2 QUESTIONS AND RESPONSES 1. Please clarify for panel dips (line items #1, #2, #4, #5) is required to include a collection bottle in the price, or if the line item is for only the panel dip. Panel dip only, cup must be provided for 6 panel only. With temper strip, cups can be sent in bulk. 2. Regarding the Oxycodone cut-off, will the County allow a vendor to provide a dip that tests at a more sensitive level than 300 ng/ml, such as 100 ng/ml? No, should be 300 ng/ml. 3. For the K2/Spice dip, will the County consider a vendor s device if it utilizes alternate cut-off levels from the 4 ng/ml listed? Must be no higher than 4ng/mL. 4. Please clarify the requirements for the K2/Spice dip. Is confirmation at the laboratory required as part of the dip price? If not, what is the purpose of the confirmation cut-off and limit detection concentration requirements? See this Addendum #1. 5. For the 6-drug Panel Dip (for Juveniles), will the County accept a device with lower cut-off levels for Cocaine (COC150) and Methamphetamines (MAMP500)? Yes. 6. If a vendor chooses to participate in the Cooperative Purchasing effort, will vendors only be able to offer items that they are awarded by the County as primary, items that they are awarded primary or secondary/alternate, or all items in this RFB regardless of award? Would the same rules apply when dealing with Cooperative Purchasing members, i.e. vendors can only offer item they were awarded as secondary/alternate if the primary vendor cannot provide them? Vendor will only be able to offer items awarded by Tarrant County as the primary. Secondary and alternate will only be used when primary cannot provide item. 3 QUESTIONS AND RESPONSES 7. On page 13, the County indicates that the successful bidder will follow SAMHSA (formerly NIDA) guidelines. However, to our knowledge, SAMSHA guidelines are only applicable to laboratory testing. Would the County please remove this requirement, or clarify its application in terms of this particular bid? See this Addendum #1. 8. On page 15, the County specifies that interpretation of test results shall not be based on recognition or comparison of colors. Does this specification apply to the alcohol saliva test, or is this just for the panel-dips and cup line items? In other words, is the County interested in an alcohol saliva test that has a colorimetric chart showing different BAC ranges, or in an alcohol saliva test that has a line indicating the presence of alcohol above one specific BAC level? Yes. CSCD is interested in a line indicating the presence of alcohol above one (1) specific BAC level. 9. On page 28, the County implies that FDA 510k letters are required for the devices offered by a vendor. There are no K2/Spice dips on the market with FDA 510k clearance; will the County remove this requirement for the K2 dip? Additionally, does this 510k requirement apply to the alcohol saliva test, or only to the cup and dip devices? See this Addendum #1. Applies to saliva test and cup/dip devices. 10. Regarding the training requirement, would the County consider webinar training or online training modules as possible alternatives to in-person training? Yes. 11. Please clarify if device samples need to be submitted 1) with the bid at the time of submission or 2) following a request from the County after they have reviewed the vendor bids. Following the request of Tarrant County. 12. Would the County accept a device which requires a time or timing device, but for which the test may be read as negative when the control line and all test lines are observable? 4 QUESTIONS AND RESPONSES 13. Please confirm that it is the intent to award to a sole source if all product offerings are competitive. Award per line item. 14. What are the names of the companies who submitted questions to date regarding this RFP? This information will require an Open Records Request. The law allows ten (10) business days to respond once an Open Records Request is received. 15. Who is/are the current incumbent(s) on this contract: American Screening Corporation U.S. Diagnostics Redwood Toxicology 16. If there is/are no incumbents due to this being a new bid/contract, who is the current supplier on the listed products? See response to Question 15 for incumbent information. 