Room 1A-21 Washington, DC OIL PIPELINE TARIFF FILING Dear Ms. Bose: Tesoro High Plains Pipeline Company LLC (THPP) files the accompanying tariff, F.E.R.C. No with an issue date of February 12, 2016, to be effective on February 15, 2016, on 2 days notice. F.E.R.C. No cancels F.E.R.C. No (Docket No. IS ). THPP is filing F.E.R.C. Tariff No to increase the maximum volume for which the Gathering Rate for movement on the Corral Creek Gathering System applies from 1,000 barrels per day ( bpd ) to 2,500 bpd. This change also increases the minimum volume for which the volume incentive rate on the Corral Creek Gathering System applies from 1,000 bpd to 2,500 bpd. Pursuant to 18 CFR 342.4(c), THPP has attached a sworn affidavit attesting to the fact that the Corral Creek gathering and volume incentive levels have been agreed to by all current THPP shippers subject to the change. No changes have been made to the tariff other than the change to the Corral Creek gathering and volume incentive levels as described above. Pursuant to Rule of the Commission s Rules of Practice and Procedure, 18 C.F.R , THPP hereby requests a waiver under Section 6(3) of the ICA so that this tariff may become effective February 15, 2016 on 2 days notice. Short notice is appropriate because all shippers are in agreement with the proposed change. THPP understands that this tariff will be conditionally accepted subject to refund pending a 30-day review period.
