reduce or
3 Page3 cease tobacco usage by: selecting appropriate content and materials for the various practitioners and overseeing dissemination to all front line health providers in Nunavut. For example: disseminating information through a special website on tobacco reduction maintaining communication with departmental staff, particularly those in local/regional/territorial level positions and in hospitals; and providing tools to assist practitioners in engaging and encouraging their clients/patients/community in tobacco cessation. 4. The Clinical Educator identifies innovation and emerging practices for cessation treatment and maintains current knowledge of tobacco reduction methods in Canada and internationally, particularly about initiatives that relate to Inuit by: reviewing research and connecting with various professional associations establishing relationships with other health and social services and addictions agencies (including Federal, Provincial and Territorial Departments of Health, Ontario Tobacco Reduction Unit (OTRU), Canadian Agency for Mental Health (CAMH), drug abuse and tobacco cessation in other countries, provinces and territories) and Inuit organizations reviewing internal and external communications documents such as newsletters, journals, press releases, etc.; and participating in and contributing to national workgroups and advisory bodies as required. 5. The Clinical Educator contributes to the tobacco reduction team by: developing relationships and partnerships that will extend the reach and work of the Clinical Educator seeking out sources of funding and writing grants applications to support continuation of smoking cessation/prevention and education programs contributing to program monitoring and supporting evaluation of the Nunavut initiative; and providing cessation expertise to the Tobacco Reduction Program providing expertise to the development of health promotion briefings and literature. 5. KNOWLEDGE, SKILLS AND ABILITIES Describe the level of knowledge, experience and abilities that are required for satisfactory job performance. KNOWLEDGE In-depth knowledge of addictions with specialization in tobacco addiction In-depth knowledge of the psychological and physiological dimensions of addictions and cessation In-depth knowledge of the effects of tobacco usage on health Understanding of the health system and clinical opportunities for interventions regarding tobacco cessation Outstanding knowledge of best practice guidelines in tobacco cessation.
4 Page4 Knowledge of adult learning techniques and how to design adult education programming Knowledge of how to support behaviour changes Knowledge of legislation, regulations and directives: The Nunavut Tobacco Control Act and the Freedom of Information and Privacy Act and their application in the work Knowledge of sources for new research and techniques in addressing tobacco addiction ASSETS INCLUDE Previous work experience in rural/remote northern setting Previous experience working in Government Fluency in one Inuit language is an asset SKILLS AND ABILITIES Ability to design and implement multifaceted adult learning programs - with a clinical component for practitioners and community based component for community health care workers Planning and organizing skills to manage and implement a multi- year clinical development program on tobacco cessation Ability to adapt clinical techniques and tobacco cessation methods to the Inuit culture and northern environment. Cross-cultural sensitivity and understanding of Inuit cultural values Strong initiative and leadership qualities to inspire, create and lead a network of health care professionals and others in related fields in implementing tobacco cessation programming An enthusiastic and positive attitude with a passion for health promotion Technical skills to use , Word, web applications, internet research and social media Good personal time management and organizational skills Flexibility and adaptability are essential personal characteristics This is a highly sensitive position. Criminal record and vulnerable sector checks are required. This combination of Knowledge, Assets, Skills and Abilities is typically found in applicants with: A Master s Degree in Nursing, Pharmacy, Social Work or Addictions is preferred, OR a Bachelor s degree in Nursing, Pharmacy, Social Work or Addictions. Candidates must have at least 2 years in Tobacco Cessation experience OR One year of applied clinical experience in a primary healthcare setting. Preference will be given to individuals who have completed training the RNAO or TEACH Smoking Cessation Courses. 6. WORKING CONDITIONS List the unavoidable, externally imposed conditions under which the work must be performed and which create hardship for the incumbent. Express frequency, duration and intensity of each occurrence in measurable time (e.g. every day, two or three times a week, 5 hours a day).
5 Page5 Physical Demands Indicate the nature of physical demands and the frequency and duration of occurrences leading to physical fatigue or physical stress. Mostly the work is conducted in offices, meeting rooms, health centres and hospitals. Prolonged sitting will be a component of the job for group sessions, individual counselling and research and consulting to health providers. The work may require irregular hours in order to reach clients for clinical interventions and to conduct training sessions for health care staff. Environmental Conditions Indicate the nature of adverse environmental conditions to which the jobholder is exposed, and the frequency and duration of exposures. Include conditions that increase the risk of accident, ill health, or physical discomfort. The position is required to travel throughout the region, with accompanying extremes of weather, and the dangers of flying in the Arctic. Discomfort of delays and rescheduling of flights, nonstandardized accommodation and meals will be conditions faced in many of the trips to remote Nunavut communities. Sensory Demands Indicate the nature of demands on the jobholder s senses. These demands can be in the form of making judgments to discern something through touch, smell, sight, and/or hearing. It may include concentrated levels of attention to details though one or more of the incumbents senses. Attention to client records and privacy demand attention to detail. Active listening and empathetic interviewing are key factors in conducting group and individual counselling sessions. Mental Demands Indicate conditions within the job that may lead to mental or emotional fatigue that would increase the risk of such things as tension or anxiety. Interactions with clients may be stressful in terms of addressing cultural barriers or avoiding miscommunication. The position will be expected to make a difference on a highly persistent, pervasive issue. Reaching practitioners across Nunavut may present stress in terms of the challenges of distance, competing demands on time and attention, and attitudes towards addiction.