17. What are the incumbents, if there is no incumbent then replace with supplier, prices on each product in this RFP? 5 QUESTIONS AND RESPONSES 18. What will the average order quantity be for logistics and forecasting purposes? How many of each individual product? Varies per order. Estimated yearly quantity listed on Bid. See usage on pgs On average, how many times per year will Tarrant County CSCD order? Estimate is Are there peak times in the year that would exceed the average order amounts? If so, when are those peak times and how much do they exceed the average order amount? August. There are no September orders from CSCD. August orders will be a 6-8 week supply. There are no peak times for Juvenile. 21. Will all orders be shipped to one location? No, various delivery locations. 22. If not, how many locations will product be shipped to? Seven (7) CSCD locations. Two (2) Juvenile locations. 23. If shipped to multiple locations, will all locations order through one Tarrant County source/contact person/employee or will each location have an additional source/contact person/employee? All orders will be processed through the Tarrant County Purchasing Department with individual purchase orders for each delivery location. 24. When is the first deliverable /order due? On average, how many tests will each probationer take per month? Unknown. 90,000/yr. for CSCD. Unknown for Juvenile. 28. Will all products (5) be utilized for Tarrant County Juvenile Probation? No. 29. If so, what are the estimates per product and how often will they be ordered? Product 1: estimated ordered about 0-2 times annually. Product 2: estimated ordered about 0-5 times annually. Product 4: estimated 5,500 ordered about times annually. Product 5: estimated ordered about 0-2 times annually. 30. Will there be a different source/contact person person/employee for Juvenile Probation? Yes. 31. Will training be managed and conducted by Tarrant County or the Vendor? Vendor. 32. 8 I. PURPOSE A. Tarrant County is requesting bids for IN-HOUSE URINE AND SALIVA DRUG AND ALCOHOL TEST SUPPLIES. The in-house drug test supplies will be used by individual Tarrant County officials to identify offenders urine or saliva samples that are positive or negative for drugs. The purpose for implementing in-house drug testing is to allow officer(s) to obtain immediate drug/alcohol test results, which will aid in immediately addressing the offender about his/her substance/alcohol abuse while the offender is in the probation office or during a field visit. B. The successful bidder will provide all In-House Drug Test Supplies required for in-house drug testing for the following drugs. 1. Amphetamines 2. Methamphetamines 3. Benzodiazepines 4. Cocaine 5. Marijuana (THC) 6. Opiate 7. PCP 8. Barbiturates 9. Buprenorphine 10. Methadone 11. Methylenedioxymethamphetamine (MDMA) 12. Oxycodone 13. Alcohol 14. Synthetic Cannabis. C. Training on the proper use of the drug testing supplies will be provided by the successful bidder(s) to Tarrant County staff involved with in-house drug testing. D. 9 II. SPECIFICATIONS/REQUIREMENTS A. The successful bidder must be able to provide individual/multiple screening products for all of the following: 1. Amphetamines (1000 ng/ml) 2. Methamphetamines (1000 ng/ml) 3. Benzodiazepines (300 ng/ml) 4. Cocaine (300 ng/ml) 5. Marijuana (THC) (50 ng/ml) 6. Opiate (2000 ng/ml CSCD), (300 ng/ml Juvenile) 7. PCP (25 ng/ml) 8. Barbiturates (300 ng/ml) 9. Buprenophine (10 ng/ml) 10. Methadone (300 ng/ml) 11. Methylenedioxymethamphetamine (MDMA) (500 ng/ml) 12. Oxycodone (300 ng/ml) 13. Alcohol (Saliva) 14. Synthetic Cannabis (K2, Spice) (4 ng/ml Screening Cutoff, 0.25 ng/ml Confirmation Cutoff, 0.25 ng/ml Limit Detection Concentration) B. Multiple screening products to be available during the contract period shall be as follows: 1. Single Panel Dip test for all drugs listed above and Saliva for Alcohol. 2. Single Panel Dip test for Synthetic Cannabis (K2, Spice) (4 ng/ml Screening Cutoff, 0.25 ng/ml Confirmation Cutoff, 0.25 ng/ml Limit Detection Concentration) 3. 7-Panel, Integrated Cup Style: Cocaine, Marijuana (TCH), Opiates (2000 ng/ml), Methamphetamines, Amphetamines, Benzodiazepine, and PCP Panel Dip: Amphetamines, Benzodiazepines, Cocaine, Cannabinoids (THC), Methamphetamine, Opiates (300 ng/ml). Test to include cup with screw cap and temperature strip Panel Dip: Amphetamines, Barbiturates, Benzodiazepines, Buprenophine, Cocaine, Cannabinoids (THC), Methadone, Methamphetamine, Methylenedioxymethamphetamine (MDMA), Opiates (300 ng/ml), Oxycodone, Phencyclidine. Does urinalysis screening product require any daily routine maintenance or calibration procedure beyond quality control? 7. Does urinalysis screening product required crushing to dispose? 8.
