3 Status of the State Sanitary Inspections The State Sanitary Inspection s missionis to protect the health and well-being of the population. 1. The Chief Sanitary Inspectorate(GIS) is a governmentagencyunderthe authority of the Ministry of Health. 2. The State Sanitary Inspection forms a vast network of units which operate at three levels: central, regional(16), local(328). 3

4 Status of the State Sanitary Inspections The responsibilities comprises: infectiousdiseasesprevention and control, occupational and environmental hazard prevention, food safety control, health and safety surveillance, health promotion, designer drugs(nps) surveillance(since 2010). 4

6 2010 Rapid increase of poisonings and appearance of new shops with designer drugs There has been noted a significant increase of number of hospitalizations related to usage of NPS. 7 Implementation of the decision of Chief Sanitary Inspector of 2 October of 2010 In the period between 2 October and 31 December of 2010 there were conducted 7225inspections with the participation of 2551employees of State Sanitary Inspection and about 3500police officers samples were taken, and 8842 samples were tested 7370 cases(83%) confirmed of the presence of NPS 7

8 Amendment to the Anti-Drug Act October 2010 definition of a designer drug - substance of natural or synthetic origin in any physical state or a product, plant, mushroom or part thereof, containing such a substance, used instead of a narcotic drug or a psychotropic substance or for the same purposes as a narcotic drug or a psychotropic substance whose manufacture or introduction to trade is not regulated by separate provisions Article 44b of the Act prohibits the manufacture and introduction of designer drugs onto the market 8

9 Amendment to the Anti-Drug Law October 2010 Administrative procedures 1. Products reasonably suspisious of being designer drugs by the way of the administrative decision can be withdrawn and suspendeded for a period not longer than 18 months; allowing time for risk assessment(laboratory analyses), 2. Any retail outlets vending such products can be shut down fornolongerthan3months, 3. In the event that a product poses an obvious health risk or threat to life then the ban on manufacture and market placement immediately becomes final and all products have to be destroyed at the manufacturer s/vendors expense. 9
