1 Drink Driving Fast Facts Draft Any alcohol impairs driving and increases the risk of a collision. This is not an opinion it s a scientific fact. Alcohol is a factor in 38% of fatal crashes o 29% of all alcohol related collisions involved a Driver / Motorcyclist o 9% of all alcohol related collisions involved a Pedestrian Between 2008 and 2012 a total of 35 people (12%) were killed in collisions where drivers/motorcyclists had a recorded BAC level of between 21 and 80mg/100ml (and were deemed culpable due to alcohol being a contributory factor). This means 7 8 people, on average, were killed per year over this period at the lower alcohol levels. 16 (6%) people were killed in collisions where drivers/motorcyclists had a recorded BAC level of between 50 and 80mg/100ml (and were deemed culpable due to alcohol being a contributory factor). 14% of all alcohol related fatal crashes (& 14% of all alcohol related fatalities) happen between 6am and 12 noon. 15% of all alcohol related fatal crashes involving a driver or motorcycle rider happen between 6am and 12 noon. At 80mg drivers are five to six times more likely to have a collision. At 40mg drivers are twice as likely to be involved in a collision. At 20mg a young driver s crash risk is doubled. (Moskowitz & Robinson 1988). Currently in 2017 an average of 180 drivers are arrested each week on suspicion of driving under the influence, up from 150 in ,063 drivers were arrested in 2016 for driving while intoxicated. (An Garda Siochana) A total of 3,003 Fixed Penalty Notices have been issued to drivers between 2012 and 2016 for drink driving offences detected between 50+ to 80mg per 100ml. (Department of Transport, Tourism and Sport)

2 Alcohol is twice as potent when you are a tired driver (Horne el al). Research published in France shows that sleepiness combined with as little as 10mg of alcohol triples the likelihood of death or serious injury between the hours of midnight and 5am. Attitudes against Drink Driving have hardened in Ireland in the past two years. The number of people who say that there is NO acceptable amount of alcohol that a driver can consume and be safe to drive has increased from 61% (2015) to 73% (2017). (A national survey was conducted via B&A s face-to-face Barometer survey with a nationally representative sample of 1,000 adults January 2017) The number who say two or more drinks are acceptable has reduced from 11% (2015) to 7% (2017). Public Support (For driver caught over the drink driving limit being automatically disqualified) 91% of Irish adults (and 91% of motorists) indicate support for any driver caught over the drink driving limit being automatically disqualified from driving. (A national survey was conducted via B&A s face-to-face Barometer survey with a nationally representative sample of 1,000 adults January 2017) Of this support group, 61% believe that if a driver is caught over the drink driving limit, they should be disqualified for more than 12 months. 89% of adults in urban areas and 93% of adults in rural areas indicate support for any driver caught over the drink driving limit being automatically disqualified from driving. Impairing Effect of Alcohol Alcohol is a sedative. Any alcohol impairs driving and increases the risk of a collision. When you have a drink the alcohol hits your brain within minutes. It starts to slow down and close down your brain s activity. So your driving skills are quickly impaired. You start to focus more on steering. You miss out on other dangers on the road like the child about to cross. The results of drinking and driving have left countless communities devastated in this country with lives lost and families left grieving. Strengthening our drink driving laws will protect the lives and well-being of our families, neighbours, friends and work colleague in our communities. Promoting the safe use of roads in Ireland, and particularly in rural Ireland, is an integral policy measure to protect and sustain our communities from harm.

3 The stark reality behind the statistics and one of the hardest things for victims and their families to deal with is that drink driving does not happen by chance. Sadly it happens by choice. The literature on the effects of alcohol on driving is very extensive and very consistent. Alcohol in almost any amount impairs driving or driving related skills. In 1998, 117 studies and subsequently in 2000, 112 studies were reviewed in reports by NHTSA (National Highway Traffic Safety Administration) in the USA. The results of the reviews can be summarised by a quotation from the 1998 report which stated: there is no lower threshold below which impairment does not exist for alcohol.

4 Dispelling the Myths on Drink Driving Q. Will the new law will make the local parish priest over the limit after drinking wine at mass. A. The current drink driving limit is NOT being reduced. The limit for ordinary drivers remains at 50 mg, which has been in place since Drink driving offences committed between 50mg and 80mg currently incur a 200 fine and 3 penalty points. The change that is being proposed is to make such an offence an automatic disqualification of 3 months. Q. Drivers are not really impaired at such low levels of alcohol A. Any alcohol impairs driving and increases the risk of a collision. This is not an opinion it s a scientific fact. In fact crash risk doubles at 40mg and at 80mg a driver is five to six times more likely to crash than a sober driver. Q. Sure there are very few drivers being caught at lower levels of alcohol. It s not a problem. A. It certainly is a problem. There have been 3,003 Fixed Penalty Notices issued to drivers for drink driving offences between the BAC level 50mg to 80mg Q. This measure will shut down rural Ireland A. The introduction of this new measure will not change the behaviour or affect the lives of the majority of people in this country. Currently 91% of all adults, rising to 93% among those living in rural areas, support the law being changed so that any driver caught over the drink driving limit would be automatically disqualified. Making this change will contribute to changing the behaviour of some drivers who to date have been slow to join the majority of the population. Far from shutting down rural Ireland, making drink driving offences an automatic disqualification will protect the lives and wellbeing of our families, neighbours, friends and work colleagues in our communities. It is important to understand the range of issues facing rural Ireland, including rural transport, social inclusion and sustainable communities. Promoting the safe use of roads in rural Ireland is an integral policy measure to protect and sustain such rural communities. The issues are important but the solution is not to be found by allowing people to drink and drive. Q. Small amounts of alcohol have no effect on my driving

5 A. All drivers are affected by drinking even small amounts of alcohol. Alcohol affects judgement, vision, co-ordination, and reaction times. It causes serious driving errors, such as: Your peripheral vision is affected making it difficult to see signs and other road users, particularly pedestrians and cyclists Increased reaction time to hazards Driving too fast or too slow Driving in the wrong lane Running over the kerb Weaving Quick, jerky starts Not signalling, failure to use headlights Straddling lanes Running stop signs and red lights Improper overtaking Q. Testing drivers the morning after is a waste of time A. 14% of all alcohol related fatal crashes happen between 6am and 12 noon. 15% of all alcohol related fatal crashes involving a driver or motorcycle rider happen between 6am and 12 noon. Q. Other road safety measures are more important. This isn t needed A. Measures introduced to date to tackle drink driving have been successful. However there is a minority of people who refuse to heed the road safety messages around drink driving. Increasing the penalties at the 50mg to 80mg will send out a clear message that such behaviour is not acceptable in society and will act as a strong deterrent in dissuading people from drinking and driving. 92 lives were saved in the first 12 months following the introduction of MAT Testing on 21 st July 2006.
