Money Advice and Smoking Cessation Pilot Karen Gray Health Improvement Senior NHSGGC Linda Bates Development Officer Ash Scotland
Proposal To explore over a 2 year period how partnership working with local money advice services can increase engagement with smokers, referrals to stop smoking services and quit attempts for local stop smoking services
Why do this work? Who are the partners? What are the challenges? Evaluation report Next Steps
Why The current economic and welfare reform climate Users of Money Advice services are largely people targeted by government health improvement strategies Ability to work Increases the risk of mental illness Smokers can find themselves paying between 25% & 55% more on financial packages
Partners NHSGGC Ash Scotland Glasgow East Money Advice Project Money Matters Citizen Advice Bureaus Voluntary Sector Organisations East Renfrewshire Council Renfrewshire Council Drumchapel Money Advice Centre Homestart
Challenges Engaging with service providers Diversity in local providers Understanding money advice services delivery frameworks Staff attitudes Training model Attendance at training Evaluation
Evaluation of NHS GG&C Smoking and Money Advice training delivered by NHS Greater Glasgow & Clyde Jan-July 2014, evaluated by ASH Scotland November 2014
Delivery Delivered to five areas within NHS GG&C area: North-East Glasgow North-West Glasgow South Glasgow Renfrewshire East Renfrewshire 51 attendees in total over 5 sessions
Roles of attendees mainly Money Advisors, Income Advisors, Welfare Rights Officers, Financial Inclusion Officers etc. but also included Family Keyworkers, Administrators, Project Co-ordinator
Training model used Training delivered using NHS GG&C standard Health Behaviour Change model bolt-on topic of smoking and tobacco use additional information re. referral process from money advice settings into stopsmoking services
On-the-day evaluations
I liked Qualitative Feedback Delivery/presentation/structure/content Learning about ways to raise the issue Learning about stop-smoking services Learning about the effects of smoking Learning about how much money could be saved/financial aspects of smoking
Qualitative Feedback (cont d) I want to know more about Effect of smoking on the body What chemicals are in cigarettes Success stories how the project is working Success rates for clients in deprived areas Statistics re. smoking E-cigs
Three-month follow-up evaluations
Follow-up evaluations (cont d)
Follow-up evaluations (cont d)

Follow-up evaluations (cont d)
Reality Check! I still feel, as I did prior to the training, that a money advice appointment is rarely the place to be making these interventions. In general I feel that welfare rights or debt advice should be focused first and foremost on increasing an individual's or family's income and should not encompass budgeting advice unless the client specifically requests it.
But isn t this income (or at least expenditure)? Average no. of cigarettes smoked per day = 13.5 Average price per cigarette smoked = 0.22 Average spend per day = 2.97 Average spend per year = 1,084.05
Next Steps Deliver awareness raising training to Stop Smoking Staff Outcomes of referrals to Money Advice and Stop Smoking Services Complete a robust evaluation, quantative and qualitative data Measure impact and effectiveness Further piloting and/or roll out Develop national briefing
