3 03 Influences of alcohol and drugs The immediate effects of drugs and/or alcohol may be intoxicating, but the aftermath can have devastating consequences, particularly where the workplace environment is concerned. It is a sobering thought, but the use of drugs and alcohol has grown significantly over recent years, and is now having a substantial effect on today s workplace. Often resulting in severe financial loss, not to mention lost hours due to sickness and absence from work, the use of drugs and alcohol can also lead to injury and serious accidents. Statistics have shown that regular users of drugs or alcohol are more likely to take sick leave, can be less productive, are often late and are more likely to be absent on a regular basis. Anyone who may be under the influence of drugs and/or alcohol poses a potential risk to the people they come into contact with, especially if they are driving or operating machinery. Legislation is already in place to tackle the problems of driving under the influence of drugs and/or alcohol, and other legislation, such as corporate manslaughter, is sure to follow, with specific reference to drugs and alcohol at work. Under current health and safety requirements, every employer has a duty of care to make sure that their employees are safe at work, and that means being safe from the dangers posed by their colleagues as much as by machinery or processes. As a result, more and more organisations are realising that the only way to verify the safety of their environment is to add drugs and alcohol testing to their existing health and safety programme.

4 04 ST ST Ask anyone who has drunk alcohol or taken drugs, and they will tell you that it can appear to be liberating. Lowering inhibitions and temporarily raising confidence, it can also dampen the senses, diminish concentration and dull the reflexes.

5 05 Cause and effect Any of these effects are likely to be unwelcome at a place of work. In general terms, the signs of misuse will include sudden mood changes, unusual irritability or aggression, a tendency to become confused, abnormal fluctuations in concentration and energy, and generally impaired job performance. Poor timekeeping may also provide a clue, as could increased short-term sickness absence, a deterioration in relationships with colleagues, customers or management, and dishonesty and theft as a result of the need to maintain such an expensive habit. EFFECTS OF ALCOHOL As surprising as it may seem, a blood-alcohol increase of just 0.02%, i.e. a bottle of beer or a glass of wine, can produce significant changes in awareness and capabilities. Our perception of moving objects and light sources is impaired, and the difficulties become even more acute in poor light conditions, if we are tired or are taking medication. The readiness to take risks increases at blood-alcohol levels of 0.03%, and vision can be limited to such an extent that tunnel vision can be experienced, and objects might appear to be further away than they actually are. Coordination is impaired, and any balance disorders might increase to the point of staggering. Speech may become slurred, and night vision can be severely restricted. As well as changes to personality, increased confidence can lead to exaggerated acts and over-exuberance. From 0.05%, reflexes become much slower, vision is further impaired and speed cannot be judged accurately. Alertness decreases massively at 0.08%, and reactions are usually either exaggerated, incorrect or completely inappropriate. Imminent danger may be recognised too late, and, as well as the inability to think clearly and move properly, the consumption of more alcohol may even lead to unconsciousness. EFFECTS OF DRUGS Different drugs affect different people in many ways, and the effects can last for hours or even days. People who have taken drugs at the weekend, for instance, are often unaware that they can still be affected several days afterwards including whilst at work. The use of cannabis, for instance, can slow reactions and affect concentration and coordination. It can also produce a sedative-like effect, causing fatigue. As well as causing erratic behaviour, cocaine can increase confidence and lead people to taking risks that they would not usually contemplate. Sometimes, the after-effects might resemble flu, with the person feeling lethargic and lacking in concentration. Overconfidence and risk-taking is also associated with ecstasy, which makes the heart beat faster. LSD, however, can speed up or slow down time and movement, whilst distorting colour, sound and objects. As well as feeling panicky and confused, users often see objects that are not really there at all. Amphetamines such as speed can make people feel wide awake and excited to such an extent that they find it difficult to sit still, and have difficulty sleeping. Unfortunately, drug and/or alcohol misusers do not conform to any particular stereotype. With such a wide variety of symptoms, it can be very hard for employers to recognise specific problems unless appropriate control measures, such as drugs and alcohol testing, are put into place.

6 06 DL ST With so many people using drugs and alcohol recreationally, it is hard to imagine that the worlds of commerce, industry and even defence are free from its effects.

7 07 Recognising the risk However, whilst the type of work might be different, the need to create a working environment that is as safe as it possibly can be remains the same. Whether on land, sea or travelling by air, passengers and crew have a right to be protected from the effects that alcohol or drugs can have on those in charge of buses, coaches, trains, ships, ferries and planes. In a similar way, people working in freight, distribution or manufacturing need to know that lorry drivers fork and lift truck, crane and machinery operators are able to carry out their work safely. Workers in medical care such as nurses and doctors need to have clear heads and steady hands, as do those working at height or with dangerous elements such as electricity. Fleet operators, local government departments, defence organisations and, of course, the emergency services are also reliant on their personnel being fit for duty and able to work safely alongside everyone they come into contact with. 11 11 Dräger Alcotest 7510 a class of its own Outstanding in precision, hygiene and flexibility the Dräger Alcotest 7510 is a hand-held breath-alcohol measuring instrument for ambitious use by industry and commerce, as well as by police. Easy to use and providing fast and reliable results, it offers a wide range of data management facilities, and can be equipped with GPS as an option. This intuitive instrument can also be powered with Li-ion battery technology upon request. Designed for ambidextrous, single-handed use, this compact, tamper-proof instrument has threebutton operation. Housed in a non-slip rubber mantle, complete with wrist strap for added security, it features a large, high-resolution, monochrome graphic display. Three light-emitting diodes (LEDs) in red, yellow and green support the information shown on the display. 15 15 Dräger Interlock XT safe start / safe work Quickly and easily fitted to any vehicle or machine, the Dräger Interlock is a breath-alcohol measuring instrument that includes a vehicle immobiliser or machinery start protection. Requiring drivers or operators to provide a breath-alcohol sample, it prohibits anyone who has consumed alcohol from starting vehicles or machines. Able to help reduce accidents caused by alcohol consumption, it can also be used to promote long-term changes in drinking attitudes. The breath-alcohol measuring instrument is mounted inside the vehicle, with the control unit positioned behind the dashboard. Once the ignition is switched on, the Interlock requests a breath sample from the driver. The result of the breath-alcohol test determines whether the vehicle s starter is released and the engine can be started. Designed to work in extreme temperatures from 45 C to +85 C, hence the name XT, it features state-of-the-art sensor technology, and ensures accuracy even at high alcohol concentrations.
