4 Principles of Health Economic Evaluation An economic evaluation is a systematic comparison of two or more treatments or care alternatives in which both the costs and outcomes of the alternatives are examined What is Cost-effectiveness? London: Hayward Medical Communications, 2001.

8 What is a Cost-Utility Analysis? A cost-utility analysis is a specific type of economic evaluation that compares two or more alternative choices in units of utility or preference, often a quality-adjusted life year (QALY) Health care cost, quality, and outcomes: ISPOR book of terms. 9 What is a Quality Adjusted Life Year (QALY)? Outcome measure that incorporates both quantity of life (mortality) and health-related quality of life (morbidity) Quantity how long person lives Quality factor that represents a preference for a health state one year of perfect health = one QALY one year less than perfect health < one QALY death = zero
