2 2005 Authorized in Law HISTORY 2006 Federal Grant Received for Implementation 2007 Pharmacies began uploading data 2008 PDMP went live to users 2011 Reauthorized in law until 2021 during legislative session 2012 Relocated to Title 12, Article 42.5, C.R.S. with entire Pharmacy Practice Act Aug 2012 Vender transition June 2013 CO PDMP went live with interstate sharing of data May 2014 Law signed by Governor to further enhance the PDMP in an effort to reduce prescription drug abuse (HB )
3 National Governor s Association Policy Academy on Prescription Drug Abuse October 2012 September 2013 Colorado PDMP staff, along with diverse others, served on the Policy Academy co-sponsored by Colorado s Governor John Hickenlooper and Alabama s Governor Bentley. In addition to Colorado, five other states: Arkansas, Kentucky, New Mexico, Oregon, and Virginia, worked to develop and implement comprehensive and coordinated strategies Colorado s participation resulted in the Colorado Plan to Reduce Prescription Drug Abuse, effective September 2013, available online at
4 Colorado Plan to Reduce Prescription Drug Abuse Created the Colorado Consortium to Reduce Prescription Drug Abuse, comprised of 5 different work groups, which include: Provider & Prescriber Education The Colorado PDMP Disposal Public Awareness Data & Analysis Sept 2013 Dec 2013 the PDMP workgroup drafted recommendations for legislative change regarding the Colorado PDMP, which resulted in DORA sponsored House Bill Legislative changes in House Bill became effective on 5/21/14, when signed into law by Governor Hickenlooper
5 What does this law mean to prescribers and pharmacists? Mandatory PDMP Registration for all CO DEAregistered Prescribing Practitioners & all CO Pharmacists Allows PDMP-registered Prescribing Practitioners & Pharmacists to delegate access on their behalf Allows the PDMP to send Unsolicited Reports to affected Prescribing Practitioners and Pharmacies As with out-of-state prescribing practitioners in the past, it now allows out-of-state pharmacists to obtain patient information from the PDMP
6 What does this law mean to prescribers and pharmacists? September 2014 Unsolicited Reports will start being sent to all affected prescribing practitioners and pharmacies directly involved with a patient that met the threshold for reporting On January 1, 2015 all PDMP registered prescribing practitioners and pharmacists may delegate access to the PDMP for up to 3 persons by way of Sub-Accounts under prescribing practitioners or pharmacists
7 What does this law mean to other interested parties? Allows all Federally-owned/operated Pharmacies to Submit Controlled Substance Dispensing Data to the CO PDMP Expands Subpoena Authority to Law Enforcement to now include a Pharmacy s PDMP records (and not just for a specific patient or a prescribing practitioner) Provides CO Dept. of Public Health and Environment access for public health purposes Creation of a PDMP Taskforce to further study the effectiveness of the PDMP
8 Phasing-in Mandatory PDMP Registration by Profession: By SEPTEMBER 30 th all Board-registered Pharmacists & DEA-registered Advanced Practice Nurses with Prescriptive Authority By OCTOBER 31 st all DEA-registered Dentists, Veterinarians, Optometrists & Podiatrists By NOVEMBER 30 th all DEA-registered Medical Board licensees
9 What does the PDMP law NOT do? Mandatory PDMP Use. Mandatory PDMP Delegated Access Requires you to act on an Unsolicited Report should you receive one. Provide Law Enforcement direct access to the PDMP

12 Recent Harold Rogers Grant Funded Projects Funded September 2013 Quad Regulator Conference, where members from the Colorado Dental Board, the Colorado Medical Board, the State Board of Nursing, and the State Board of Pharmacy met to plan for a comprehensive statewide policy regarding the prescribing and dispensing of opioids to Colorado patients. This Quad Regulator conference was completed in collaboration with DORA s Nurse Physician Advisory Task Force for Colorado Healthcare (NPATCH), a healthcare policy taskforce. Resulting in DORA s Policy for Prescribing and Dispensing Opioids, effective July of 2014.
13 Recent Harold Rogers Grant Funded Projects Partnered with a professional public relations firm to develop a communications plan to communicate improvements to the program and recent legislative changes, and to drive registration and use of Colorado s PDMP by prescribers and pharmacists completed in August of 2014 Working to utilize grant funds for a PDMP brochure, and post card mailings to all Colorado prescribers and pharmacists, and to all Colorado registered pharmacies, both in state and out of state. Partnered with a video production company to create a storytelling video, aimed at outreach to Colorado prescribers and pharmacists, to encourage utilization of the Colorado PDMP.

15 COLORADO PRESCRIPTION DRUG MONITORING PROGRAM Effective October 15, 2014, changes to the Colorado State Board of Pharmacy s Rules will go into effect that will require all current and newly registered in-state and nonresident pharmacies to begin submitting controlled substance dispensing data into Colorado s Prescription Drug Monitoring Program (PDMP) each regular business day, unless otherwise exempt from the reporting requirement itself. 17 CO PDMP Patient Notification Requirement CRS (2) Each practitioner and each dispensing pharmacy shall disclose to a patient receiving a controlled substance that his or her identifying prescription information will be entered into the program database and may be accessed for limited purposes by specified individuals.
