1 ATTACHMENT 11 MEMO TO: FROM: Lakeshore Regional Partners Board Members Stephanie VanDerKooi, Prevention Coordinator Denise Herbert, network180 Contract Manager DATE: August 12, 2015 RE: Background Information on Recommendations for Contracts & Services Following Prevention Services RFP (Request for Proposal) Process The LRP Prevention Services Request for Proposals for prevention services was approved by leadership in January 2015; the release date to the community was April 1, All Regional bids were due by April 30, 2015; a total of 12 agencies submitted 70 program services proposals for the bid of SUD prevention services. Each proposal was reviewed for administrative capacity, target population and population experience, program design, planning and program evaluation. Each area was evaluated using the criteria of completeness, specificity, reasonableness, and feasibility. The award recommendations for SUD Prevention Services also took into account the proposal s ability to assist Lakeshore Regional Partners in offering a complete array of required prevention services as possible; both in terms of the range of strategies needed, as well as the populations intended to be served. An eight member review team comprising of staff and community stakeholders was formed. Team Members were selected based on their professional experience, commitment to community, good stewardship, and/or creditability in the field. Review team members reviewed and scored each proposal relative to requirements outlined in the RFP. This included: 1. Program Requirements (60 points) Ability of the organization to propose a service that met or exceeded the expectations of the RFP by including innovations or other elements that add value for Lakeshore Regional Partners Region #3 consumers. The team reviewed each program s: a. Description of the program to be provided b. Description of target population and experience with population. c. Process and timeline to deliver services and facilitate system coordination. 2. Program Evaluation (20 points) Ability of the organization to identify how it would achieve identified program outcomes, or work with Lakeshore Regional Partners in an ongoing effort to develop them. 3. Staffing & Administrative Capacity (20 points) Capacity of the organization to assist Lakeshore Regional Partners to meet requirements specific to the division for which services are proposed (e.g. specialization or capacity to provide substance abuse prevention services). Prevention Services for Substance Abuse and Substance Use Disorders Substance abuse prevention services are any organized program or targeted strategy that enhances individuals and/or communities ability to avoid or reduce the use or abuse of Alcohol, Tobacco and Other Drugs (ATOD), even if substance abuse prevention is not its primary goal. To be effective, prevention programs and strategies should be implemented in a variety of settings, targeting both the general public and at-risk groups, as well as institutions with the ability to influence substance-related policies and practices. 2 Prevention services are designed to target populations within four prevention domains that provide a framework for categorizing environmental conditions and individual risk, which influence substance use behaviors among youth and adults. These four domains are: Individual / peer School / workplace Family Community / social The services within each domain promote individual, family and community health; prevent substance use, mental health and behavioral disorders; support resilience and recovery; and prevent relapse. The three types of prevention interventions are categorized as follows: Universal prevention interventions o Direct services, including education, alternative activities, or identification and referral that are provided directly to groups of individuals that have not been identified on the basis of individual risk (for example, education curricula to strengthen perceived risk of substance use and refusal skills delivered to all students in a grade, school, or community or server/merchant training to reduce sales to minors); or o Indirect activities which target the general public or a whole population group that has not been identified on the basis of individual risk (for example, a media campaign that targets residents of a community); Selective prevention interventions Activities targeted to individuals or a subgroup of the population whose risk of developing a disorder is significantly higher than average (for example, education curricula to strengthen perceived risk of substance use and refusal skills among children of parents who are in treatment for addiction or in recovery); Indicated prevention interventions Activities targeted to individuals in high-risk environments, identified as having minimal but detectable signs or symptoms foreshadowing substance abuse (for example, comprehensive family education for youth who are court involved due to alcohol or drugs but who are not yet in need of treatment therapies). The work of SUD prevention services strives to help individuals and populations avoid the dangers of alcohol, marijuana and/or other drugs by the following prevention strategies: Community Based Process Enhancing the ability of community systems and/or members of the community to provide effective prevention services; Environmental Approaches Establishing or changing written or unwritten community standards, codes and attitudes, thereby influencing the incidence and prevalence of the abuse and/or misuse of alcohol, marijuana and other drugs by the general population; Information Dissemination Increasing knowledge and awareness of available prevention services, as well as the nature, effect and scope of substance abuse and addiction in order to prepare community readiness and support for prevention methods; Education Offering formalized interaction between an instructor and participants that follow core components of a selected curriculum with fidelity or adaptations appropriate to meet the cultural needs of the target population; Alternatives Providing opportunities for participation by target populations in on-going activities that such populations would attend and/or participate in anyway, which now would exclude alcohol, marijuana and other drugs; and Problem Identification and Referral Using validated and population appropriate tools to screen whether or not the individual would be best served through a community based or population based strategy or should be referred for a full assessment in order to determine if treatment services are needed. 2

3 Lakeshore Regional Partners will enter into contracts with the number of providers needed to adequately cover the populations and service strategies required by the Lakeshore Regional Partners contract with the Michigan Department of Health & Human Services via MDCH Behavioral Health & Developmental Disabilities Administration Office of Recovery Oriented System of Care. The identified high risk populations include: Children of substance abusers Pregnant women/teens Dropouts Violent and delinquent youth Persons with mental health problems Economically disadvantaged citizens Persons who are disabled Victims of abuse Persons already using substances Homeless and/or runaway youth Children with prenatal exposure to ATOD Lakeshore Regional Partners intends to enhance capacity to achieve and sustain positive system change. Therefore, priority funding will focus on enhancing a service delivery system that will show evidence of working toward community-level change utilizing evidence-based prevention services targeted to the largest number of communities possible. A role for prevention services directed towards individual behavior changes remains high for specific high-risk selective and indicated populations. In an effort to reflect emerging best practices, improve service delivery and achieve positive outcomes, funding to local community-based organizations are being made to those utilizing the Strategic Prevention Framework (SPF). Lakeshore Regional Partners Region 3 intends to fund services that support any and/or all of the following three goals and related outcomes prescribed by MDCH Behavioral Health & Developmental Disabilities Administration Office of Recovery Oriented System of Care. The priority goal areas are as follows: 1. Reduction in underage drinking 2. Reduction in prescription and over-the-counter drug abuse, including a reduction in the misuse and abuse of opioids for non-medical purposes. 3. Reduction in underage youth tobacco access and tobacco use. Additional substance use disorder issues impacting communities may be submitted under this Request for Proposal, including the prevention of marijuana use, and/or any other substance, provided that the selections are based on sound epidemiological evidence. Therefore, in addition to the State (Office of Recovery Oriented System of Care) goals Lakeshore Regional Partners will support the strategic plans of each individual community within the 7-County Region. Specific goals are outlines in the Prevention Services Request for Proposal. We received bids for various prevention services from the following agencies: Wedgwood Christian Services Arbor Circle Family Outreach Public Health Muskegon Allegan County Community Mental Health Pathways, MI District Health Department #10 Kent County Health Department Cherry Health Inc. 3

4 Mercy Health Ottawa County Department of Public Health Every Woman s Place Providers recommended for service documented strengths in their ability to clearly identify the rationale for the service they offered, and linked it effectively to the local County Substance Abuse Prevention Strategic Plan and acceptable prevention strategy that fits within the overall prevention framework developed by the MDCH Behavioral Health & Developmental Disabilities Administration Office of Recovery Oriented System of Care. We believe that our recommendations will allow us to meet our capacity needs for SUD Prevention Services, as well as meet our MDHHS contract requirements for both prevention strategies and priority populations. RECOMMENDATIONS (a summary of these recommendations can be found on the last page). 1.
