3 SUMMARY General objectives To create a European Alcohol Policy Network To collaborate and coordinate with other multi-annual projects in the field of alcohol; To involve young people in alcohol policy making; To undertake a review of current alcohol policy in all Member States and applicant countries, building on the work of the European Comparative Alcohol Study and the Alcohol Policy database of the European Office of the World Health organization; To launch the Network at a major conference in Poland in The conference was marketed to policy makers, programme implementers, health promoters, prevention specialists and prevention planners working in governmental and non-governmental organisations; To agree and disseminate a conference Charter Bridging the Alcohol Policy Gap in Europe ; To prepare a series of theatre sketches contrasting stakeholder views on alcohol policy to convey complex policy issues in an innovative way to young people; To create an alcohol advocacy policy manual and training course (Advocacy Tool Kit) to meet the needs of policy makers and programme implementers; To convene two advocacy training schools for policy makers and programme implementers in order to build consensus in favour of health and social-minded reform; To undertake alcohol policy technical visits to all applicant countries; and To provide background material for the 2005 European Commission conference on alcohol, health and society. Strategic relevance and contribution to the public health programme Promoting health and prevent disease through addressing health determinants across all policies and activities ; Health Determinants: Alcohol, Strand 3. - To further the development of an integrated Community strategy to reduce alcohol related-harm in the context of a larger Europe. - To support and encourage Member States and applicant countries to implement the Council Recommendation on the drinking of alcohol by young people (O.J. L161/38 of ), with the involvement of young people themselves. - To improve young people`s participation and information as priority themes of the Commission`s 2001 White Paper on youth policy (as suggested by the Commission`s proposed set of objectives to Member States on 14 April 2003). - To develop a more comprehensive approach across the European Community as embodied in the Council`s conclusions of 5 June 2001 on a Community strategy to reduce alcohol-related harm. - To promote the horizontal role of culture within the framework of other Treaty provisions as discussed in the Education, Youth and Culture Council on 5 and 6 May Page 3/7

4 2003. Methods and means The objective was achieved through: - The Creation of a European Alcohol Policy Network with representation in all Member States and applicant countries. Experience, knowledge, and information about the making of alcohol policy to be shared in order to bridge the gaps between science, policy making and programme implementation, and between the different countries of an enlarged European Union. - Collaboration and coordination with other projects in the field of alcohol such as the proposed Alcohol, Marketing and Young People in Europe and Mobilizing the health professions for effective alcohol policy, both of which have submitted applications for funding to the public health programme. - The networks formed an integral part of an advocacy Conference in 2004, hosted by the Polish State Agency for Prevention of Alcohol-related Problems, and will also shape the making of an Advocacy Tool Kit. - The views of young people in the development of alcohol policies were integrated at each level of the overall project through regular and structured dialogue between political bodies and young people; by making young people more involved in producing and distributing information for their peers and by working more closely with youth organisations (as suggested by the Commission`s proposed set of objectives to Member States on 14 April 2003 as priority themes of the Commission`s 2001 White Paper on youth policy.) - The series of theatre sketches furthered the understanding of policy issue in an innovative way and promote the horizontal role of culture within the framework of other Treaty provisions as discussed in the Education, Youth and Culture Council on 5 and 6 May 2003 Expected outcomes period European Alcohol Policy Network, together with collaboration and coordination with other multi-annual projects in the field of alcohol.
