2 Executive Summary The is a successful network involving nine EU countries and the participation of Poland, Norway and Switzerland The Network reviewed the Barcelona Conference that was held in Year 1 of the project and the activities that have evolved from it, while also discussing the development of the project s electronic network The project has planned a programme of practical support and has identified the member states in need of particular support, so that help can be given in developing the latter s own Quitlines The Network has reviewed best practice in the field of smoking cessation telephone counselling and examined in detail evidence of success achieved through the use of different strategies The Network has facilitated co-operation between member states, established a basis for comparing evaluation data across European Quitlines, and standardised evaluation processes The Network has helped its partners build their capacity and has assisted in: - Counselling protocols - Theoretical background - Training of staff - Evidence on effectiveness of counselling - Difference between medicine, psychology and counselling - Recruitment - Social support - Coping skills The Network has expertise and helplines that target key groups such as pregnant women, youth and ethnic minority communities in the European Union The Network has a comprehensive resource library in key EU languages and languages of EU minority communities like South Asians and Turks/Kurds General Background Originally, six member states operated telephone-counselling helplines independently of one other The advantages of the services included their reach, accessibility, relatively low cost and ability to support large numbers of smokers The Quitlines encompassed a range of practices and experience The was established in 2000 The project was launched at a conference in Barcelona for which invitations were sent to all European community-members states The conference consisted of paid participants from the European Commission and enabled other interested countries such as Poland, Norway and Iceland to attend at their own costs The evident benefits of sharing knowledge and experience, combined with the desire to assist other countries in developing their own Quitlines, resulted in the motivation to create a 66

3 Means by which the project was implemented: Steering Group One: Paris, France, November 2001 Nine countries attended the meeting in Paris The group received an update on progress from all participants, and the Network was taken on a tour of the French service So as to gain more knowledge of each Quitline, each partner filled in a data registration form The Network also went through the analysis of the Barcelona conference and began to put into practice planning and discussing the year-two meetings and their agendas The partners also began developing mentoring programmes for network members First Training Seminar: The Hague, February delegates from 15 countries attended the training seminar in The Hague While at the Steering group, held in The Hague, Marc Willemsen of Defacto presented a plenary Research Workshop, which included a discussion of the proposed research plan Among the issues discussed were a presentation on a Voice Response Unit and a presentation on the Netherlands Internet Site and their service The Network also had a presentation on the system to deal with tailored advice on proactive counselling The Steering group got involved in workshops on case studies from the Dutch Service in different stages of the cycle of change Partners had discussions in small groups on how to deal with each case and then compared their answers Lastly, all the partners had a brainstorming session on issues to be covered on the ENQ website Steering Group Two: Copenhagen, Denmark, April 2002 Nine countries participated in the steering group The meeting opened with an update from all countries Karen Bowden of QUIT UK presented a workshop on counselling protocols A discussion of amendments to the research proposal also was initiated The had a guided tour of the Danish Quitline, which was extremely informative, and the partners discussed representation of the network at the 3rd European Conference on Tobacco or Health The group also discussed moving the network forward in year three Second Training Seminar: Stockholm, Sweden, June participants from 13 countries attended the event in Sweden, updating the group on advances made since the last meeting By taking a tour of the Swedish Quitline, participants had an opportunity to consider the Swedish documentation system, evaluation methods, training technology and the use of snus The network also had a workshop on Internet counselling Feedback from the first North American Quitlines Meeting in May 2002 was also given 67

4 Results A support visit by Portugal to the United Kingdom took place, and Portugal subsequently went live with its Quitline in April 2002 as a direct result of advice, mentoring and help from the Italy now had a fully operational line, and Greece had one dedicated to smoking cessation in November 2001, with a second line to be installed by January 2003 Development of the website of the (new site being developed and new address, chosen, as part of year 3 of the project) Papers are being distributed and are available for download Guide to Best Practice workshops completed in The Hague The Guide was disseminated electronically in January 2003 to include new research from Holland Karen Bowden was invited to present on the in Warsaw, at the 3rd European Conference on Tobacco or Health Hans Gilljam presented on the work of the Network at the North American Quitlines conference Steve Crone also presented on the as part of his presentation on Internet Counselling at the World Health Organisation in Warsaw, Poland Evaluation The project was evaluated using a comprehensive method that had qualitative and quantitative information Evaluation consisted of delegate response sheets, phone discussions, and registration forms Success was also measured by the level of participation in the network Furthermore, the network is developing its Guide to Best Practice within the European Community, which will improve existing services and assist new ones Strengths and Weaknesses Strengths The network is well represented within the European Union Member States Quitlines are a clinical and cost-effective method of aiding the public in smoking cessation The project proved that many European smokers can be reached efficiently and provided with information on, advice on and support in quitting The Network has a vast range of skills and experiences to which its members and others can refer This helps create synergy, build capacity and reduce the learning curve for new members developing their services It also makes Quitlines self-reliant and cost-effective, as it is able to find through the Network innovative in-house solutions to its needs Network members are highly motivated and open to change, innovation and development The Network inspires 68

5 smaller Quitlines and reassures them of their own practice Finally, the Network distributes a valuable evidence base and new techniques for services and developing evaluation methods Weaknesses It was found that some training sessions were too long and intensive This was remedied in the second training seminar in Holland by having a number of shorter sessions concentrating on fewer topics, so as to allow subjects to be covered in depth Also, some member states do not have the infrastructure and funds needed to support the full range of services; their members resources are strained Conclusion The year has been a very successful year for the It has produced a Guide to Best Practice, which was published electronically in January 2001 (see The network is continuing to grow It had 13 members in 2002 and four enlargement countries waiting to join in 2003 Two more countries now have fully operational helplines dedicated to smoking cessation Expertise and experience on running Quitlines through their mentoring programme and through our training seminars has continued to be shared This year, topics covered have been Plenary Research, Internet Counselling and Systems, Voice Response Units and Counselling Protocols Exchange of information has benefited many members of the group, enabling new projects to be established in many organisations The mentoring programmes also offer assistance to those wishing to establish new Quitlines in member states The wide range of practice and evidence of success in different states has been discussed at steering groups and proven extremely useful to members who can learn from their partners successes and mistakes Way Forward The Network plans to provide two seminar groups and two training sessions that will cover the following topics: Internet counselling PR and marketing of Quitlines Fundraising for Quitlines SMS messaging: evidence base and techniques Motivational interviewing Providing accessible services to ethnic-minority communities and other socially excluded groups Harm reduction Counselling protocol Scientific evidence for Quitlines Clinical targets on smoking cessation within healthcare systems 69
