14 PVS and One Health Pilot missions: Costa Rica, Kenya and Philippines Feedback session in November 2012: Confirmation of the 14 existing critical competencies identified as relevant to implement the One Health concept No specific One health missions will be addressed during PVS Evaluation Follow-Up mission Main objectives: To evaluate the VS with some emphasis on their collaboration with Public Health and other relevant authorities at the animalhuman interface. 14

15 Follow-up Mission with some focus Initial PVS Evaluation mission performed in 116 countries (125 requests) PVS Evaluation Follow-Up mission Same Tool, same methodology, all CCs evaluated Possible focus on some topics relevant to the national context of the country: One health : 14 existing Critical Competencies have been identified as relevant to evaluate the implementation of the One health concept by Members Horse movement: dedicated ad hoc group in charge of identifying existing PVS Critical Competencies relevant to the movement of horses for international competition 15 Wildlife: OIE experts will be instructed to consider wildlife when performing a PVS Evaluation

17 Capacity building activities: Treatments 17 The OIE considers as PVS Pathway treatments the following activities: Twinning projects between laboratories Veterinary Legislation Support Programme (VLSP) Veterinary Legislation Identification Missions Veterinary Legislation Agreements PVS Pathway Laboratory Missions* Twinning in other fields* (Veterinary education and VSB)

18 New treatments PVS Pathway Laboratory missions Expert group meeting in March 2012 Specific tool designed and tested Pilot missions conducted in Laos (September 2012) and Tanzania (May 2013) Upon official request from countries, specific PVS Pathway Laboratory missions will be proposed starting in Fall 2013 Objectives: Describe the laboratory analysis demand in the country Propose the sustainable ways to organise the national veterinary laboratory network to make the laboratory function a more coherent investment Explain how to better allocate or advocate for sufficient resources to support accurate and timely diagnosis of priority animal diseases and veterinary public health issues. 18

19 New treatments Twinning in Other Fields Based on the success of the Laboratory Twinning programme Veterinary Education Establishments (VEE) Twinning manual already published Based on the Day-one Competencies and Core Curriculum Veterinary Statutory Bodies (VSB) Twinning Manual under finalisation The OIE has a larger number of proposals than available funds at present: On going work to secure more funds Possibility for Twinning projects to be endorsed by the OIE but funded directly by national budget or by partners. 19 OIE twinning without OIE financial support

21 Country ownership Distribution, by the OIE, of the PVS Pathway final reports to relevant national ministries: Always based on a list of Ministries/partners provided by the Delegate 70% of countries requesting to share their PVS Pathway reports to other national Competent Authorities included the Ministry of Health Sharing of all PVS Pathway reports with donors and partners Always upon agreement of the Delegate Extended list of distribution to partners foreseen Publication on the OIE website Always upon agreement of the Delegate Around 16% of PVS reports and 19% of PVS Gap Analysis reports published on the OIE website 21

22 Conclusion The OIE PVS Pathway is a continuous process aiming to sustainably improve the compliance of Veterinary Services with international standards The OIE is constantly working to convince governments and donors to not only support the PVS Pathway itself, but also the implementation of its recommendations and outcomes The improvement of Veterinary Services can occur only with the strong commitment and ownership of the countries. 22
