3 The Adolescent Substance Abuse Problem In the year 2001, 19.5 million Americans, or 8.3 percent of the population age 12 or older, were current illicit drug users. (National Survey on Drug Use and Health) An illicit drug in the NSDUH was defined as: cannabis, cocaine, heroin, hallucinogens, inhalants and non-medical use of prescription painkillers, tranquilizers, stimulants and sedatives. 7 Drugs in the United States According to data found by the Office of National Drug Control Policy in the United States: Every day 4,700 children under the age of 18 try cannabis for the first time. More than 100,000 kids enter treatment each year for cannabis and other illicit drugs. More kids enter drug treatment for cannabis dependency than for all other illicit drugs combined. 9 High Risk Teens are at a higher risk for addiction than adults. (They generally become addicted more quickly than adults.) Often their behavior is associated with typical adolescent behavior and is not addressed. 19 Scare Tactics The first response that was used. Relied on depictions of the harmful effects of alcohol and drugs to try to deter young people from trying them. Images were often graphic and exaggerated. This technique was proven to not be very effective, especially when the information is inaccurate.
